Iraq Human Rights and Accountability Act of 2019 This bill requires the Department of State to submit a report to Congress that includes (1) a statement of whether specified persons meet certain criteria to be sanctioned for violating human rights in Iraq; (2) a list of any Iraqi Security Forces units that have committed human rights violations in Iraq; and (3) a certification that such units will not receive training, equipment, or assistance from the United States.

This resolution expresses the House of Representatives' support for a sovereign and democratic Iraq and calls on the United States to provide continued support for Iraq and its citizens through trade and investment, medical assistance, and stabilization efforts coordinated with international partners. It also calls on Iraq to take appropriate action to protect U.S. diplomats and service members and to allow humanitarian and stabilization assistance programs to be implemented without delays or impediments.

This bill repeals the Authorization for Use of Military Force Against Iraq Resolution of 2002.

Preventing Destabilization of Iraq Act of 2019 This bill directs the President to impose sanctions on foreign persons that use violence to threaten peace and stability in Iraq or to undermine the country's democratic processes and economic reconstruction. The sanctions include blocking property transactions involving such a sanctioned individual and blocking such a person's entry into the United States. Any current visas belonging to a sanctioned individual shall be revoked. The Department of State shall report to Congress whether certain groups, including Asa'ib Ahl al-Haq and Harakat Hizballah al-Nujaba, qualify as foreign terrorist organizations and whether such groups and individuals affiliated with such groups should be subject to various sanctions. The State Department shall also report to Congress whether certain individuals, including Qais al-Khazali and Laith al-Khazali, would be subject to the sanctions prescribed in this bill.

This joint resolution repeals authorizations of use of military force against Iraq enacted on January 14, 1991, and October 16, 2002.

Designates the facility of the United States Postal Service located at 24930 Washington Avenue in Murrieta, California, as the "Riverside County Iraq and Afghanistan Veterans Memorial Post Office."

This bill requires the President to report to Congress a strategy to secure the enduring defeat of the Islamic State of Iraq and Syria (ISIS) and Al Qaeda in the Middle East. The report shall contain certain elements including (1) a description of U.S. interests and long-term goals for Syria; and (2) an analysis of threats to U.S. interests from ISIS, Al Qaeda, Hezbollah, Russia, Iran, and non-state actors in the region.

Deferred Removal for Iraqi Nationals Including Minorities Act of 2019 This bill defers the removal of qualified Iraqi nationals from the United States for two years from the date of the bill's enactment. To qualify, an Iraqi national shall (1) have been ordered removed to Iraq before the date of the bill's enactment, and (2) have resided in the United States on or before January 1, 2014. Aliens under removal deferral under this bill (1) shall be authorized for employment, and (2) may not be detained for immigration status-related reasons or for a motion by the alien to reopen removal proceedings. An alien shall not receive removal deferral under this bill where (1) the Department of Homeland Security determines that the alien is directly responsible for specific and significant harm to U.S. security, (2) the alien voluntarily returns to Iraq, or (3) the alien is subject to extradition.

NIE on Iranian Proxy Forces Act This bill requires the Office of the Director of National Intelligence (ODNI) to produce an assessment of Iran's support for proxy military forces in the Middle East. It also directs the President to report to Congress a strategy to prevent Iran from expanding its power in Iraq, Syria, and Lebanon. Specifically, the ODNI shall report to Congress a National Intelligence Estimate (a type of intelligence community assessment) about Iran's support for proxy forces and the increased risks that this support poses to Israel and U.S. regional interests. The estimate shall address certain specific issues, including a description of Iran-affiliated forces operating in Iraq, Syria, and Lebanon and an analysis of the missile and rocket production capabilities of such forces.

This resolution expresses the sense of the House of Representatives that it is U.S. policy to officially recognize and remember the Semele Massacre (the 1933 killing of up to 3,000 Assyrian Christian men, women, and children by the government of Iraq), to reject efforts to associate the U.S. government with denial of the massacre, and to encourage education and public understanding of the massacre and its relevance to modern-day crimes against humanity.

Badr Organization Designation Act of 2020 This bill prohibits the use of federal funds to support the Badr Organization, and it requires the Department of State to determine whether the organization meets criteria for (1) designation as a foreign terrorist organization, and (2) the imposition of certain sanctions. The Badr Organization is an Iran-based political party and the military arm of the Supreme Council for the Islamic Revolution in Iraq.

This resolution expresses the sense of the House of Representatives that (1) the United States should support the safe return of displaced indigenous people of the Nineveh Plain and Sinjar to their ancestral homeland; and (2) the Iraqi Security Forces and the Kurdish Peshmerga should work to more fully integrate all communities, including religious minority communities, to counter current and future terrorist threats.

This resolution recognizes the 100th anniversary of relations between the United States and Poland. The resolution honors the contributions of Polish Americans and the Polish veterans who fought in World War II, Afghanistan, and Iraq.

Protecting Our Gold Star Families' Education Act of 2019 This bill requires the Department of Education to expand the Pell Grant program to include grants for the dependents (including independent students) of a veteran who died serving on active duty as a member of the Armed Forces in Iraq or Afghanistan on or after September 11, 2001. To qualify for assistance, the dependents must be less than 33 years of age. Pell Grant rules pertaining to the determination of financial need do not apply to the grants awarded by this bill for veterans' dependents.

This joint resolution prohibits the interpretation of previous authorizations for use of military force, whether against Iraq or otherwise, as statutory authorization for the use of military force against Iran.

This resolution honors the life of Chief Petty Officer Shannon M. Kent and her meritorious service in combat operations in Afghanistan, Iraq, and Syria.The resolution urges the Department of the Navy and the Department of Defense to review medical eligibility rules that may deny a servicemember opportunities even though the servicemember is otherwise combat-ready.
