Hmong and Lao Refugee Deportation Prohibition Act of 2020 This bill defers the removal of qualified individuals to Laos for 72 months beginning from this bill's enactment. To qualify for deferral, an individual must (1) be born in Laos or the French colonial administration that preceded the present-day country of Laos, (2) have been ordered removed to Laos before this bill's enactment, and (3) have resided in the United States on or before January 1, 2011. An individual receiving deferral under this bill shall be authorized for employment.

This bill authorizes the President to award the Medal of Honor to retired U.S. Air Force Colonel Philip J. Conran for acts of valor in Laos during the Vietnam War.

Legacies of War Recognition and Unexploded Ordnance Removal Act This bill authorizes the President to provide humanitarian aid to Vietnam, Laos, and Cambodia for (1) the clearance of unexploded ordnance, and (2) assistance for survivors of the explosive remnants of war in the region. The President shall annually brief Congress on such assistance activities.

This resolution commemorates the 45 years since Southeast Asian refugees began resettling in the United States and honors the sacrifices made by Southeast-Asian-American communities on behalf of the United States. The resolution recognizes the contributions of Southeast Asian Americans to the economic, educational, military, political, and social culture of the United States. The resolution opposes the deportation of Southeast Asian Americans who resettled to the United States as refugees from Cambodia, Laos, and Vietnam. The resolution urges President Trump and his administration to place an immediate moratorium on the deportation of thousands of Southeast Asian Americans whose crimes occurred more than 10 years ago. Finally, the resolution calls for continued pursuit of comprehensive policies that ensure equity and justice for Southeast-Asian-American communities.

Special Guerrilla Unit (SGU) Veterans Service Recognition Expansion Act of 2019 This bill expands eligibility for internment in national cemeteries to include certain individuals who the Department of Veterans Affairs determines served honorably with a special guerilla unit or irregular forces in Laos in support of the U.S. Armed Forces between February 28, 1961, and May 7, 1975. Such individuals are eligible if, at the time of their death, they resided in the United States and were a U.S. citizen or alien lawfully admitted for permanent residence in the United States.

This resolution * reaffirms support for elevated collaboration between the United States and the Association of South East Asian Nations (ASEAN), particularly in terms of economic cooperation and human rights; * encourages cooperation between the United States and the nations of ASEAN as they respond to COVID-19 (i.e., coronavirus disease 2019) and future public health challenges; * urges ASEAN to foster multilateral relations with non-ASEAN partners; * expresses support for ASEAN nations in addressing maritime and territorial disputes, as well as corruption in the public and private sectors; * calls on ASEAN nations to ensure human rights, a protected marine environment, and safe access to international waterways in the Indo-Pacific; * applauds ASEAN nations that have upheld international agreements with respect to North Korea's missile programs; and * expresses support for the Lower Mekong Initiative, a partnership between the United States, Cambodia, Laos, Burma (Myanmar), Thailand, and Vietnam to promote sustainability and economic development in the region.
