African Burial Ground International Memorial Museum and Educational Center Act This bill establishes the African Burial Ground International Memorial Museum and Educational Center at the African Burial Ground National Monument in New York, New York. The National Park Service shall (1) acquire for the museum property that is located adjacent to the national monument or in any other area of the African Burial Ground National Historic Landmark in the city other than the location adjacent to the monument, and (2) construct the museum on the acquired property. The bill establishes within the Department of the Interior the African Burial Ground Advisory Council to (1) make recommendations on the construction of the museum, and (2) advise and assist Interior on all matters relating to the operation and preservation of the museum.

Fallen Warrior Battlefield Cross Memorial Act This bill provides that the Department of Veterans Affairs authorizes the display of a Fallen Soldier Display in any national cemetery. A Fallen Soldier Display is a memorial monument in honor of deceased members of the Armed Forces.

This bill expresses support for an agreement between the American Battle Monument Commission and the Belgian government (1) under which the commission would use its expertise and presence in Europe to oversee the restoration of the Mardasson Memorial in Bastogne, Belgium; and (2) by which the commission assumes responsibility for the memorial, ensuring that it stands for decades to come, in honoring American service and sacrifice and inspiring future generations.

Fallen Warrior Battlefield Cross Memorial Actof 2019 This bill provides that the Department of Veterans Affairs may not prohibit the display of a Battlefield Cross in any national cemetery. A Battlefield Cross is a memorial monument in honor of deceased members of the Armed Forces.

National Service Animals Monument Act This bill directs that the monument to commemorate and recognize the heroic deeds and sacrifices of service animals and the handlers of service animals in the United States, to be constructed by the National Service Animals Monument Corporation at a location determined by the corporation, shall be designated as the National Service Animals Monument. The monument shall not be a unit of the National Park System. The designation of the monument shall not require federal funds to be expended for any purpose related to the monument.

This bill provides statutory authority for a June 26, 2020, executive order directing various agencies to take actions related to protecting monuments, memorials, and statues from vandalism, such as ordering the Department of Justice to prioritize the investigation and prosecution of cases involving vandalism of a monument, government property, or religious property.

Castner Range National Monument Act This bill establishes the Castner Range National Monument in Texas. The Department of the Interior shall continue to provide historical and adequate access to private inholdings within the monument's exterior boundaries. Interior shall * manage the monument in a manner to conserve, protect, and enhance its natural resources and values; and * develop a comprehensive management plan for the monument's protection and management. Interior shall also establish a Castner Range National Monument Advisory Council to advise Interior with respect to the preparation and implementation of the management plan.

National Monument Creation And Protection Act or the National Monument CAP Act This bill allows the President to declare by public proclamation an object or objects of antiquity (currently, historic landmarks, historic and prehistoric structures, and other objects of historic or scientific interest) that are situated on lands owned or controlled by the federal government to be national monuments. "Objects of antiquity" means relics, artifacts, human or animal skeletal remains, fossils, and certain buildings constructed before enactment of this bill. The bill prescribes limits on land that may be declared to be a national monument based on acreage, proximity to other national monuments, whether it has been reviewed by the Department of the Interior or Agriculture (USDA) under the National Environmental Policy Act, and whether it has been approved by each county and state within whose boundaries it will be located. Such limitation shall not apply to a designation made to prevent imminent and irreparable harm to the object or objects of antiquity to be protected. Such exception shall end after one year and may be used only once. The President may reduce the size of any declared national monument: (1) by 85,000 acres or less; or (2) by more than 85,000 acres only if the reduction has been approved by each county and state within whose boundaries the monument will be located and reviewed by Interior or USDA under the National Environmental Policy Act. The bill prohibits any land from being declared as a national monument in a configuration that would place nonfederally owned property within the monument without first obtaining the owners' written consent.

This bill authorizes the establishment on federal land in the District of Columbia of the Every Word We Utter Monument in commemoration of the women's suffrage movement and the passage of the 19th Amendment to the Constitution, which gave women the right to vote. No federal funds may be used to pay any expenses for the establishment of the commemorative work. The Every Word We Utter Monument organization shall be solely responsible for accepting contributions for, and paying for, the expenses of the establishment of such work.

Springfield Race Riot National Historic Monument Act This bill requires the Department of the Interior to conduct a special resource study of the site of the Springfield Race Riot of 1908 in Springfield, Illinois, and adjacent property. In conducting the study, Interior must evaluate the national significance of such area and determine the suitability and feasibility of designating it as a unit of the National Park System.

Army Security Agency Monument Act This bill directs the Department of the Army to place in Arlington National Cemetery a monument honoring Army Security Agency veterans if the National Army Security Agency Association agrees to certain requirements, including that the association pay the monument's site preparation, construction, and maintenance costs.

Yucca House National Monument Expansion Act This bill authorizes the Department of the Interior to acquire, by donation, the approximately 160 acres of land and any interests in such land that is identified as the Yucca House National Monument Proposed Boundary Addition. Upon acquisition of the additional land, Interior shall adjust the boundaries of the monument to include the acquired land. Such land and any interests in such land shall be administered as part of the monument.

Fort Frederica National Monument Boundary Expansion Act This bill expands the boundary of the Fort Frederica National Monument on St. Simons Island, Georgia, and increases the maximum number of acres that may be included in the monument from 250 to 305 acres.

Mill Springs Battlefield National Monument Act This bill establishes the Mill Springs Battlefield National Monument in Kentucky as a unit of the National Park System to preserve and interpret the nationally significant historic resources of the Mill Springs Battlefield and its role in the Civil War.

Medgar and Myrlie Evers Home National Monument Act This bill establishes the Medgar and Myrlie Evers Home National Monument in Jackson, Mississippi, as a unit of the National Park System to preserve, protect, and interpret the home and history of the pivotal role of Medgar and Myrlie Evers in the civil rights movement. The National Park Service shall seek to enter into a cooperative agreement with Tougaloo College in Tougaloo, Mississippi, for interpretive and educational services related to the monument.

Upon acquisition of the land or interest within the land, the boundaries of the monument shall be revised to include the acquired land or interest. Interior may pay any administrative costs for the acquisition of the land or interest with appropriated funds.

The bill transfers administrative jurisdiction over the Forest Service land from the Forest Service to the National Park Service (NPS). The NPS shall administer the added land as part of the monument.
