The bill provides for continued use of the International Space Station through 2030 and authorizes NASA programs and activities, including a rocket engine test infrastructure program, a low-Earth orbit commercialization program, a Lunar Discovery Program for lunar science research, a 21st Century Aeronautics Capabilities Initiative, a Skilled Technical Education Outreach Program for secondary school students, and a 21st Century Space Launch Infrastructure Program. NASA shall establish the Planetary Defense Coordination Office to implement a program for surveying threats posed by near-Earth objects equal to or greater than 140 meters in diameter. The bill authorizes the National Aeronautics and Space Administration (NASA) to conduct missions to intermediate destinations, such as the Moon, if each such mission demonstrates or advances a technology or operational concept that will enable human missions to Mars. NASA shall establish the Artemis program management office at the Lyndon B. Johnson Space Center in Houston, Texas. The Artemis program is the NASA program for going back to the Moon and for establishing sustainable exploration there. NASA * shall establish a plan for the development and manufacture of advanced spacesuits; * may carry out a program to conduct lunar science research, including missions to the surface of the Moon; * shall ensure that the International Space Station (ISS) remains a viable and productive facility of potential U.S. use through at least FY2030; * shall establish a low-Earth orbit development program to encourage commercial use and development of space by private entities in the United States; * must update and improve the cybersecurity of its space assets and supporting infrastructure; and * must maintain a Security Operations Center to identify and respond to cybersecurity threats to its information technology systems. The bill extends through 2030 authorization for cash or in-kind payments by the United States to Russia for certain work or services regarding the ISS.

    Promoting Research and Observations of Space Weather to Improve the Forecasting of Tomorrow Act or the PROSWIFT Act This bill sets forth provisions concerning improving the ability of the United States to forecast space weather events and mitigate the effects of space weather. The bill provides statutory authority for the National Science and Technology Council's Space Weather Operations, Research, and Mitigation Working Group, which coordinates executive branch efforts regarding space weather. The bill directs the Office of Science and Technology Policy, National Oceanic and Atmospheric Administration (NOAA), National Science Foundation, Air Force, Navy, National Aeronautics and Space Administration (NASA), and U.S. Geological Survey to carry out specified space weather activities. NOAA may establish a pilot program under which NOAA offers to enter into contracts with entities in the commercial space weather sector to provide NOAA with space weather data that meets certain standards. The working group must periodically review and update the benchmarks described in the report of the National Science and Technology Council titledSpace Weather Phase 1 Benchmarksand dated June 2018, as necessary, based on (1) any significant new data or advances in scientific understanding that become available, or (2) the evolving needs of entities impacted by space weather phenomena.

The working group shall lead executive branch actions to improve the understanding of and preparation for space weather phenomena and the coordination of federal space weather activities. The Office of Science and Technology Policy must develop a strategy for coordinated observation of space weather by working group agencies. The advisory group shall receive advice from specified stakeholders, including the commercial space weather sector, to inform the interests and work of the working group. The National Aeronautics and Space Administration (NASA) and the National Oceanic and Atmospheric Administration (NOAA) shall work with federal and international partners to secure reliable back-up capability for near real-time coronal mass ejection imagery and other relevant observations required for space weather forecasts. The National Science Foundation, NOAA, and NASA shall each pursue multidisciplinary research in subjects that further the understanding of solar physics, space physics, and space weather. The roundtable shall facilitate communication and knowledge transfer among government participants in the working group, the academic community, and the commercial space weather sector. The working group shall periodically review and update the benchmarks identified asSpace Weather Phase I Benchmarks.

The bill declares that it is U.S. policy to permanently establish a human presence in low-Earth orbit and that such capability shall * maintain U.S. global leadership and relations with partners and allies, * contribute to the general welfare of the United States, and * be affordable so as to not preclude a robust portfolio of other human space exploration activities. The National Aeronautics and Space Administration (NASA) shall ensure that the International Space Station (ISS) remains a viable and productive facility capable of potential U.S. use through at least FY2030. NASA must submit a strategy that includes how it will transition to a successor platform to the ISS. The bill expands the objectives of NASA to include the expansion of permanent human presence beyond Earth in a way that enables human space settlement and a thriving space economy. NASA shall establish a program of developing space suits and associated technologies.

Amounts received from the sale of such medals shall be deposited into the U.S. Mint Public Enterprise Fund.
