    Nevada Lands Bill Technical Corrections Act of 2019 This bill modifies provisions concerning lands in Nevada. Specifically, the bill: * repeals the expedited program for the examination of unpatented mining claims within the mining townsites in Virginia City in Storey County;  * requires implementation of a multispecies habitat conservation plan in Lincoln County; * provides for the implementation of certain rangeland and woodland restoration projects, particularly for pinyon-juniper dominated landscapes, in Lincoln County; * requires cooperative agreements for certain law enforcement and planning-related activities in Lincoln County; * provides for the use of certain land sale proceeds in Lincoln and White Pine Counties; * requires a land conveyance to Lincoln County to provide a location for the establishment of a centralized landfill and a designated area and authorized facilities to discourage unauthorized dumping and trash disposal on environmentally sensitive public land; and * adjusts the boundaries of the Mt. Moriah Wilderness and Arc Dome Wilderness. The bill affirms and validates a certain patent for the benefit of desert tortoise and other species and their habitats in Clark County. The Bureau of Land Management may issue corrective patents for specified land in Lincoln and Clark Counties.

    Desert National Wildlife Refuge and Nevada Test and Training Range Withdrawal and Management Act This bill provides for the termination or expansion of certain withdrawn and reserved military lands in Nevada and designates certain lands within the Desert National Wildlife Refuge in Nevada as components of the National Wilderness Preservation System. The bill terminates the withdrawal and reservation of lands for the Naval Air Station Fallon Ranges and the Nevada Test and Training Range in 2021 and 2041, respectively. The bill expands the boundaries of Nellis Air Force Range to comprise 3,006,386 acres of land. The Department of the Air Force and the Department of the Interior shall not withdraw the new lands until they implement a cultural resources plan. The bill provides for fish and wildlife habitat support in the Desert National Wildlife Refuge. Mitigation payments shall be provided by the Air Force to Interior for such support on lands withdrawn and reserved for use by the Air Force within the refuge. Interior and the Air Force must jointly establish (1) an interagency committee to facilitate coordination and minimize potential conflict regarding joint operating areas within the refuge, and (2) an intergovernmental executive committee for the management of the natural and cultural resources of the withdrawn and reserved lands of the ranges and certain other ranges. Interior shall facilitate public access to portions of the joint use area of the refuge for tribal, recreational, educational, and research purposes. The bill sets the western boundary of refuge between the refuge and the land jointly managed by the Air Force and Interior concerning Nellis Air Force Range.

  • 1921 Silver Dollar Commemorative Coin Act

    1921 Silver Dollar Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 500,000 $1 silver coins in commemoration of the centennial of the re-minting of the Morgan silver dollar that was designed by George T. Morgan and the minting of the Peace silver dollar that commemorated the declaration of peace between the United States and the Imperial German government. Treasury may issue such coins only for a one-year period, beginning on January 1, 2021. All surcharges received from sales of such coins shall be paid as follows: * 40% to the American Numismatic Association for numismatic educational activities; * 40% to the National World War I Museum and Memorial in Kansas City, Missouri, to educate and commemorate activities related to World War I and its enduring impact; and * 20% to the Nevada State Museum in Carson City, Nevada, to support the preservation of the historic features of the museum related to the U.S. mint, the design of interpretive programs that connect visitors to the significance of minting in the United States, the Comstock Lode, and the American West, and to support the activities of the Nevada Division of Museums and History.

    Douglas County Economic Development and Conservation Act This bill provides for the conveyance, sale, or management of specified federal lands in Nevada. The bill conveys 67 acres of Forest Service land in the Lake Tahoe area for the conservation of wildlife or natural resources or for a public park. The Department of Agriculture (USDA) shall implement a cooperative management agreement for the Tahoe Rim Trail North Parcel to (1) improve the quality of recreational access for such land, and (2) conserve the land's natural resource values. The Forest Service and the Department of the Interior shall convey 7,777 acres of specified federal land to Douglas County, Nevada, for flood control or any other public purpose. The Forest Service and Interior shall select jointly with the county federal land to be sold to qualified bidders or for the county to obtain for public purposes. USDA shall convey 1,084 acres of specified federal land to the county for recreation and any other public purpose. U.S. interest in 2,669 acres of certain federal land shall be held in trust for the Washoe Tribe of Nevada and California. The bill designates 12,392 acres of Bureau of Land Management land as a component of the National Wilderness Preservation System to be known as the Burbank Canyons Wilderness. USDA may transfer to Nevada or the county certain Forest Service land or interest in such land that is unsuitable for Forest Service administration or is necessary for a public purpose. The recipient of the land must protect its environmental quality and use the land for recreation or other public purposes.

    Ruby Mountains Protection Act This bill withdraws approximately 309,272 acres of National Forest System land in the Ruby Mountains subdistrict of the Humboldt-Toiyabe National Forest located in Elko and White Pine Counties, Nevada, from operation under mineral leasing laws. Any land within the withdrawal area that is acquired by the federal government after enactment of this bill must be withdrawn in accordance with the bill.
