Multilateral Aid Review Act of 2020 This bill establishes a U.S. Multilateral Aid Review to assess U.S. government investments in multilateral entities. The President shall establish a U.S. Multilateral Aid Review Task Force, which shall report to Congress the review's findings. The task force shall establish and report the methodology for the reviews, which shall include assessments of (1) the relationship between such multilateral entities' stated goals and actual results, (2) the management practices and transparency of the entities, (3) the alignment between an entity's policies and practices with U.S. foreign policy objectives, and (4) whether U.S. goals may be better served by pursing a bilateral approach. This bill temporarily authorizes the Department of the Treasury to waive, on a case-by-case basis, statutory mandates that govern the U.S. Executive Directors at international financial institutions with respect to their use of the voice and vote of the United States. For each such waiver, Treasury must issue a report that (1) describes the project or policy to which the waiver would apply, (2) explains the reasons for the waiver, and (3) certifies that the waiver does not undermine the ability of the United States to promote the mandate's policy objectives. Treasury must review existing statutory mandates and submit any recommendations to revise or sunset the mandates with the objectives of strengthening U.S. leadership, facilitating multilateral cooperation, reflecting changing conditions, and advancing the U.S. national interest.

Creating Helpful Incentives for Producing Semiconductors for America and Foundries Act This bill establishes measures to incentivize semiconductor and microelectronics manufacturing. These measures include creating (1) a financial assistance program for investment in semiconductor facilities and equipment, (2) a public-private partnership with the Department of Defense to ensure the development and production of secure microelectronics, and (3) a Multilateral Semiconductors Security Fund to support the development and adoption of secure semiconductors and semiconductor supply chains.

Global Hope Act of 2019 This bill authorizes the Department of State to work with the private sector, the United Nations, and other relevant multilateral organizations to address childhood cancer globally.

Philippine Human Rights Act This bill imposes limitations on providing assistance to the police or military of the Philippines. No federal funds may be used to provide such assistance until the Philippines government has taken certain actions, including (1) investigating and successfully prosecuting members of its military and police forces who have violated human rights, (2) withdrawing the military from domestic policing activities, and (3) establishing that it effectively protects the rights of journalists and civil society activists. The President shall also direct U.S. representatives at multilateral development banks to vote against providing loans to the police or military of the Philippines.

International Spending Transparency Act This bill requires the Department of State to establish the Unit to Audit US Contributions to Multilateral and International Organizations to audit and report on the contributions to those organizations during the preceding fiscal year.

Enforcing Accountability and Transparency in International Trade Act This bill requires the U.S. Trade Representative to report on its plans to pursue a U.S. strategy regarding the World Trade Organization (WTO). Such plans must (1) facilitate the full implementation of WTO agreements, (2) enable the maximum benefits from trade to accrue to those members of the WTO that face the greatest difficulty integrating into the multilateral trading system, and (3) ensure that certain members of the WTO do not receive special and differential treatment.

Foreign Civil Aviation Authority Assistance Act of 2020 This bill provides Federal Aviation Administration (FAA) support for foreign civil aviation authorities. In addition to the current requirement that the FAA promote and achieve global improvements in the safety, efficiency, and environmental effect of air travel, the bill requires the FAA to engage both bilaterally and multilaterally, including with the International Civil Aviation Organization, to bolster international collaboration, data sharing, and harmonization of international aviation safety requirements. The FAA must seek to expand technical assistance in support of enhancing international aviation safety, and it is authorized to provide technical assistance related to all aviation safety-related training and operational services in connection with bilateral and multilateral agreements. The bill also authorizes support for the implementation of certain recommendations to address pilots' dependency on automation.
