Defense Small Business Advancement Act of 2019 This bill permanently reauthorizes the Department of Defense (DOD) Mentor-Protege Program, designed to help major defense contractors facilitate the participation of disadvantaged small business concerns as subcontractors and suppliers. The DOD Office of Small Business Programs shall establish performance goals and conduct periodic reviews of approved agreements between mentors and proteges.

Next Generation Entrepreneurship Corps Act This bill establishes the Next Generation Entrepreneurship Corps Program to promote entrepreneurship in the most distressed regions of the United States, including those regions affected by COVID-19 (i.e., coronavirus disease 2019), by awarding participating fellows a two-year stipend to start and grow a new small business.

21st Century Entrepreneurship Act This bill requires the Small Business Administration (SBA) to develop a curriculum for volunteers with the Service Corps of Retired Executives (SCORE) to teach underrepresented students (e.g., minority students, English learners, and children with disabilities) about entrepreneurship. The SBA shall develop and implement a strategy to encourage partnerships between the SCORE program and community learning centers to teach this curriculum and, in developing the curriculum, collaborate with education specialists and groups with experience serving underrepresented children. The SBA must submit a biennial report on partnerships between the SCORE program and community learning centers, the number of students reached through the entrepreneurship curriculum, and plans for improving the curriculum.

This resolution designates November 4–8, 2019, as National Veterans Small Business Week, expresses support for the goals and ideals of National Veterans Small Business Week, celebrates the millions of people in the United States—especially veterans and their spouses—who benefit from Small Business Administration programs, and expresses appreciation for the continued service of the nation's veterans through small business ownership and entrepreneurship.

Access Business Credit Act of 2019or the ABC Act of 2019 This bill modifies the requirements for calculating taxable income to exclude from the gross income of certain banks interest received on small business loans of up to $5 million. The bill applies to loans that are (1) secured by land situated in the United States that is used or held by the small business in connection with the active conduct of a farming business, or (2) incurred in the ordinary course of the trade or business of the small business. To be eligible for the exclusion, the bank must have less than $50 billion in assets at the closing of the preceding taxable year.

Successful Entrepreneurship for Reservists and Veterans Act or the SERV Act This bill requires (1) the Small Business Administration to report on the veterans interagency task force; and (2) the Government Accountability Office to report on access to credit for small businesses owned and controlled by veterans, Reservists, or their spouses.

Veteran Entrepreneurship Training Act of 2019 This bill provides statutory authority for the Boots to Business Program, which provides entrepreneurship training to individuals including veterans and active members of the Armed Forces, to be administered by the Small Business Administration.

Veterans Small Business Ownership Improvements Act This bill establishes new veteran entrepreneurial development programs within the Small Business Administration (SBA) and makes adjustments to existing programs to provide access for veterans. Specifically, the bill authorizes the SBA to make grants to private nonprofit organizations to establish veteran's business outreach centers. Each center must provide individual counseling to small businesses, as well as training and counseling through online and in-person workshops and seminars. The bill also provides statutory authority for the Boots to Business Program, which provides entrepreneurship training to individuals including veterans and active members of the Armed Forces. The SBA must designate an individual in each district office as a veterans business development officer, who shall coordinate activities of the district office with entities receiving assistance under the program. The SBA must also establish an online tool to coordinate and aid the work of veterans' small business assistance providers. Finally, the SBA must develop the existing network of peer-to-peer counseling and mentoring resources that are available to veteran-owned small businesses as components of SBA programs. The SBA must also establish an online resource for veterans regarding all of the entrepreneurial development programs of the SBA. The Government Accountability Office shall report on the ability of veteran-owned small businesses to access credit, including an analysis of the sources of credit and the default rate for such businesses.

Parren Mitchell Minority Business Education and Empowerment Act of 2019 This bill requires the Small Business Administration to award grants through FY2022 to historically black colleges and universities to (1) establish entrepreneurship curricula for undergraduate or graduate studies, and (2) place small business development centers on the physical campuses of such institutions.

SCORE for Small Business Act of 2019 This bill reauthorizes through FY2022 the Service Corps of Retired Executives (SCORE) program, outlines the duties of the SCORE Association, and requires the Small Business Administration (SBA) to cooperate with the association to carry out the program. Specifically, the bill requires the association to manage nationwide chapters of the program to enable volunteers participating in the program to provide personal, cost-free business expertise and facilitate education workshops to small businesses. The association must also offer online counseling through web-based platforms to small businesses. In consultation with the association, the SBA must ensure that the program (1) recruits diverse volunteers for each chapter of the program, and (2) provides services to rural and underserved communities.

Strengthening and Enhancing Cybersecurity Usage to Reach Every Small Business Act or the SECURE Small Business Act This bill requires the Small Business Administration (SBA) to help small businesses purchase cybersecurity products and services. Specifically, the SBA must establish a website that provides a marketplace for facilitating agreements under which small businesses may cooperatively purchase cybersecurity products and services. Such website shall be free to use for small businesses and cybersecurity vendors. The SBA must also take steps to educate small businesses about the types of cybersecurity products and services that are specific to each industry sector and provide outreach to encourage use of the cooperative marketplace. The Government Accountability Office must study and report on potential improvements to existing federal initiatives that train small businesses on how to avoid cybersecurity threats.

Small Business Category Management Training Act This bill requires the Small Business Administration to develop a training curriculum on category management, including best practices for purchasing goods and services from small businesses, for the staff of federal agencies with procurement or acquisition responsibilities. Category management is a federal government approach to procurement and acquisition that aims to (1) deliver more savings, value, and efficiency for federal agencies; (2) eliminate contract redundancies; and (3) meet federal small business contracting and procurement goals.

Small Business Last Mile Act of 2020 This bill requires the Small Business Administration to establish a grant program that facilitates the provision of high-speed broadband service to rural small businesses and to study and report on broadband service speeds and pricing in rural areas.

Expanding Contracting Opportunities for Small Businesses Act of 2019 This bill eliminates the inclusion of option years in the award price for certain sole source contracts (i.e., contracts awarded without a competitive process). Under current law, option years in the award price for such contracts limit their dollar award threshold. Specifically, the bill revises requirements for the award of these contracts to (1) qualified Historically Underutilized Business Zone (HUBZone) small businesses, (2) small businesses owned and controlled by service-disabled veterans, (3) economically disadvantaged small businesses owned and controlled by women, and (4) small businesses owned and controlled by women in substantially underrepresented industries. The Government Accountability Office must evaluate the policies and practices used by the Small Business Administration and other federal agencies to ensure that contracting officers are properly classifying sole source contracts under procurement programs for businesses owned by women and disabled veterans in the Federal Procurement Data System.

Rebuilding Small Businesses After Disasters Act This bill extends by three years the increased threshold for the minimum major-disaster loan amount for which the Small Business Administration may require collateral. It also requires the Government Accountability Office to report on the performance of such loans.

Global Small Business Network Act This bill authorizes the Department of State to establish a Global Small Business Network grant program to facilitate exports by U.S. small businesses. Specifically, the State Department may award grants to institutions of higher education and nonprofits with experience in operating or working with U.S. small business development centers to (1) assist national and local governments of foreign countries with creating small business development centers, and (2) promote commerce between small businesses in the United States and the foreign economies participating in the program.

Small Business Broadband and Emerging Information Technology Enhancement Act of 2020 This bill directs the Small Business Administration (SBA) to designate a senior Office of Investment and Innovation employee as broadband and emerging information technology coordinator, and it establishes measures to aid the competitiveness and productivity of small businesses through broadband access and other emerging information technologies. The coordinator's responsibilities shall include (1) identifying best practices relating to broadband and emerging information technology that may help small businesses; and (2) coordinating SBA programs that assist small businesses in adopting, making innovations in, and using broadband and other information technologies. The SBA must also provide training to familiarize its employees with broadband and other emerging technologies. Further, the SBA must report on (1) its programs and activities relating to broadband and emerging information technologies, and (2) the impact of broadband and emerging information technology deployment on small businesses.

COVID-19 Recovery Grants for Small Businesses Act This bill requires the Small Business Administration to provide economic injury grants to certain small businesses, private nonprofit organizations, and small agricultural cooperatives that have suffered a substantial economic injury as a result of COVID-19 (i.e., coronavirus disease 2019).

Prison to Proprietorship Act This bill directs the Small Business Administration, in coordination with the Bureau of Prisons, to require women's business centers and small-business development centers to provide entrepreneurship counseling and training services to individuals incarcerated in a minimum-, low-, or medium-security prison.
