Vehicle Innovation Act of 2019 This bill authorizes appropriations through FY2024 to the Department of Energy (DOE) for research, development, engineering, demonstration, and commercial application of innovative vehicle technologies. Among other things, the bill requires DOE to * conduct a program on materials, technologies, and processes with the potential to substantially reduce or eliminate petroleum use and the emissions of  U.S. passenger and commercial vehicles, including in the areas of natural gas and hydrogen vehicle technologies, electrification of vehicle systems, and hydraulic hybrid technologies; * implement a program of advanced vehicle manufacturing technologies and practices, including innovative processes to increase the production rate and decrease the cost of advanced battery and fuel cell manufacturing; and * seek opportunities to leverage resources and support initiatives of state and local governments in developing and promoting advanced vehicle technologies, manufacturing, and infrastructure.

Advanced Technology Vehicles Manufacturing Program Reform Act This bill expands the Advanced Technology Vehicles Manufacturing Incentive Program of the Department of Energy. The Government Accountability Office must conduct a study on the barriers to the application for, and issuance of, direct loans under the program, including potential changes to reduce such barriers in order to increase the number of loans.

Grid Modernization Research and Development Act of 2020 This bill expands research programs at the Department of Energy (DOE) related to the electric grid and hybrid energy systems, including by directing DOE to award competitive grants for certain entities to conduct research and development to improve the resilience and reliability of the electric grid.

Grid Modernization Actof 2019 This bill requires the Department of Energy (DOE)to conduct a program to modernize the electric grid, including by (1)developing standards to compare the storage capacity, cycle length, capabilities, and reliability of different types of electricity storage; (2)promoting the development of micro-grid systems; (3)facilitating a collaborative process to develop model grid architecture; and (4) ensuring a reliable, resilient, affordable, safe, and secure electric grid. (A micro-grid system means a stand-alone electrical system that uses grid-scale energy storage.) DOE must also establish a grant program to carry out projects related to the modernization of the electric grid, including the application of technologies to improve observability, advanced controls, and prediction of system performance on the distribution system.

Advanced Nuclear Energy Technologies Act This bill directs the Department of Energy (DOE) to advance the research and development of domestic advanced, affordable, and clean nuclear energy. Specifically, DOE must (1) complete at least two advanced nuclear reactor demonstration projects by December 31, 2025, and (2) demonstrate at least two and not more than four additional operational advanced reactor designs by December 31, 2035. DOE must establish goals for research relating to advanced nuclear reactors, including by coordinating with members of private industry to advance the demonstration of various designs of advanced nuclear reactors. DOE must also develop and update biennially a 10-year strategic plan for its Office of Nuclear Energy.

USA Electrify Forward Act This bill addresses the development, production, manufacturing, and distribution of electric vehicles and charging infrastructure for such vehicles in the United States.

Distributed Energy Demonstration Act of 2019 This bill establishes several renewable energy and energy efficiency grant programs. Specifically, the bill requires the Department of Energy (DOE) to establish grant programs for * advancing the integration and optimization of distributed energy resources (e.g., smaller power sources that can be aggregated to provide power, such as rooftop solar panels) into the electric energy grid; * demonstrating the use of household hot water heaters as energy storage resources; * advancing electric vehicle technologies; and * supporting the voluntary deployment of granular electricity pricing that is based upon the electricity's value at the time and location of the production or consumption of the electricity. In addition, the bill reauthorizes through FY2025 and revises the DOE grant program for smart grid investments.

New Opportunities to Expand Healthy Air Using Sustainable Transportation Act of 2020 or theNO EXHAUST Act of 2020 This bill addresses programs at the Department of Energy (DOE) related to domestic manufacturing and the use of fuel efficient and zero emission vehicles in the transportation sector, including by directing DOE to (1) establish a rebate program to encourage investment in electric vehicle charging infrastructure; and (2) conduct an assessment of the challenges to, and opportunities for the deployment of electric vehicle charging infrastructure in urban areas, particularly in underserved or disadvantaged communities.

Electric Vehicles for Underserved Communities Act of 2020 This bill requires the Department of Energy (DOE) to assess the state of, challenges to, and opportunities for the deployment of electric vehicle charging infrastructure in urban areas, particularly in underserved or disadvantaged communities. If practicable, DOE must ensure that relevant programs provide access to electric vehicle infrastructure, address clean transportation needs, and provide improved air quality in such communities.

Foreign Advanced Technology Surveillance Accountability Act This bill requires the Department of State to include information on the status of surveillance and use of advanced technology in each foreign country in its annual country reports on human rights practices. Specifically, the State Department must include in such reports a description of each country's status of excessive surveillance and use of advanced technology (e.g., facial recognition or biometric data collection) to impose arbitrary or unlawful interference with privacy or unlawful or unnecessary restrictions on freedom of expression, peaceful assembly, association, or other internationally recognized human rights.

Protecting Resources On The Electric grid with Cybersecurity Technology Act of 2019 or thePROTECT Act of 2019 This bill addresses providing incentives for electric utilities to invest in cybersecurity. Specifically, the bill * directs the Federal Energy Regulatory Commission (FERC) to provide incentives to electric utilities for investing in advanced cybersecurity technology, and * establishes a grant and technical assistance program at the Department of Energy for electric utilities that are not regulated by FERC to deploy advanced cybersecurity technology.

Rare Earth Element Advanced Coal Technologies Act This bill requires the Department of Energy's Office of Fossil Energy to create a program for the development of advanced separation technology to extract and recover rare earth elements and minerals from coal and coal byproducts.

Grid Security Research and Development Act This bill requires the Department of Energy (DOE) to develop a program to protect the electric grid and energy systems from cyber and physical attacks by by increasing cyber and physical security capabilities of the energy sector and accelerating the development of relevant technologies and tools. As part of the program, DOE must award research, development, and demonstration grants, including to (1) identify cybersecurity risks to information systems within, and impacting, the electricity sector, energy systems, and energy infrastructure; and (2) develop technologies that improve the physical security of information systems. Additionally, DOE must * establish a research, development, and demonstration competitive grant program to enhance resilience and strengthen emergency response and management pertaining to the energy sector; * provide technical assistance to certain entities for the commercial application of technologies to improve the resilience of the electric grid and commercial application of technologies; * collaborate with other federal agencies, state agencies, and the private sector to develop guidance for research and demonstration activities to improve cybersecurity capabilities of the energy sector; * work with stakeholders to identify information, research, staff training, and analytical tools needed to evaluate cybersecurity issues and challenges in the energy sector; * support the development of a cybersecurity workforce that includes collaboration between relevant federal agencies, institutions of higher education, and other entities best suited to provide national leadership on cybersecurity-related issues; * develop a coordinated interagency strategic plan to advance cybersecurity capabilities in the energy sector; and * implement a research and development program of technologies and tools to help ensure the resilience and security of critical integrated grid infrastructures.

Advancing Gun Safety Technology Act of 2019 This bill authorizes the National Institute of Justice to establish a pilot program to make grants to small business concerns for the development of gun safety technology.

Electric Vehicle Infrastructure Rebate Act of 2019 This bill requires the Department of Energy to establish a rebate program to encourage investment in electric vehicle charging infrastructure. Specifically, the bill requires the program to promote the purchase and installation of certain electric vehicle supply equipment that will be installed at a multi-family housing unit, a workplace, or a publicly accessible parking lot.

Next Generation Electric Systems Act of 2019 This bill directs the Department of Energy to establish a grant program for eligible partnerships to develop and implement projects to modernize the electric grid, including (1) projects to improve observability, stability, advanced controls, and prediction of system performance on the distribution system; and (2) projects relating to transmission system interconnections.

Consortia-Led Energy and Advanced Manufacturing Networks Act This bill requires the Department of Commerce to carry out a grant program for establishing consortia to enhance U.S. economic, environmental, and energy security by promoting domestic research and commercial application of clean technologies and advanced manufacturing processes. Clean technology means technologies, production processes, or methodologies that * produce energy from renewable energy sources; * transmit, distribute, or store energy more efficiently; * enhance energy efficiency for buildings and industry; * enable the development of a Smart Grid; * produce an advanced or sustainable material with energy or energy efficiency applications; * improve energy efficiency for transportation; or * enhance water security through improved water management, conservation, distribution, or end use applications.
