The Government Accountability Office must evaluate the policies and practices used by the Small Business Administration and other federal agencies to ensure that contracting officers are properly classifying sole source contracts under procurement programs for businesses owned by women and disabled veterans in the Federal Procurement Data System.

Such departments may transfer to the Strategic National Stockpile any excess PPE acquired under a contract.

    Public Service Spending Integrity Act This bill restricts federal spending at businesses of the President, specified other officials, Members of Congress, or their family members. Specifically, the bill prohibits federal funds from being obligated or expended for purposes of procuring goods or services at any business owned or controlled by a covered individual or family member of such individual, except for security purposes. Acovered individualis defined to include the President, the Vice President, the head of any executive department, and any individual occupying a position designated by the President as a cabinet-level position. No federal agency may enter into a contract with a business owned or controlled by a covered individual or family member. The bill also prohibits the obligation or expenditure of funds from a Member's Representational Allowance or a Senator's Official Personnel and Office Expense Account for purposes of procuring goods or services at any business owned or controlled by the Member of Congress or any family member, except for security purposes. A business shall be deemed to be owned or controlled by a covered individual or family member, or by a Member of Congress or family member, if any such person (1) is a member of the board of directors or similar governing body of the business, or (2) directly or indirectly owns or controls 51% or more of the voting shares of the business.

    Promoting Rigorous and Innovative Cost Efficiencies for Federal Procurement and Acquisitions Act of 2019 or the PRICE Act of 2019 This bill directs the Management Directorate of the Department of Homeland Security (DHS) to publish an annual report on a DHS website on projects that have used innovative procurement techniques within DHS to accomplish specified goals. Such goals are * improving or encouraging better competition, * reducing time to award, * achieving cost savings, * achieving better mission outcomes, or * meeting the goals for contracts awarded to small business concerns. The Management Directorate shall (1) develop and disseminate guidance and offer training for specified personnel concerning when and how to use such techniques, and (2) share best practices across DHS and make available to other federal agencies information to improve procurement methods and training. The Office for Federal Procurement Policy shall convene a Chief Acquisition Officers Council to examine best practices for acquisition innovation in contracting in the federal government.

    Bulb Replacement Improving Government with High-efficiency Technology Act or the BRIGHT Act This bill revises and sets forth provisions related to the procurement of lighting systems. The General Services Administration (GSA) shall (1) issue guidance to federal agencies for the procurement and use of the most life-cycle cost effective and energy efficient lighting systems; and (2) publish or otherwise make available to state, local, and tribal entities information on ways of improving efficiency, effectiveness, and economy by procuring and using such lighting systems. The GSA must (1) procure the most life-cycle cost effective and energy efficient lighting systems, and (2) ensure that procurements of lighting systems or their individual components maximize life-cycle cost effectiveness and energy efficiency. Each public building that is constructed, altered, acquired, or leased by GSA must be equipped with the most life-cycle cost effective and energy efficient lighting systems. Each individual component of a lighting system that is replaced in the normal course of the maintenance of public buildings shall be replaced with the most life-cycle cost effective and energy efficient lighting system possible. The bill modifies requirements for the use of energy efficient lighting systems.

The supplies must have received prior approval from the Centers for Disease Control and Prevention or have received emergency use authorization from the Food and Drug Administration for the detection of COVID-19. The bill waives certain DPA requirements relating to industrial resource and critical technology shortfalls and notification to Congress.
