Helping Americans Succeed by Measuring Outcomes Act This bill (1) establishes certain performance measures for states receiving Temporary Assistance for Needy Families (TANF) program grants, and (2) requires states to specify how they will allow for transitional periods of benefits for recipients who become ineligible for TANF benefits due to employment or an increase in wages.

This bill modifies requirements relating to the Medicare skilled nursing facility (SNF) value-based purchasing program, which provides incentive payments to SNFs based on their quality of care. Currently, all Medicare SNFs are included in the program, and their quality of care is determined based on a hospital readmissions measure. The bill excludes from the program SNFs for which there is not a minimum number of applicable cases or measures, as set by the Centers for Medicare & Medicaid Services (CMS), for the performance period. Additionally, the bill allows the CMS to apply up to 10 additional quality measures, including measures relating to patient safety and care coordination.

Federal Energy and Water Management Performance Act of 2019 This bill revises federal energy and water performance requirements for federal buildings and directs the Department of Energy to establish a Federal Energy Management Program.

Same-Day Accountability for Veterans Enhancement Act This bill requires the Department of Veterans Affairs (VA) to develop quantifiable objectives and performance measures to assess the effects of the provision of same-day services on the access of veterans to medical care and mental health services. The VA must report on the developed objectives and performances measures and provide recommendations for the reduction of veteran suicide rates and the implementation of same-day services throughout the Veterans Health Administration. Finally, the VA must conduct an annual assessment of each VA medical center and community-based outpatient clinic and make such assessments publicly available on a VA website.

Measuring Real Income Growth Act of 2019 This bill requires the Bureau of Economic Analysis to include estimates pertaining to various income groups in its gross domestic product analyses. Such analyses shall include estimates pertaining to each of the 10 deciles of income as discreet groups and the highest 1% of income as a group.

This bill extends funding for certain Medicare quality-measurement activities through FY2022 and prioritizes the endorsement of certain measures relating to maternal morbidity and mortality.

Preparing Servicemembers for Success Act This bill requires the Department of Defense (DOD) to establish additional performance measures to evaluate the effectiveness of DOD's Credentialing Opportunities On-Line (COOL) programs in connecting members of the Armed Forces with professional credential programs. Such measures must include the following: (1) the percentage of members, prior to separation, participating in a professional credential program through a COOL program; (2) the percentage of such individuals who go on to complete that professional credential program; and (3) the percentage of those who complete that professional credential program and are employed not later than one year after separation or release from the Armed Forces.

This joint resolution proposes a constitutional amendment that limits the permissible sources of funding for elections to public office and state ballot measures. Specifically, funding to support or oppose a campaign for election to public office may only be provided through (1) contributions by individual citizens to the principal campaign committee controlled by the candidate, or (2) a public election financing or voter education system. Funding to support or oppose a state ballot measure may only be provided through (1) contributions by individuals eligible to vote on the measure, or (2) through a public election financing or voter education system. Congress, the states, and local jurisdictions must establish contribution limits.

Community Services Block Grant Reauthorization Act of 2019 This bill reauthorizes the Community Services Block Grant program through FY2028 and makes other changes to the program, including with respect to administration and leadership; performance measurement; and minimum and maximum allotments to states, territories, and tribes.

Small Business Payment for Performance Act of 2019 This bill allows a small business performing a construction contract awarded by a federal agency to request an equitable adjustment if the agency's contracting officer directs a change in the contract's performance without the agreement of the small business. The agency must provide the small business with an interim partial payment to cover additional costs resulting from such a change, and the small business must pay a first tier subcontractor or supplier the portion of the partial payment that is attributable to additional costs incurred due to the change.

VA Hospitals Establishing Leadership Performance Act This bill requires the Department of Veterans Affairs to establish qualifications and related performance metrics for each human resources position within the Veterans Health Administration. Additionally, the bill requires the Government Accountability Office to report on the implementation and quality of such metrics and qualifications.

Collecting Official Measurements and Baselines to Assess Trafficking Act of 2019 or the COMBAT Act This bill requires the Department of Homeland Security to undertake a study to determine the extent of human trafficking in the United States, including estimates of the number of victims.
