This resolution expresses support for the designation of April 2019 as National Donate Life Month and for promoting awareness of organ and tissue donation.

Organ Donation Clarification Act of 2020 This bill specifies that certain payments and pilot programs relating to organ donation do not violate the National Organ Transplant Act, which prohibits the exchange of valuable consideration for human organs. Specifically, it excludes additional types of reimbursements and payments related to organ donation from the definition ofvaluable consideration, such as costs for (1) dependent care; (2) certain medical expenses for up to 10 years after a donation; (3) paperwork or legal services; and (4) term life insurance policies, subject to some limitations. In addition, the federal government, states, or local governments may carry out pilot programs to evaluate the effects of removing disincentives or providing noncash benefits on the availability of organs for transplant, provided these programs meet ethical and other conditions.

Protecting Life and Integrity in Research Act of2019 This bill prohibits the Department of Health and Human Services from conducting or supporting any research that involves the use of human fetal tissue from an induced abortion. The bill also prohibits soliciting or acquiring a donation of human fetal tissue from an induced abortion, other than for purposes of an autopsy or burial. The bill applies requirements on the research of transplantation of fetal tissue for therapeutic purposes to research on fetal tissue in general.

Timely ReAuthorization of Necessary Stem-cell Programs Lends Access to Needed Therapies Act of 2020 or the TRANSPLANT Act of 2020 This bill modifies and reauthorizes through FY2025 the C.W. Bill Young Cell Transplantation Program, which provides support to patients who need a potentially life-saving bone marrow transplant or umbilical cord blood transplant. It also requires research and other activities related to stem cell therapies. Specifically, the Department of Health and Human Services must conduct a periodic review of the science of using adult stem cells and birthing tissues in therapeutic treatments, and the National Institutes of Health must continue efforts to further the field of regenerative medicine using adult stem cells. In addition, the Government Accountability Office must examine various issues related to the regenerative medicine workforce.

Consensual Donation and Research Integrity Act of 2019 This bill establishes a series of requirements relating to the acquisition or transfer of human bodies or body parts for education, research, or the advancement of medical, dental, or mortuary science, excluding human transplantation. Specifically, the bill establishes registration, record-keeping, labeling, packaging, and disposition requirements.

Lost Opportunities to Supply Transplantable Organs Act of 2020 or the LOST Organs Act of 2020 This bill requires the Organ Procurement and Transplantation Network to take specified actions related to the transportation of organs, including tracking and publically reporting the status of organs in the transplant supply chain. The Organ Procurement and Transplantation Network is a public-private partnership that links the professionals involved in the U.S. donation and transplantation system.

Safe Responsible Ethical Scientific Endeavors Assuring Research for Compassionate Healthcare Act or the Safe RESEARCH Act This bill prohibits the use of tissue from an induced abortion in research conducted or supported by the National Institutes of Health (NIH). Research with human fetal tissue or alternatives to human fetal tissue (e.g., stem cells) conducted or supported by the NIH must meet requirements currently applied only to research on the transplantation of human fetal tissue for therapeutic purposes, including requirements for the informed consent of the donor and researcher. Research conducted or supported by the NIH may use human fetal tissue only if the tissue was obtained in accordance with state law regulating anatomical gifts. Currently, executive branch officials may not prohibit the NIH from conducting or supporting research on the transplantation of human fetal tissue for therapeutic purposes. The bill repeals that limitation on executive branch officials. The bill repeals a requirement that the NIH fund certain proposals for research on the transplantation of human fetal tissue for therapeutic purposes.

Protecting Cures Act of 2020 This bill prohibits the Department of Health and Human Services from withholding funding, because of ethical considerations, for research activities that use human fetal tissue, provided that the research activities have been recommended for approval by an institutional review board and otherwise comply with existing laws concerning human fetal tissue. The bill also establishes that this research is not unethical by deeming the 1988 report of the Human Fetal Tissue Transplantation Research Panel as meeting relevant statutory requirements with respect to approving the ethical status of such research.
