    Foreign Service Families Act of 2019 This bill directs the Department of State to include in the Foreign Affairs Manual an updated plan for providing telecommuting employment opportunities for the spouses of overseas Foreign Service Officers. The State Department shall facilitate employment of such spouses by providing regular career counseling, maintaining a centralized database of the skills of such spouses and available employment opportunities, and offering other employment-related assistance. (Currently, the State Department is authorized to provide such assistance but not required to do so.) The State Department shall establish a program to help such spouses access employment and education opportunities, modeled after already-authorized programs for military spouses. The State Department shall report to Congress on the status of the implementation of the Foreign Service Family Reserve Corps (a program designed to speed up the hiring process for eligible family members of overseas Foreign Service officers), including (1) an update on the implementation of a hiring preference for Corps members, and (2) an accounting of any Corps-eligible individuals who were unable to fill a position at new location due to an inability to transfer a security clearance. Family members of overseas government employees shall not be held to a higher employment standard for positions customarily filled by Foreign Service officers, Foreign Service personnel, or foreign nationals.

    Combatting Foreign Influence Act of 2019 This bill establishes the Malign Foreign Influence Response Center within the Office of the Director of National Intelligence (ODNI). The center shall (1) serve as the primary government organization for analyzing intelligence relating to malign foreign influence operations, (2) coordinate government efforts related to detecting and responding to such operations, and (3) assess the expertise and readiness of government departments to respond to such operations. The center shall focus on operations conducted by Russia, Iran, North Korea, China, and other countries that the ODNI may select. The inspector general of the intelligence community shall annually review the center's activities and report findings and recommendations to Congress. The center shall terminate eight years after the passage of this bill.

    Inaugural Committee Transparency Act of 2019 This bill requires the presidential inaugural committee to disclose to the Federal Election Commission, by 90 days after the presidential inaugural ceremony, any disbursement made in an amount equal to or greater than $200 and the purpose of each disbursement. The committee must also disclose the name and address of the person to whom the disbursement was made, the date of the disbursement, and the total amount and purpose of the disbursement. The bill prohibits (1) an inaugural committee from soliciting or receiving a donation from a foreign national, in addition to the current ban on a committee accepting such a donation; (2) a person from making a donation to an inaugural committee in the name of another; (3) a foreign national from making a donation or making a promise to make a donation to such a committee; or (4) converting a donation to an inaugural committee to personal use. The committee must disburse any remaining donated funds not later than 90 days after the inaugural ceremony to tax-exempt charitable organizations, but may request an extension of such 90-day period.

    Foreign Agents Disclosure and Registration Enhancement Act of 2019 This bill provides the Department of Justice (DOJ) with a mechanism to demand evidence for investigating compliance with foreign-agent disclosure requirements and increases penalties relating to such requirements. DOJ may issue civil investigative demands to a person who may have information relevant to an investigation related to the Foreign Agents Registration Act of 1938 (FARA). Such demands may be for documents, written answers to questions, or oral testimony. The bill prescribes various procedures and requirements, such as minimum notice periods when seeking oral testimony. Investigative demands may be enforced or challenged in district court. Such investigative demands may not require the production of information that would be protected from disclosure under (1) the rules governing grand jury subpoenas, or (2) the Federal Rules of Civil Procedure to the extent the rules are consistent with this bill. The bill increases the maximum criminal fine for certain FARA violations from $10,000 to $200,000. It shall be unlawful for an agent of a foreign principal to willfully fail to disclose being a FARA-registered agent before or during a meeting with a Member of Congress (or with staff of a Member or congressional committee). The bill provides for various civil penalties for failing to meet agent registration requirements. The foreign principal of a penalized agent may not pay the imposed fines. The Government Accountability Office shall (1) analyze the effectiveness of FARA enforcement, and (2) audit the exemption to the Lobbying Disclosure Act for FARA-registered agents.

    Stop Foreign Payoffs Act This bill prohibits certain government officials and their family members from holding foreign financial interests and also requires divestiture of any such interests in a prescribed manner and time frame. Specifically, the bill prohibits the President, cabinet officials, and Members of Congress from holding any financial interest in, or receiving payment from, a foreign business. Such individuals must divest any such interest by either converting the interest into cash or another investment, or by placing the interest in a qualified blind trust or diversified trust; divestiture must occur no later than 30 days after either the issuance of implementing regulations or after the individual takes office. The bill's requirements apply to the spouses, children, sons-in-law, and daughters-in-law of such individuals.
