Such reports include a Transportation Security Administration report on unclaimed money at airports, several required from the Department of Homeland Security (e.g., regarding antidumping and countervailing duties), and reports from the General Services Administration on the reimbursement costs of travel and use of photovoltaic energy in public buildings. The bill eliminates various National Archives and Records Administration and Office of Management and Budget reports. The bill reduces the frequency of U.S. Digital Service reports to Congress.

    Presidential Library Donation Reform Act of 2019 This bill requires each presidential library fundraising organization to submit quarterly reports to the National Archives and Records Administration (NARA) on every contributor who gave the organization a contribution or contributions (whether monetary or in-kind) totaling $200 or more for the quarterly period. NARA shall publish such information on its website within 30 days after each quarterly filing. It shall be unlawful for contributors or fundraising organizations to knowingly and willfully submit false information or omit material information.

Such register shall be archived in the Library of Congress. The NPS shall (1) coordinate with the Historic Vehicle Association, American Motorcycle Heritage Foundation, and other appropriate organizations in order to invite owners of historic vehicles to participate in the register; and (2) develop criteria for the inclusion of historic vehicles on the register. When developing such criteria, the NPS shall consider whether a vehicle is (1) associated with an important event or a significant individual in automotive or U.S. history; (2) distinctive based on design, engineering, craftsmanship, or aesthetic value; or (3) of a particular type that was the first or last produced or among the most well-preserved or authentically restored examples of that type.

    National Jazz Preservation, Education, and Promulgation Act of 2020This bill establishes a National Jazz Preservation Program and a National Jazz Appreciation Program, to be carried out by the Smithsonian Institution through the National Museum of American History, to (1) preserve knowledge and promote education about jazz, and (2) further the appreciation of jazz music throughout the nation. The Smithsonian Institution shall (1) record interviews with leading jazz artists; (2) acquire, preserve, and interpret jazz artifacts; (3) continue to recognize Jazz Appreciation Month; (4) establish collaborative agreements for the sharing of such artifacts; and (5) encourage, consult with, and engage in capacity building with community-based and regional organizations with the potential to establish jazz archival collections. The bill amends the Elementary and Secondary Education Act of 1965 to allow the use of certain funds for programs to promote jazz education, which may include (1) a Jazz Artists in the Schools program, (2) a program for the development and distribution of educational materials about jazz and teacher training on jazz education, and (3) an Ambassadors of Jazz program. The Smithsonian Institution shall establish a series of jazz performances at Smithsonian affiliates that provides broad geographic access to jazz and supports public appreciation for the diversity of jazz music.

Additionally, the VA must reduce the backlog of Office of Special Counsel requests made to the VA by 75% within three years of the enactment of this bill. The VA must determine the types of documents, records, and information that are frequently requested under FOIA and must regularly make such documents, records, and information publicly available. Finally, the VA must request that the Office of Government Information Services within the National Archives and Records Administration conduct an assessment of the VA's compliance with FOIA.

    Electronic Message Preservation Act This bill requires the National Archives and Records Administration (NARA) to regulate federal agency preservation of electronic messages that are federal records. NARA's regulations must (1) require the electronic capture, management, and preservation of such records in accordance with the Federal Records Act; (2) require such records to be retrievable through electronic searches; (3) include timelines for federal agency implementation of the regulations that ensure compliance as expeditiously as practicable; (4) establish functional requirements for electronic records management systems and a process to ensure that such systems meet the functional requirements; and (5) include requirements for the capture, management, and preservation of other electronic records. Agencies must publicly report on their compliance with the regulations. NARA must (1) establish standards for the management of electronic presidential records during a President's term of office, (2) certify annually whether a President's electronic records management controls meet the requirements of the Presidential Records Act, and (3) report after the conclusion of a President's term of office regarding electronic records deposited into the presidential archival depository and whether electronic records management controls met specified requirements.
