Base Commander Housing Oversight Act This bill establishes remedies against a lessor of military housing who fails to operate according to the contract. Specifically, the Department of Defense may withhold a payment, require the lessor to reimburse tenants for personal property damage, or require the lessor to pay tenant moving expenses. A service member may report maintenance issues to a superior in the chain of command or to an Inspector General.

Combating Military Sexual Assault Act This bill addresses the prevention, investigation, and prosecution of sexual assault and related offenses in the Armed Forces. For example, the bill (1) expands training for, and responsibilities of, commanders of the Armed Forces with respect to such assaults; (2) extends the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces; (3) increases the number of digital forensic examiners in each military criminal investigation organization; (4) expands the authority of military judges with respect to certain pretrial matters; (5) makes sexual harassment a specific offense in the Uniform Code of Military Justice; and (6) and requires a pilot program on defense investigators within the military justice system.

Comprehensive Review of Military Suicide Act This bill requires the Department of Defense to issue and implement guidance that requires that each suicide involving a member of the Armed Forces be reviewed by a multidisciplinary board established at the command or installation level.

Military Installation Resilience Assuredness Act This bill requires commanders of major military installations to address installation resilience in master plans. A master plan shall address the following: * risks and threats, which include disaster-related and environmental conditions; * assets or infrastructure located on the military installation vulnerable to the risks and threats; * lessons learned from the impacts of extreme weather events; * measures to mitigate the impacts of risks and threats; * community infrastructure and resources located outside the installation; * agreements with other entities to maintain or enhance military installation or community infrastructure resilience; and * projections from recognized governmental and scientific entities regarding future risks and threats to the resilience of a project considered in the plan during a 50-year installation lifespan. The bill includes, as major installations, medium sites (as defined in the most recent version of the Department of Defense Base Structure Report issued before the time interval prescribed for development of master plans arises).

Indo-Pacific Deterrence Initiative This bill directs the Department of Defense (DOD) to establish the Indo-Pacific Deterrence Initiative. The bill also authorizes various related programs. The initiative shall seek to (1) enhance U.S. presence in the region by positioning U.S. capabilities to allow timely response to adversarial threats, (2) strengthen the capability of U.S. forces and regional allies and partners, and (3) meet objectives under the National Defense Strategy. The U.S. Indo-Pacific Command may carry out social media-related activities to counter misinformation and propaganda in the region. The bill also authorizes for FY2021 various activities and projects, including * a permanent and persistent land-based air and missile defense system in Guam; * a homeland defense radar in Hawaii; * Missile Defense Agency activities in the region; * intelligence, reconnaissance, and related capabilities for the U.S. Indo-Pacific Command; * a Marine Unit Deployment Program and Marine Corps rotational presence in the region; * Air Force and Navy unit pre-positioning for regional activities; * DOD procurement of key munitions for the Indo-Pacific Command; * military construction, land acquisition, and military family housing functions; * a program to enhance communications capabilities with allies and partners in the region; and * various training activities, such as joint training through the Combatant Commanders Exercise Engagement and Training Transformation Program.

This bill directs the President to establish a unified combatant command to be known as the U.S. Space Command.

Africa Foreign Relations, International Cooperation, and Assistance Act of 2020 or the AFRICA Act of 2020 This bill requires the Department of Defense (DOD) to report on the activities and resources required to enhance security and economic partnerships between the United States and African countries. Additionally, DOD shall seek to build partner capacity and interoperability in the U.S. Africa Command area of responsibility through increased partnerships with countries on the African continent, military-to-military engagements, and traditional activities of the combatant commands.

Creig Sharp Funeral Honors for Veterans Act This bill requires the commander of each military installation, at or through which a funeral honors detail for a veteran is provided, to maintain and implement a plan for the requested provision of full military funeral honors at funerals of qualifying veterans.

Service Pilot Protection Act This bill addresses the process of consultation with military installations in cases of applications for wind farm projects filed with the Department of Transportation. It provides that, with respect to an application for a wind farm project, the Military Aviation and Installation Assurance Siting Clearinghouse shall (1) verify whether the appropriate commander, in consultation with each such installation, approved or objected to the application; (2) publish the procedures for notifying each installation of the application; and (3) at least annually, report to Congress a list of approvals and objections and an assessment of whether approved wind farm projects impacted the training capabilities, operations, or readiness of the military department concerned.

U.S.-Africa Strategic Security Act This bill prohibits the Department of Defense (DOD), absent a report that addresses specified issues, from using FY2020 funds to reduce the number of U.S. Armed Forces deployed to the U.S. Africa Command Area of responsibility. Specifically, DOD must report on issues including U.S. political and military strategies in the region and the potential effects of a withdrawal.

Better Military Housing Act of 2019 This bill requires the Department of Defense (DOD) to develop and implement a plan to address health, safety, and quality issues at privatized military housing. DOD shall provide a tenant entering into a tenancy agreement for such a housing unit information on * tenant rights; * expectations regarding reporting by tenants and landlords of maintenance, health, or safety issues relating to the unit; * a comprehensive accounting of the rights and responsibilities relating to maintenance; and * a comprehensive maintenance, repair, and remediation history of the unit. At least annually, the DOD Inspector General shall inspect the oversight of privatized military housing at no fewer than 15 randomly selected installations. Additionally, DOD shall study ways to improve privatized military housing and the oversight and execution of contracts in order to improve housing conditions for Armed Forces members and their families.

Military Special Victims Protection Act of 2019 This bill modifies and establishes requirements relating to the prosecution of sexual misconduct and domestic violence in the Armed Forces, including by restricting initial case determinations to officers of at least a certain grade with special authority and by requiring additional review of certain decisions. The bill also expands legal services and options for victims, including by allowing certain victims who were discharged from service to correct their military records with respect to specified mental health diagnoses.

No Unconstitutional War with North Korea Act of 2020 This bill prohibits the use of federal funds for military force in or against North Korea unless (1) Congress has declared war, (2) Congress has enacted specific statutory authority for such military force, or (3) the President is exercising powers as Commander-in-Chief in a national emergency stemming from an attack against the United States or the Armed Forces.

Realizing Efforts for Military Equity, Diversity, and Inclusion Act or the REMEDI Act This bill requires the Department of Defense (DOD) to ensure that military departments conduct ongoing training programs regarding human relations, diversity, equity, and inclusion for members of the Armed Forces, civilian employees of DOD, and contract employees of DOD.

No Unconstitutional War Against North Korea Act of 2020 This bill prohibits the use of federal funds for military force in or against North Korea unless (1) Congress has declared war, (2) Congress has enacted specific statutory authority for such military force, or (3) the President is exercising powers as Commander-in-Chief in a national emergency stemming from an attack against the United States or the Armed Forces.

Among other things, the bill (1) requires uniform credentials for housing inspectors; (2) allows the Department of Defense (DOD) to withhold payment to landlords over health, safety, or environmental hazard concerns; (3) requires a landlord to pay certain relocation costs in connection with a hazard and to reimburse a tenant for personal property damage; and (4) disallows deposits and certain fees or penalties. DOD must maintain an electronic work order system to facilitate repairs to units.

Military Base Operations and Infrastructure Innovative Management Act This bill requires the Department of Defense to establish at a U.S. military installation a demonstration program to evaluate the impact of innovative technologies, systems, and sensors on base operations, infrastructure, and security.

This joint resolution repeals authorizations of use of military force against Iraq enacted on January 14, 1991, and October 16, 2002.

Israel CENTCOM Reclassification Act This bill requires the Department of Defense to direct a study on potentially transferring Israel from the area of responsibility of the U.S. European Command to the U.S. Central Command.

Military Domestic Violence Prevention Act This bill requires the Department of Defense to take various actions and implement programs related to the prevention of and response to domestic violence and child abuse and neglect among military families, including by ensuring information sharing among the Armed Forces about incidents reported to the Family Advocacy Programs of the Armed Forces.
