Specifically, the bill prohibits the Department of Agriculture and the Department of the Interior from * conditioning the issuance, renewal, amendment, or extension of any land use or occupancy agreement on the transfer of any water right to the United States, or on any impairment of title or interest granted or otherwise recognized under state law, by federal or state judgment, or pursuant to any interstate water compact; or * requiring any water user to apply for or acquire a water right in the name of the United States under state law as a condition for the issuance, renewal, or extension of any land use or occupancy agreement. Non-federally owned land and water may not be designated as critical habitat without the written consent of the property owners unless a threatened or endangered species is at risk of extinction without such a designation. The department concerned must pay an owner or lessee 150% of the fair market value of real property and is responsible for all related costs. Interior shall issue a final rule that requires the U.S. Fish and Wildlife Service to follow rules substantially similar to the requirements for the U.S. Geological Survey to obtain permission for certain access to private lands. HR #738 | Last Action: 3/4/2019Private Property Rights Protection Act of 2019 This bill limits the ability of a state or political subdivision of a state from exercising its power of eminent domain over property to be used for economic development. If a state or political subdivision of a state uses its eminent domain power to transfer private property to other private parties for the purpose of economic development within seven years of its exercise, the state shall be ineligible for federal economic development funds for two fiscal years following a judicial determination that the law has been violated. The Department of Justice (DOJ) must investigate notices of alleged violations, provide the government authority with 90 days to cure any violations that exist, and bring actions to enforce this bill if the government is still in violation after the 90-day period. DOJ must also intervene in private actions if necessary to enforce this bill. The bill prohibits the federal government, or a state or political subdivision receiving federal economic development funds during any fiscal year, from exercising the power of eminent domain over property of a religious or other nonprofit organization because of the organization's nonprofit or tax-exempt status or any related quality.Supporting Home Owner Rights Enforcement Act

It also authorizes various aid programs related to Vietnam. In its annual reports to Congress on human rights in foreign countries and U.S. security assistance programs, the Department of State shall include assessments of online freedom of expression in each country, including efforts by governments to censor information, punish individuals for their speech, and monitor communications. The State Department's annual report on human rights in Vietnam shall include information regarding the country's progress in various areas, including with respect to ending torture and violence against religious groups and returning property improperly confiscated by the Vietnamese government. The bill authorizes the State Department to establish programs to (1) monitor and halt sex trafficking of women from Vietnam and other Asian countries, and (2) address Vietnam's growing sex-ratio disparity. It authorizes the President to provide assistance for ethnic minority groups in Vietnam affected by human rights violations and directs the State Department to report on such efforts.Expressing the sense of the House of Representatives that domain name registration information, referred to as "WHOIS" information, is critical to the protection of the United States national and economic security, intellectual property rights enforcement, cybersecurity, as well as the health, safety, and privacy of its citizens, and should remain readily accessible.

The President shall periodically report to Congress a list identifying foreign individuals and entities responsible for such human rights abuses. The President shall impose (1) property-blocking sanctions on the identified individuals and entities, and (2) visa-blocking sanctions on the identified individuals. The bill requires reports to Congress on (1) human rights abuses in Xinjiang; (2) efforts to protect U.S. citizens and residents, including ethnic Uyghurs and Chinese nationals studying or working in the United States, from harassment and intimidation by the Chinese government; and (3) the Chinese government's acquisition and development of technology to facilitate internment and mass surveillance in Xinjiang. The Office of the Director of National Intelligence shall submit a classified report to Congress on (1) Chinese government policies in Xinjiang that constitute gross violations of human rights, and (2) the scope and scale of the detention and forced labor of Muslim minority groups in China.To require the Secretary of the Army to convey certain Federal property in the State of Ohio to the Friends of Barker House.

(Hong Kong is part of China but has a largely separate legal and economic system.) The Department of State shall certify annually to Congress as to whether Hong Kong warrants its unique treatment under various treaties, agreements, and U.S. law. The analysis shall evaluate whether Hong Kong is upholding the rule of law and protecting rights enumerated in various documents, including (1) the agreement between the United Kingdom and China regarding Hong Kong's return to China, and (2) the Universal Declaration of Human Rights. The bill extends existing annual reporting requirements on matters of U.S. interest in Hong Kong through 2027 and expands such reports to include assessments of (1) limits to Hong Kong's autonomy, either self-imposed or due to China's actions; and (2) whether rescission of Hong Kong's special treatment would further erode Hong Kong's autonomy. The President shall annually report to Congress on Hong Kong's enforcement of U.S. export controls, including whether items of U.S. origin have been used for mass surveillance in China and whether Hong Kong has been used to evade sanctions on North Korea or Iran. The State Department shall notify Congress if any proposed or enacted law in Hong Kong negatively impacts U.S. interests, including by putting U.S. citizens at risk of rendition to China. The President shall impose property and visa-blocking sanctions on foreign persons responsible for gross human rights violations in Hong Kong.Housing is a Human Right Act of 2020
HR #6308 | Last Action: 3/19/2020Housing is a Human Right Act of 2020 This bill establishes and expands programs to assist homeless and housing-unstable individuals and establishes new real property-related taxes to fund specified Department of Housing and Urban Development (HUD) programs. HUD must establish the Community Development Block Grant Plus Program for state and local governments to assist homeless and housing-unstable individuals as well as cost-burdened households. These funds may be used only for certain activities that assist these populations, including the construction of new affordable housing. The bill also establishes other grant programs to assist these individuals, such as by facilitating access to voting and libraries. Governmental entities may not receive assistance under the bill unless they have, or are working to implement, policies that (1) do not criminally punish homeless individuals for sleeping outside or on public property, and (2) comply with constitutional protections for these individuals' property. In addition, the bill establishes taxes on (1) the sale or exchange of real property of at least $10 million, (2) the sale or exchange of real property involving an anonymous entity, and (3) rent received by landlords that own large amounts of dwelling units. The revenue from these taxes must be credited to various HUD programs in specified percentages. The Government Accountability Office must study (1) the allocation formula for Emergency Food and Shelter grants, (2) recipient compliance with various grant program guidelines, and (3) barriers related to access to essential documents that homeless and housing-unstable individuals face.Civil Rights Legacy Protection Act

The State Department shall report to Congress a strategy to promote economic development in Burma. The bill also requires reports on * Burma's military, * Burma's eligibility for preferential duty treatment, * whether certain Burmese military officials should be on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control, * U.S. diplomatic efforts to impose coordinated sanctions related to Burma, and * crimes against humanity in Burma.SAVE Right Whales Act
