This bill directs the Department of the Interior to convey approximately 7,167 acres of specified land managed by the Bureau of Land Management to the San Felipe Pueblo in Sandoval County, New Mexico.

United States-Mexico Economic Partnership Act This bill directs the Department of State to develop a strategy to enhance economic cooperation and expand professional and educational exchange programs between the United States and Mexico. The State Department shall develop strategies to encourage more academic exchanges between the countries, as well as exchanges to encourage strengthening business skills and entrepreneurship. The State Department shall also promote energy infrastructure coordination and educational development. It shall also assess ways to develop partnerships between the countries' medical and nursing schools. The plan should ensure that accreditation standards for such schools are comparable so that students in Mexico can pass the licensing exams needed to practice in the United States. These programs shall be focused on the region within 100 kilometers of the U.S.-Mexico border.

This resolution affirms the importance of the United States' economic relationship with Mexico as an essential trading ally and opposes the implementation of tariffs on all goods imported from Mexico.

United States-Mexico-Canada Agreement Implementation Act This bill provides statutory authority for the trade agreement between the United States, Mexico, and Canada (USMCA), which replaces the North American Free Trade Agreement. Specifically, the bill implements provisions that include labor and environment monitoring and enforcement, de minimis levels for U.S. exports, and cooperation among treaty members to prevent duty evasion. For example, the bill (1) establishes interagency committees for the monitoring and enforcement of relevant labor, environmental, and automobile-related provisions; (2) establishes penalties for false certification of goods under the rules of origin; and (3) authorizes certain agencies to detail employees to the U.S. embassy in Mexico to aid with monitoring and enforcement actions related to environmental provisions. This bill designates specified federal land administered by the Bureau of Land Management in Taos County, New Mexico, comprising 13,103 acres in the Rio Grande del Norte National Monument, to be known as the Cerro de la Olla Wilderness. The Department of the Interior shall enter into a cooperative agreement with New Mexico that specifies, subject to certain prohibition provisions under the Wilderness Act, the terms and conditions under which wildlife management activities in the wilderness may be carried out. Subject to such agreement and such prohibition provisions, Interior may authorize the maintenance of any existing structure or facility for wildlife water development projects (including guzzlers) in the wilderness, if * the structure or facility would enhance wilderness values by promoting healthy, viable, and more naturally distributed wildlife populations; and * the visual impacts of the structure or facility on the wilderness can reasonably be minimized.

United States-Mexico Tourism Improvement Act of 2019 This bill directs the Department of State to develop and report to Congress a strategy to improve bilateral tourism between the United States and Mexico and third-party tourism to the two countries. The strategy shall involve dialogue and cooperation between the two governments. It shall prioritize sectors including hospitality, retail, and cultural education.

This bill establishes the White Sands National Park in New Mexico as a unit of the National Park System in order to protect, preserve, and restore the park's resources and recreational values and to enhance visitor experiences. The bill abolishes the White Sands National Monument and incorporates the lands and interests that comprise the monument in and as a part of the park. The Department of the Interior shall not nominate the park for inclusion on the World Heritage List of the United Nations Educational, Scientific and Cultural Organization (UNESCO) unless each county in which the park is located concurs in the nomination. Before submitting such a nomination, Interior must notify the Department of the Army of its intention to nominate the park for inclusion on the list.

California New River Restoration Act of 2019 This bill requires the Environmental Protection Agency (EPA) to establish a California New River restoration program for the New River. The river starts in Mexicali, Mexico, flows north into the United States through Calexico, passes through the Imperial Valley, and drains into the Salton Sea. In carrying out the program, the EPA must (1) implement projects, plans, and initiatives for the New River supported by the California-Mexico Border Relations Council; and (2) provide grants and technical assistance for coordinating restoration and protection activities.

Protection of American Jobs in Cross-Border Rail Operations With Mexico Act This bill requires the Department of Transportation to issue regulations that restrict the operation of trains originating in Mexico within the United States to crews comprised entirely of U.S. citizens and nationals.

Supporting Mexico Against Corruption Act This bill directs the President to impose property- and visa-blocking sanctions on foreign persons who are current or former officials of the Mexican government and who are responsible for acts of significant corruption. Such sanctions shall also apply to foreign persons acting on behalf of such a government official. Such sanctions shall not apply to acts related to U.S. intelligence activities. The President may waive application of the sanctions for U.S. national security interests or to prevent undue economic harm to the people of Mexico.

This concurrent resolution recognizes the 35th anniversary of the Mexico City policy, which prohibits foreign nongovernmental organizations that receive U.S. global-health assistance from performing or promoting abortion as a method of family planning. The resolution expresses support for the codification of this policy in U.S. law.

This resolution (1) opposes the President's threat to close the U.S.-Mexico border, (2) opposes the President's action blocking the use of funds intended to address root causes of migration, and (3) affirms that asylum-seeking individuals have a right to due process and humane treatment.

Border Water Infrastructure Improvement Act This bill requires the Environmental Protection Agency (EPA) to provide assistance for the construction of drinking water treatment facilities, drinking water distribution facilities, or wastewater management facilities near the United States-Mexico border. The EPA may provide the assistance to state and local governments, Indian tribes, or water or wastewater districts with jurisdiction over any area in the United States or Mexico that is located within 100 kilometers of the United States-Mexico border. The EPA may not provide assistance for new developments.

Las Cruces Bataan Memorial Clinic Act This bill designates the community-based outpatient clinic of the Department of Veterans Affairs in Las Cruces, New Mexico, as the Las Cruces Bataan Memorial Clinic.
