    National Aeronautics and Space Administration Authorization Act of 2019 This bill reauthorizes the National Aeronautics and Space Administration (NASA) for FY2020. The bill provides for continued use of the International Space Station through 2030 and authorizes NASA programs and activities, including a rocket engine test infrastructure program, a low-Earth orbit commercialization program, a Lunar Discovery Program for lunar science research, a 21st Century Aeronautics Capabilities Initiative, a Skilled Technical Education Outreach Program for secondary school students, and a 21st Century Space Launch Infrastructure Program. NASA shall establish the Planetary Defense Coordination Office to implement a program for surveying threats posed by near-Earth objects equal to or greater than 140 meters in diameter. NASA shall also continue providing opportunities for formal and informal STEM (science, technology, engineering, and mathematics, including computer science) education engagement activities, including under the Established Program to Stimulate Competitive Research (EPSCoR).

    Safely Creating Healthy Opening Options Locally Act or the SCHOOL Act This bill establishes a grant program and other resources to assist local educational agencies (LEAs) with reopening schools after closures related to COVID-19 (i.e., coronavirus disease 2019). Specifically, the Department of Education (ED) must partner with the Department of Health and Human Services (HHS) to award grants to LEAs for certain activities to reopen schools. These activities include (1) purchasing personal protective equipment; (2) cleaning and disinfecting schools; (3) purchasing the supplies necessary to carry out their reopening plans; and (4) complying with the guidelines, recommendations, and other public health communications issued by the Centers for Disease Control and Prevention and other entities to mitigate the hazards of COVID-19. Additionally, ED and HHS must (1) develop a process to connect health care professionals with schools to assist them with symptom checks and additional supports, and (2) develop recommendations to expand telehealth services to students and teachers in areas with a shortage of health care professionals. Further, HHS must issue guidance to clarify that private health insurance must cover COVID-19 testing, without imposing cost-sharing, through telehealth services in school-based settings. The Centers for Medicare & Medicaid Services must issue a letter to advise states on providing coverage for telehealth services in school-based settings under Medicaid and the Children's Health Insurance Program. Finally, ED must develop an online clearinghouse to collect and maintain evidence-based information, including best practices, related to reopening schools after closures due to COVID-19.

    Eating Disorder Prevention in Schools Act of 2020 This bill requires local educational agencies (LEAs) participating in the school lunch or breakfast programs to include goals for reducing disordered eating in children of all sizes in their local school wellness policies. Such LEAs must also include registered dietitians and licensed mental health professionals in the development, implementation, and periodic review of such policies. The bill also requires the Department of Agriculture to provide information and technical assistance to LEAs, school food authorities, school health professionals, and state educational agencies for use in establishing healthy school environments. Such technical assistance must promote eating disorder prevention and encourage screening for such disorders.

    Get the Lead Out of Schools Act This bill requires the Environmental Protection Agency (EPA) to (1) test for lead in drinking water at schools and day care facilities, and (2) create a grant program for lead testing and remediation efforts in schools and day care facilities. Specifically, the EPA must promulgate a national primary drinking water regulation for schools and day care facilities that * establishes a lead action level (a level of lead in drinking water that triggers additional actions to control lead contamination) that is no more than 15 parts per billion; * directs each public water system to sample for lead in the drinking water at schools and day care facilities if the EPA determines there is a risk that the lead in the drinking water will meet or exceed the action level; and * requires public water systems that serve schools or day cares that meet or exceed the action level to notify the local educational agency, the relevant local health agencies, the municipality, and the state as soon as practicable, but no later than 24 hours after the system receives the sampling results. The EPA must also establish a grant program for (1) testing drinking water in schools and day care facilities for lead contamination, and (2) remediating lead contamination in such drinking water by replacing lead pipes and certain plumbing materials with lead-free material.

    Get Toxic Substances Out of Schools Act of 2020 This bill reauthorizes and modifies the program of Environmental Protection Agency (EPA) grants to states for the provision of assistance, development of programs, monitoring, and remediation related to environmental hazards (e.g., hazardous substances) in school facilities. The bill requires the EPA to perform outreach activities to provide information to states about (1) the exposure of children to environmental hazards in school facilities; (2) regulations and guidelines applicable to environmental hazards in school facilities; and (3) other materials to assist in addressing environmental problems, contaminants, hazardous substances, and pollutant emissions. Additionally, the EPA must annually convene school stakeholders (e.g., parents) to discuss topics related to the environmental health of children at school and the prevention, identification, and remediation of contaminants in school buildings and grounds. The bill adds polychlorinated biphenyls (PCBs) to the list of emitted substances that the EPA must account for when issuing voluntary guidelines to states for the purpose of their environmental health programs. Such guidelines must also (1) provide technical assistance for the removal, remediation, and disposal of PCBs and other hazardous substances; and (2) collect an inventory of schools affected by PCBs and other hazardous substances. To the maximum extent possible, the EPA must make publicly available (1) information on the exposure of children to environmental hazards in school facilities, and (2) an inventory of schools in which PCBs have been found in light ballasts or other media.

    Safe Considerations of the Health Of Our Learning Students Act or SCHOOLS Act This bill requires a study on safety precautions to prevent the spread of COVID-19 (i.e., coronavirus disease 2019) in schools. It also establishes a grant program to assist state educational agencies with implementing health and safety measures in schools. Specifically, the Centers for Disease Control and Prevention (CDC) must study and report on the safety precautions necessary to prevent the spread of COVID-19 in schools. The study must address (1) the minimum criteria that a community needs to meet to reopen schools for full-time in-person instruction; and (2) the best practices for such criteria, including with respect to public health capacity to conduct testing and contact tracing in the community. Additionally, the study must address the practices for crisis response personnel in schools, including the designation of at least one staff member to provide crisis response in each school. Further, the study must recommend practices related to staffing, facility conditions, transportation, and the organization of classes and other group settings. Finally, the Department of Education must award grants for state educational agencies to (1) implement guidance from the CDC related to health and safety measures; and (2) carry out certain activities, such as purchasing sanitation supplies. To receive a grant, a state educational agency must, among other things, offer remote digital learning options to students for the 2020-2021 school year. These grants may not be used to support private schools or for vouchers.
