Appalachian Energy for National Security Act This bill directs the Department of Energy to conduct a study on the national security impacts of building ethane and other natural gas liquids petrochemical infrastructure in the vicinity of the Marcellus, Utica, and Rogersville shale plays located in the Appalachian region of the United States. The study must include an examination of the proposed infrastructure, including an identification of the potential benefits to national and economic security and the risks posed by foreign ownership and control of U.S. domestic petrochemical resources.

Launching Energy Advancement and Development through Innovations for Natural Gas Act of 2019 This bill directs the Department of Energy (DOE) to establish a program for the capture of carbon dioxide produced during the generation of natural gas-generated power. Specifically, DOE must * identify opportunities to accelerate the development of commercially viable carbon capture technologies to reduce carbon dioxide emissions; * enter into cooperative agreements with certain entities to license, permit, construct, and operate at least three facilities to capture carbon dioxide from natural gas generating power facilities; and * identify any barriers to the commercial development of carbon capture technologies.

Launching Energy Advancement and Development through Innovations for Natural Gas Act of 2019 This bill directs the Department of Energy (DOE) to establish a program to award competitive grants to certain entities for the capture of carbon dioxide produced during the generation of natural gas-generated power. Specifically, DOE must * accelerate the development of commercially viable carbon capture technologies to reduce carbon dioxide emissions, including to improve the thermodynamics, kinetics, scalability, durability, and flexibility of carbon capture technologies used during the generation of electricity from natural gas power systems; * enter into cooperative agreements with certain entities to construct and operate no more than five facilities to capture carbon dioxide from natural gas generating power facilities; and * identify any barriers to the commercial development of carbon capture technologies.

Energy and Water Research Integration Act of 2019 This bill requires the Department of Energy (DOE) to integrate water considerations into its energy research, development, and demonstration programs and projects. Specifically, the DOE must develop and implement a strategic plan that advances energy and energy efficiency technologies and practices to * minimize freshwater withdrawal and consumption, seismic impacts, and deleterious impacts on water bodies, groundwater, and waterways; * increase water use efficiency; and * utilize nontraditional water sources. Further, the strategic plan must (1) consider the effects climate variability may have on water supplies and quality for energy generation and fuel production, and (2) improve the understanding of the energy required to provide reliable water supplies as well as the water required to provide reliable energy supplies. The plan must be updated every five years. In addition, DOE must establish an Energy-Water Committee to promote and enable improved energy and water resource data collection, reporting, and technological innovation.

This resolution authorizes expenditures by the following Senate committees for March 1, 2019-September 30, 2019, for FY2020, and for October 1, 2020-February 28, 2021: (1) Agriculture, Nutrition, and Forestry; (2) Armed Services; (3) Banking, Housing, and Urban Affairs; (4) Budget; (5) Commerce, Science, and Transportation; (6) Energy and Natural Resources; (7) Environment and Public Works; (8) Finance; (9) Foreign Relations; (10) Health, Education, Labor, and Pensions; (11) Homeland Security and Governmental Affairs; (12) Judiciary; (13) Rules and Administration; (14) Small Business and Entrepreneurship; (15) Veterans' Affairs; (16) Special Committee on Aging; (17) Select Committee on Intelligence; and (18) Indian Affairs. The resolution requires committee expenses, with specified exceptions, to be paid from the contingent fund of the Senate upon vouchers approved by the chair of the applicable committee. The resolution authorizes establishment of a special reserve within funds in the Expenses of Inquiries and Investigations account, to be available to any committee to meet specified unpaid obligations or expenses.

Exporting Clean Energy Act This bill revises the powers and functions of the Export-Import Bank of the United States, including to require the bank to focus on energy financing when an international strategic competitor is bidding for a contract against the United States that deals with energy technology or natural resources or when the United States is capable of providing lower emissions than a competitor.

American Energy Efficiency Act of 2019 This bill directs the Department of Energy (DOE) to prescribe a federal energy efficiency resource standard for retail electricity and natural gas suppliers. Among other things, the bill establishes * procedures and standards for evaluating, measuring, and verifying electricity and natural gas savings, including specifying the types of energy efficiency and energy conservation measures that may be counted; * certain requirements governing retail electricity suppliers; * other requirements governing applications for, and implementation of, delegated state administration; * rules to govern transfers of electricity or natural gas savings between suppliers and third-party efficiency providers serving the same state and between suppliers and third-party efficiency providers serving different states; * performance standards for retail electricity and natural gas suppliers; and * penalties for suppliers who fail to document the adequate savings required by this bill.

Energy Security Cooperation with Allied Partners in Europe Act of 2019 This bill establishes and modifies provisions related to U.S. international energy strategy. Applications to export natural gas to North Atlantic Treaty Organization (NATO) member countries, Japan, and certain other countries shall be granted on an expedited basis without modification or delay. The Department of State shall report to Congress on a strategy to enhance the energy security of NATO member countries and increase U.S. energy exports to such countries.

Planning for American Energy Act of 2019 This bill requires the Department of the Interior to develop and publish a quadrennial federal onshore energy production strategy for energy development and department resource allocation in order to promote the energy security and national security of the United States.

Fossil Energy Research and Development Act of 2019 This bill expands Department of Energy (DOE) research, development, and demonstration programs for fossil energy. Among other things, the bill authorizes DOE programs regarding * carbon capture technologies for power plants, including technologies for coal and natural gas; * carbon storage, including to develop and maintain mapping tools and resources that assess the capacity of geologic storage formations in the United States; * carbon utilization, including to assess and monitor potential changes in life cycle carbon dioxide and other greenhouse gas emissions; * advanced energy systems to reduce emissions from and improve the efficiency of fossil fuel power generation; * developing and assessing methods to separate and recover rare earth elements from coal and byproduct streams; * identifying the environmental, health, and safety impacts of methane hydrate development; * carbon dioxide removal from the atmosphere; * methane leak detection and mitigation; and * identifying and evaluating novel uses for light hydrocarbons produced during oil and shale gas production.

This resolution sets forth the levels of payment for 116th Congress expenses (including staff salaries) for the following House Committees: (1) Agriculture; (2) Armed Services; (3) the Budget; (4) Select Committee on the Climate Crisis; (5) Education and Labor; (6) Energy and Commerce; (7) Ethics; (8) Financial Services; (9) Foreign Affairs; (10) Homeland Security; (11) House Administration; (12) Permanent Select Committee on Intelligence; (13) the Judiciary; (14) Select Committee on the Modernization of Congress; (15) Natural Resources; (16) Oversight and Reform; (17) Rules; (18) Science, Space, and Technology; (19) Small Business; (20) Transportation and Infrastructure; (21) Veterans' Affairs; and (22) Ways and Means. Among other things, this resolution (1) prescribes limitations to such expenses for the 1st and 2nd sessions of the 116th Congress, and (2) establishes a reserve fund for unanticipated committee expenses for the 116th Congress.

This bill requires the Department of Energy to establish a natural gas demand response pilot program that uses the latest demand response technology from the energy sector for natural gas to (1) reduce the cost of energy for consumers, (2) reduce market price volatility, (3) increase reliability of the energy system, and (4) achieve reductions in air emissions and other benefits.

Protect European Energy Security Act This bill requires the submission of certain reports to Congress related to Russia's construction of two natural gas pipelines, the Nord Stream 2 and Turk Stream. The Department of State shall report on (1) its efforts to promote energy security in Ukraine and the European Union and decrease their dependence on Russian energy sources, (2) its diplomatic efforts to oppose the pipelines, and (3) an estimate of European demand for natural gas from 2019 through 2023. The Office of the Director of National Intelligence shall report on the impact of the Nord Stream 2 pipeline on (1) U.S. interests and security objectives; (2) European energy security and defense posture; (3) Russian influence in Europe; and (4) Ukraine, including the impact of reductions in transit fees due to the pipeline.

European Energy Security and Diversification Act of 2019 This bill directs the Department of State to prioritize assistance to develop energy infrastructure in Europe and Eurasia, in particular for projects involving the European Commission and countries in the region. Assistance shall include political and diplomatic support and funding assistance. Projects eligible for such assistance include infrastructure for natural gas, electricity transmission, and renewable energy. The State Department shall give preference to projects that (1) improve the capacity to transfer gas and electricity within and between regional countries, (2) have been identified by the European Commission as integral for regional energy security, (3) are expected to enhance energy market integration and transparency, (4) can attract other sources of funding, and (5) can potentially use U.S. goods and services. The President shall report to Congress annually about U.S. assistance provided under this bill.

European Energy Security and Diversification Act of 2019 This bill directs the Department of State to prioritize assistance to develop energy infrastructure in Europe, in particular for projects involving the European Commission and governments in the region. Assistance shall include political, technical, and diplomatic support. Projects eligible for such assistance include infrastructure for natural gas, electricity transmission, and renewable energy. The State Department shall give preference to projects that (1) improve the capacity to transfer gas and electricity within and between European countries, (2) have been identified by the European Commission as integral for regional energy security, (3) are expected to enhance energy market integration, (4) can attract other sources of funding, and (5) can potentially use U.S. goods and services. The bill reauthorizes through FY2021 the Countering Russian Influence Fund and establishes that U.S. agencies may use the fund to provide assistance under the bill. The President shall report to Congress annually about U.S. assistance provided under the bill.

21st Century Energy Workforce Actof 2019 This bill directs the Department of Energy (DOE) to establish a 21st Century Energy Workforce Advisory Board to develop a strategy for the support and development of a skilled energy workforce. Based on the board's recommendations, DOE shall establish a clearinghouse to: * maintain and update information and resources on training and workforce development programs for energy- and manufacturing-related jobs; and * act as a resource and provide guidance for secondary schools, institutions of higher education (including community colleges and minority-serving institutions), and workforce development, labor management, and industry organizations that would like to develop and implement energy- and manufacturing-related training programs. DOE shall also establish a pilot program to award grants to eligible entities for job training programs that lead to an industry-recognized credential.

Public Land Renewable Energy Development Act of 2019 This bill sets forth provisions regarding development of geothermal, solar, or wind energy on public lands. The bill directs the Department of the Interior to establish priority areas on covered land (i.e., public land administered by Interior and not excluded under law from the development of geothermal, solar, or wind energy) for geothermal, solar, or wind energy projects. Other areas shall also be considered for the development of renewable energy projects under this bill, consistent with the principles of multiple use. Interior shall establish a program to improve federal permit coordination with respect to renewable energy projects carried out on covered land. Interior and the Department of Agriculture shall seek to issue permits that in total authorize the production of at least 25 gigawatts of electricity from geothermal, solar, or wind energy projects by the end of 2025. The bill provides for the disposition of revenues from the development of wind or solar energy on covered land. The bill establishes the Renewable Energy Resource Conservation Fund to make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for (1) restoring and protecting fish and wildlife habitat and corridors for affected species and water resources in areas affected by geothermal, solar, or wind energy development; and (2) preserving and improving recreational access to federal land and water in an affected region.
