This bill authorizes the Missouri River Basin Lewis and Clark Interpretive Trail and Visitor Center Foundation to use, or enter into a lease or agreement with another party to use for public outdoor recreation, up to 40 acres of the land in Nebraska City, Nebraska, that was conveyed for use as an historic site and an interpretive center for the Lewis and Clark National Historic Trail under conditions that * the land shall continue to be maintained in a manner compatible with the use of the conveyed land as an historic site and interpretive center, * the nature trail around the perimeter of the land shall remain in place and may be enhanced with educational signage about the flora and fauna that are native to the land and the planting of native flora, and * revenue from any use of the land for public outdoor recreation shall be used to offset maintenance and operating costs of the interpretive center.

This bill directs the Department of the Interior to conduct a study on feasibility of designating as a national historic trail the Chief Standing Bear Trail extending 550 miles from Niobrara, Nebraska, to Ponca City, Oklahoma, which follows the route taken by Chief Standing Bear and the Ponca people during federal Indian removal, and 550 miles from Ponca City through Omaha to Niobrara, Nebraska, which follows the return route taken by Chief Standing Bear and the Ponca people.

Winnebago Land Transfer Act of 2019This bill takes specified federal land in Iowa into trust for the benefit of the Winnebago Tribe of Nebraska. The land becomes part of the tribe's reservation.

Pike National Historic Trail Study Act This bill requires the National Park Service to study the Pike National Historic Trail for designation as a national scenic trail. The trail consists of a series of routes extending approximately 3,664 miles that follows the route taken by Lt. Zebulon Montgomery Pike during the 1806-1807 Pike expedition that began in Fort Bellefontaine, Missouri, and continued through parts of Kansas, Nebraska, Colorado, New Mexico, and Texas, before ending in Natchitoches, Louisiana.

Platte River Recovery Implementation Program Extension Act This bill revises the Platte River Recovery Implementation Program. The program is a cooperative agreement among Colorado, Wyoming, Nebraska, and the Bureau of Reclamation to protect endangered and threatened species and their habitats in the Central and Lower Platte River Basin. The bill extends Reclamation's authority to implement the first increment of the program through FY2033.
