Rare Earth Cooperative 21st Century Manufacturing Act or theRE-Coop 21st Century Manufacturing Act This bill addresses the advancement of domestic refining of rare earth elements and the safe storage of thorium. The Department of Commerce must establish a privately funded, operated, and managed Thorium-Bearing Rare Earth Refinery Cooperative tasked with the creation of a fully integrated domestic rare earth value chain to serve U.S. national security needs and the critical advanced manufacturing industries. The Department of Energy must coordinate with other agencies to procure the issuance of a federal charter for the Thorium Storage, Energy, and Industrial Products Corporation which shall assume liability for and ownership of all thorium and mineralogically actinides and decay products contained within the rare earth element ores utilized by the cooperative.

United States-Jordan Defense Cooperation Extension Act This bill extends through 2022 arrangements that allow certain defense articles to be transferred to Jordan on an expedited basis. The bill also directs the President to submit a report to Congress assessing the costs and benefits of establishing a fund to support private investment in Jordan.

This resolution affirms that the U.S.-Israel economic partnership has benefitted both countries and is a foundational component of the strong alliance. The resolution recognizes that science and technology innovation present promising new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. It also encourages the President to regularize and expand forums of economic dialogue with Israel and foster public and private sector participation. The resolution supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology, and cybersecurity.

Public-Private Partnerships for Prosperity (P4) Act This bill directs the General Services Administration to carry out a pilot program to enter into public-private partnerships to carry out projects to acquire space for public building purposes. The Government Accountability Office shall conduct a review of all such projects and submit a report to Congress that includes (1) a review and evaluation of the public-private partnerships executed and a comparison of such agreements to similar projects completed as government construction, and (2) recommendations on the use of public-private partnerships as options for meeting the space needs of the federal government.

Public Safety Employer-Employee Cooperation Act This bill addresses the rights of public safety officers or employees to form and join a labor organization and to participate in certain organized job actions. The bill requires the Federal Labor Relations Authority (NLRA) to determine whether a state substantially provides public safety officers or employees * the right to form and join a labor organization; * recognition by public safety employers of the employees' labor organization, agreement to bargain with the organization, and reduction of any agreements to writing in a contract or memorandum of understanding; * the right to bargain over hours, wages, and terms and conditions of employment; and * binding interest arbitration to resolve an impasse in collective bargaining negotiations. The bill makes the NLRA responsible for (1) determining the appropriateness of units for labor representation; (2) supervising elections; (3) conducting hearings and resolving complaints of unfair labor practices; and (4) protecting the right of employees to form, join, or assist any labor organization, or to refrain from doing so. An employer, public safety officer, or labor organization may not engage in a lockout, sickout, work slowdown, strike, or any other organized job action that will measurably disrupt the delivery of emergency services and is designed to compel an employer, public safety officer, or labor organization to agree to the terms of a proposed contract.

Enhancing Grid Security through Public-Private Partnerships Act This bill directs the Department of Energy to facilitate and encourage public-private partnerships in order to address and mitigate the physical security and cybersecurity risks of electric utilities.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

Preventing Illicit Finance Act This bill directs the Department of the Treasury to convene an advisory team to examine strategies to increase cooperation between public and private sectors for purposes of countering illicit finance, and to advise on strategies to combat the risk relating to proliferation financing. The advisory team must include relevant federal agencies, private sector experts in banking, national security, and law enforcement, and other stakeholders.

Prioritizing Clean Energy and Climate Cooperation with India Act of 2020 This bill establishes the U.S.-India Clean Energy and Power Transmission Partnership, which shall serve as the primary forum and funding mechanism for U.S.-India cooperation on clean energy and energy transmission technology matters. The U.S. Agency for International Development and the Department of State shall report to Congress a comprehensive multiyear strategy for implementing the partnership. The bill requires programs to promote U.S.-India partnerships in (1) research and innovation for clean energy technologies and expanded power transmission and distribution, (2) initiatives for promoting clean energy technology financing in India, (3) initiatives for providing technical assistance for grid improvement and energy efficiency in India, and (4) initiatives to develop new renewable energy generation capacity in India. The U.S. government shall also work cooperatively with India's government on integrating scientifically supported climate change risk reduction and building resilience capacities in India. The President shall report to Congress on the scope and nature of U.S. participation in Mission Innovation, an India-led global initiative to increase the pace of clean energy innovation.

Enhancing Grid Security through Public-Private Partnerships Act This bill directs the Department of Energy (DOE) to implement a program to facilitate and encourage public-private partnerships in order to address and mitigate the physical security and cybersecurity risks of electric utilities. In carrying out the program, DOE must take into consideration different sizes of electric utilities and the regions that such utilities serve, prioritize electric utilities with fewer available resources due to size or region, and utilize and leverage existing DOE programs.

United States-Israel International Development Cooperation Act of 2019 This bill authorizes projects among the United States, Israel, and developing countries to support local solutions to sustainability challenges relating to water resources, agriculture, and energy storage. The U.S. Agency for International Development may enter into a memorandum of understanding with Israel to work together toward common goals in areas such as energy, agriculture, democracy, human rights, economic growth, and education.

Private-Public Partnership to Preserve Jobs in the Aviation Manufacturing Industry Act of 2020 This bill authorizes the Department of the Treasury, coordinating with the Department of Transportation, to partner with employers to supplement compensation of employees financially impacted by the COVID-19 (i.e., coronavirus disease 2019) public health emergency and to facilitate the effective economic recovery of the aviation manufacturing industry. Additionally, Treasury may partner with an aviation manufacturing company to provide to the employer a public-partner contribution, that together with the private-partner contribution, shall constitute an amount sufficient to maintain the total compensation level of the at-risk employee group for a period not to exceed one year.. Any authority established by this bill and any agreement entered into by Treasury under this bill shall end on April 30, 2021.

Minority Business Development Act of 2019 This bill permanently authorizes the Minority Business Development Administration to assist socially and economically disadvantaged business concerns. Specifically, the bill redesignates the Minority Business Development Agency as the Minority Business Development Administration (MBDA). The MBDA shall (1) assist disadvantaged business concerns entering domestic and foreign markets by providing education and training, management and technological assistance, a skilled labor pool, and financial and marketing services; and (2) encourage such businesses to establish joint ventures and projects among themselves or in cooperation with public or private sector organizations. In addition, the Securities and Exchange Commission must consult and cooperate with the MBDA to promote access by disadvantaged businesses to securities markets.

This resolution supports improvements in space situational awareness and advances in technology and international cooperation.

Inland Waters Security Review Act This bill directs the Department of Homeland Security (DHS) to submit to Congress an inland waters threat analysis that includes current and potential terrorism and criminal threats, security challenges and mitigation efforts, vulnerabilities that hinder effective security, counterterrorism, anti-trafficking efforts, and trade flow in inland waters, and metrics and performance measures. In preparing the threat analysis, DHS shall consider * technology and personnel needs and challenges; * the roles of state, local, tribal, and territorial law enforcement, as well as private sector partners and the public, relating to inland waters security; * the need for cooperation among federal, state, local, tribal, territorial, and international partner law enforcement, as well as private sector partners and the public, relating to such security; and * the challenges posed by geography with respect to such security.

This bill establishes a pilot program for carrying out a talent exchange between the private sector and the Cybersecurity and Infrastructure Security Agency (CISA) to improve national security through public-private collaboration. To carry out the program, CISA may arrange for the temporary assignment of (1) the employees of a participating private sector entity to CISA, or (2) CISA employees to a participating private sector entity. CISA must report on the private sector entities to and from which employees were assigned, the positions held by such employees, and the tasks such employees performed while so assigned.

Sets forth the rule for consideration of the Senate amendment to the bill (H.R. 133) to promote economic partnership and cooperation between the United States and Mexico; providing for disposition of the Senate amendment to the bill (H.R. 1520) to amend the Public Health Service Act to provide for the publication of a list of licensed biological products, and for other purposes.

This resolution * reaffirms support for elevated collaboration between the United States and the Association of South East Asian Nations (ASEAN), particularly in terms of economic cooperation and human rights; * encourages cooperation between the United States and the nations of ASEAN as they respond to COVID-19 (i.e., coronavirus disease 2019) and future public health challenges; * urges ASEAN to foster multilateral relations with non-ASEAN partners; * expresses support for ASEAN nations in addressing maritime and territorial disputes, as well as corruption in the public and private sectors; * calls on ASEAN nations to ensure human rights, a protected marine environment, and safe access to international waterways in the Indo-Pacific; * applauds ASEAN nations that have upheld international agreements with respect to North Korea's missile programs; and * expresses support for the Lower Mekong Initiative, a partnership between the United States, Cambodia, Laos, Burma (Myanmar), Thailand, and Vietnam to promote sustainability and economic development in the region.

U.S.-Israel Cooperation Expansion Act This bill states that it is U.S. policy to support bilateral training between U.S. and Israeli law enforcement for sharing best practices related to anti-terrorism, community policing, and managing mass casualties.
