Better Military Housing Act of 2019 This bill requires the Department of Defense (DOD) to develop and implement a plan to address health, safety, and quality issues at privatized military housing. DOD shall provide a tenant entering into a tenancy agreement for such a housing unit information on * tenant rights; * expectations regarding reporting by tenants and landlords of maintenance, health, or safety issues relating to the unit; * a comprehensive accounting of the rights and responsibilities relating to maintenance; and * a comprehensive maintenance, repair, and remediation history of the unit. At least annually, the DOD Inspector General shall inspect the oversight of privatized military housing at no fewer than 15 randomly selected installations. Additionally, DOD shall study ways to improve privatized military housing and the oversight and execution of contracts in order to improve housing conditions for Armed Forces members and their families.

Teaching Asian Pacific American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Asian Pacific American history in their teaching of American history. It also requires Asian Pacific American history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Asian Pacific American history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Asian Pacific American history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's Asian Pacific American Center. The bill also requires the inclusion of Asian Pacific American history in tests administered by the NAEP, which measures student academic achievement in various subjects.

Long Island Aviation History Act This bill directs the Department of the Interior to conduct a special resource study of Long Island, New York, with a particular focus on the Hempstead Plains, the areas surrounding Suffolk County Air Force Base, the hamlet of Bethpage, the hamlet of Port Washington, and the village of Farmingdale. Interior shall evaluate the national significance of the area based on an assessment of the aviation history of Long Island and determine the suitability and feasibility of designating the area as a unit of the National Park System in commemoration of Long Island's aviation history.

This resolution commemorates the work that the Veterans History Project of the American Folklife Center of the Library of Congress has done to honor the lives of veterans. Additionally, the resolution encourages veterans and their families to participate in the Veterans History Project. The resolution supports the work of the Library and encourages it to continue providing materials for educators seeking to teach the history of the United States.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Edwin Cole "Ed" Bearss in recognition of his contributions to the preservation of American Civil War history and his continued efforts to bring our nation's history alive for new generations through his interpretive storytelling.

Such museum shall be named by the Board of Regents of the Smithsonian Institution. (Sec. 4) The bill establishes a council, that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. (Sec. 7) The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

Military Housing Oversight and Service Member Protection Act This bill addresses Department of Defense (DOD) oversight and service member protections in DOD-sponsored private military housing. Among other things, the bill covers contracts, unit inspection, remedying substandard conditions, handling housing-related injuries, and prohibiting improper financial interests by public officials. Specifically, DOD must establish requirements for entering into and renewing contracts with private landlords and must make the financial details of such agreements public. DOD must employ certified independent housing inspectors to ensure that private military housing units are safe, clean, and adequate, and that they meet federal, state, and local laws and standards of habitability. DOD must allow state and local housing inspectors to conduct no-notice inspections, including on military installations. DOD must require each landlord to provide access to the landlord's maintenance work order system. Service members may file a claim with DOD to withhold the basic allowance for housing if a landlord has not met maintenance guidelines or the unit is uninhabitable according to state and local law. Military treatment facilities must screen service members and family members for medical conditions resulting from unsafe private housing, and landlords must pay medical bills associated with housing-related injuries. The Department of Veterans Affairs must provide similar care for veterans and their families. The bill prohibits members of defense-related congressional committees and certain military officers and high-level DOD employees from having a financial interest in private military housing. Violations are subject to civil penalties.

History Is Learned from the Living Act This bill establishes the History Is Learned from the Living grant program. The Department of the Interior shall make one-year grants to community groups, organizations, or institutions to carry out projects through which the community may learn about historical movements in the United States in the past century through the oral histories of community members who participated in those movements.

This bill requires the Department of Defense (DOD) to address military family readiness and resiliency. Specifically, DOD must * establish and implement a strategy regarding communication with military families; * develop an Exceptional Family Member Program case-management model; * if feasible, provide child care to service members or DOD employees working on rotating shifts at military installations; * develop a policy and tracking mechanism for monitoring and prohibiting the overprescribing of opioids; * conduct a pilot program to recruit military spouses into paid internships; and * comply with various requirements for studies and reports. The Government Accountability Office must report on disputes between military families and schools.

Military Readiness and Cost Savings Act This bill directs the Department of Defense to seek to enter into a contract with an institution—to be designated as the National Center for Military Painting and Applied Research—to serve as a resource for testing paint coatings for military assets and developing training tools and programs concerning military painting and coating. The bill includes authority to enter into an agreement to provide these services to the Coast Guard.

COVID-19 Oral History Project Act This bill directs the Library of Congress to establish an oral history program in the American Folklife Center for the collection and public availability of individual stories of events and experiences during the COVID-19 pandemic in the United States. The bill includes a requirement to collect video and audio recordings of personal histories and testimonials of those who were affected by the pandemic.
