This resolution extends heartfelt sympathy to the family of author Toni Morrison on the occasion of her death. The resolution recognizes Toni Morrison as (1) one of the most formidable scholars, educators, and authors of the United States; and (2) a writer of the stature of other great literary figures of the United States, such as Nathaniel Hawthorne, Mark Twain, and William Faulkner. Finally, the resolution honors the life of Toni Morrison and her achievements in the humanities and literature.

Free Right to Expression in Education Act This bill requires public institutions of higher education to allow a person to engage in noncommercial, expressive activity in outdoor areas on campus if the person's conduct is lawful. Expressive activities include (1) distributing literature; (2) carrying a sign; (3) circulating a petition; or (4) peacefully assembling, protesting, or speaking. They exclude violence, harassment, or obscenity.

Campus Free Speech Restoration Act This bill generally prohibits public institutions of higher education (IHEs) that participate in federal student-aid programs from restricting noncommercial expressive activities (e.g., peacefully assembling, distributing literature, or carrying signs) on campus. It also requires private IHEs that receive federal funds to provide students with their policies related to expressive rights.

Access to Rare Indications Act of 2020 This bill prohibits coverage exclusions or limitations under the Medicare prescription drug benefit, Medicaid, or private health insurance of certain drugs that are used to treat rare diseases or conditions (i.e., diseases or conditions that affect 200,000 or fewer individuals and that are supported by the National Institutes of Health Rare Diseases Clinical Research Network).

Cruise Passenger Protection Actof 2019 This bill revises provisions related to passenger vessel security and safety. The bill directs the Department of Transportation (DOT) to develop standards for cruise ship owners to provide passengers with a conspicuous and unambiguous summary of key terms of passage contracts before they are binding. Vessel owners must provide each passenger with a summary meeting those standards and include the summary in promotional literature. The bill prescribes civil and criminal penalties for violations. DOT must (1) establish a hotline for passenger complaints, (2) determine whether any of the enumerated rights in the international cruise line passenger bill of rights (adopted by the members of the Cruise Lines International Association) are enforceable under federal law, and (3) establish an advisory committee for passenger vessel consumer protection. Vessel owners must ensure that a vessel is staffed with sea marshals and medical staff. DOT must * designate a director of victim support services, * establish a 24-hour telephone number for crime victims, * develop a written summary of rights for crime victims, * maintain a statistical compilation of reported incidents, and * study the feasibility of having an individual on board each vessel to provide victim support and related services. The Department of Homeland Security may withhold or revoke the clearance of, and the Coast Guard may deny entry into the United States to, any vessel owner who commits an act or omission for which a penalty is imposed under this bill or fails to pay the penalty.

This resolution expresses support for the goals and ideals of Caribbean-American Heritage Month.The resolution also affirms that (1) the contributions of Caribbean Americans are a significant part of the history, progress, and heritage of the United States; and (2) the ethnic and racial diversity of the United States enriches and strengthens the nation.

Paul Laurence Dunbar Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of Paul Laurence Dunbar, one of the first influential African-American poets in American literature and the composer of the lyrics toIn Dahomey, the first all African-American musical produced on Broadway. All surcharges received from sales of such coins shall be paid to the Dunbar Alumni Federation.
