    Prioritizing Clean Energy and Climate Cooperation with India Act of 2020 This bill establishes the U.S.-India Clean Energy and Power Transmission Partnership, which shall serve as the primary forum and funding mechanism for U.S.-India cooperation on clean energy and energy transmission technology matters. The U.S. Agency for International Development and the Department of State shall report to Congress a comprehensive multiyear strategy for implementing the partnership. The bill requires programs to promote U.S.-India partnerships in (1) research and innovation for clean energy technologies and expanded power transmission and distribution, (2) initiatives for promoting clean energy technology financing in India, (3) initiatives for providing technical assistance for grid improvement and energy efficiency in India, and (4) initiatives to develop new renewable energy generation capacity in India. The U.S. government shall also work cooperatively with India's government on integrating scientifically supported climate change risk reduction and building resilience capacities in India. The President shall report to Congress on the scope and nature of U.S. participation in Mission Innovation, an India-led global initiative to increase the pace of clean energy innovation.

Each covered agency must * develop, adopt, and enforce a scientific integrity policy and also must submit it to the Office of Science and Technology Policy (OSTP) and Congress; * appoint a Scientific Integrity Officer; and * adopt and implement an administrative process and administrative appeal for dispute resolution and a training program that, among other things, provides regular scientific integrity and ethics training to employees and contractors. OSTP must collate, organize, and publicly share all information it receives under each scientific integrity policy on its website.

For each such waiver, Treasury must issue a report that (1) describes the project or policy to which the waiver would apply, (2) explains the reasons for the waiver, and (3) certifies that the waiver does not undermine the ability of the United States to promote the mandate's policy objectives. Treasury must review existing statutory mandates and submit any recommendations to revise or sunset the mandates with the objectives of strengthening U.S. leadership, facilitating multilateral cooperation, reflecting changing conditions, and advancing the U.S. national interest.

    United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

    Advancing International and Foreign Language Education Act This bill reauthorizes through FY2025 and otherwise revises international education programs. These programs provide grants to institutions of higher education and related entities to (1) enhance instruction in international and foreign language studies, and (2) promote international business skills and education. First, the bill reauthorizes programs related to international and foreign language studies. Specifically, it extends (1) the Graduate and Undergraduate Language and Area Centers and Programs, which include the National Resource Centers program; (2) the Language Resource Centers; (3) the Undergraduate International Studies and Foreign Language Programs; and (4) the American Overseas Research Centers. Next, the bill reauthorizes the Foreign Language and Area Studies Fellowships program. It also revises the program to permit graduate students to receive a stipend for the beginning, intermediate, or advanced study of a foreign language related to the student's area of specialization. Further, the bill extends the Technological Innovation and Cooperation for Foreign Information Access program. It also modifies the program, such as by (1) revising the types of available grants, and (2) allowing the Department of Education to establish a national database on international and foreign language education. Finally, the bill reauthorizes programs related to international business skills and education. Specifically, it reauthorizes the Centers for Business Education program. It also reauthorizes the Education and Training program and otherwise makes changes to the program, including by (1) renaming the program; and (2) mandating certain program activities, such as the incorporation of specified programs and studies into professional education and technical training curricula.

    Secure American Research Act of 2019 This bill directs the National Science and Technology Council to establish an interagency working group to coordinate activities to (1) protect federally funded research and development from foreign interference, cyberattacks, theft, or espionage; and (2) develop common definitions and best practices for federal science agencies and grantees, while taking into account the importance of the open exchange of ideas and international talent required for scientific progress and American leadership in science and technology. The working group's responsibilities, among other things, shall include * developing unclassified policy guidance to assist federal science agencies and grantees in having consistent policies to defend against threats to federally funded research and development and the integrity of the U.S. scientific enterprise, and * developing guidelines to create a consistent cybersecurity policy across federal agencies to protect federally funded research and development from foreign interference theft or espionage through cybeersecurity breaches. The Office of Science and Technology Policy must provide biennial summary reports on the working group's activities and the most current version of such policy guidance and guidelines. The National Science Foundation, the Department of Energy, and the Department of Defense, and any other federal agencies, as appropriate, shall enter into a joint agreement with the National Academies of Science, Engineering, and Medicine to create a National Science, Technology, and Security Roundtable.
