Housing Efficiency Standards Act of 2020 This bill updates energy efficiency requirements for new construction or rehabilitation of certain federally assisted housing, as well as for new construction of manufactured housing. Specifically, new construction or rehabilitation of certain federally assisted housing must comply with recently updated energy efficiency standards issued by certain industry bodies. Current law requires compliance with older versions of these standards. The Department of Housing and Urban Development and the Department of Agriculture may establish additional or different energy efficiency requirements if they are at least as stringent as the otherwise applicable standards. Additionally, new construction of manufactured housing must comply with standards issued by certain industry bodies or by the Department of Energy.

IoT Standards Leadership Act of 2019 This bill directs the Department of Commerce to report to Congress a study of (1) international bodies that set technological standards relevant to internet-connected devices, and (2) the appropriate means to ensure robust U.S. leadership in such bodies. (Technological standards for emerging technologies, such as next-generation wireless data communications, are typically set by international bodies that comprise various stakeholders, such as equipment manufacturers in the relevant industries.)

Ensuring American Leadership over International Standards Act of 2020 This bill requires the National Institute of Standards and Technology to contract with a nongovernmental entity to conduct a study on (1) the activities of China's government and China's industrial entities within international standards bodies, and (2) how such actions affect the development and setting of international standards for emerging technologies.The entity shall report the study to Congress.

Energy Savings and Industrial Competitiveness Actof 2019 This bill revises a variety of programs to encourage energy efficiency in buildings, industry, and the federal government, including by encouraging * energy efficiency in residential, commercial, federal, or school buildings; * energy-efficient technologies and processes for industrial applications; * sustainable manufacturing; * energy-efficient electric motors or transformers; or * federal use of energy-efficient and energy-saving information technologies.

Energy Savings and Industrial Competitiveness Actof 2019 This bill revises a variety of programs to encourage energy efficiency in buildings, industry, and the federal government, including by encouraging * energy efficiency in residential, commercial, federal, or school buildings; * energy-efficient technologies and processes for industrial applications; * sustainable manufacturing; * energy-efficient electric motors or transformers; or * federal use of energy-efficient and energy-saving information technologies.

Commercial Fishing Industry Vessel Clarification Act This bill modifies provisions concerning uninspected fishing vessels to prescribe and require the prescription of certain safety standards on fishing, fish tender, or fish processing vessels. Among other things, the bill addresses * vessel construction standards, * regulations for the operating stability of vessels, * training requirements for vessel operators, * vessel certification requirements, * the alternate safety compliance program, * the substitute safety compliance program, * the enhanced substitute safety compliance program, * record keeping requirements for vessel operators, * vessel inspection requirements, * the Fishing Safety Training Grant Program, and * the Fishing Safety Research Grant Program.

Steel Industry Preservation Act This bill extends and modifies the production tax credit for steel industry fuel. (Under current law, steel industry fuel is a fuel which is: (1) produced through a process of liquefying coal waste sludge and distributing it on coal, and (2) used as a feedstock for the manufacture of coke.) The bill modifies the tax credit for steel industry fuel to * extend the credit period and the placed-in-service date, * revise the definition of "steel industry fuel" to allow blends of coal and petroleum coke or other coke feedstock in the fuel, * set forth ownership requirements, and * specify requirements for treating an owner as producing and selling steel industry fuel. A taxpayer that produces steel industry fuel may elect to accept an increased tax credit in lieu of certain deductions for expenses in connection with the production of steel industry fuel. The bill specifies the treatment of the credit for the purpose of the alternative minimum tax. It also exempts transactions related to steel industry fuel from rules that restrict deductions and other tax benefits for activities that are not engaged in for profit or that do not have economic substance.

Specifically, the bill requires the Department of Energy (DOE) to establish an industrial emissions reduction technology research, development, demonstration, and commercial application program. Under the program, DOE must award grants and fund demonstration projects to develop and evaluate technologies designed to increase (1) the industrial competitiveness of the United States, and (2) the emission reductions of nonpower industrial sectors. DOE may also enter into contracts and cooperative agreements for these purposes. In addition, DOE must establish an Industrial Technology Innovation Advisory Committee to provide advice to DOE and the Office of Science and Technology Policy about the program. Finally, DOE must establish a technical assistance program to achieve emission reductions in nonpower industrial sectors.

Finally, DOE must establish a technical assistance program to promote the commercial application of such emission reduction technologies.

National Technology Industrial Base Enhancement Act of 2020 This bill establishes the National Technology Industrial Base Quadrilateral Council to address issues such as industrial security, supply-chain security, cybersecurity, foreign ownership, and management best practices.

Industries of the Future Act of 2020 This bill requires the Office of Science and Technology Policy (OSTP) to report to Congress on research and development investments, infrastructure, and workforce development investments of the federal government that enable continued U.S. leadership in industries of the future. The President shall establish or designate an Industries of the Future Coordination Council. The council shall provide the OSTP with advice on ways in which the government can ensure that the United States continues to lead the world in developing emerging technologies that improve the quality of life of the people of the United States, increase U.S. economic competitiveness, and strengthen U.S. national security.

Clean Water Standards for PFAS Act of 2020 This bill directs the Environmental Protection Agency (EPA) to review certain point sources that discharge perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFAS. Based on this review, the EPA must establish effluent limitations and pretreatment standards, as well as publish water quality criteria, for certain PFAS. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. The bill also directs the EPA to award grants to owners and operators of publicly owned treatment works to implement PFAS pretreatment standards.

Artificial Intelligence Standards and National Security Act This bill requires the Department of Defense (DOD) to submit certain reports with respect to artificial intelligence. Specifically, DOD must report to Congress on * the role of DOD in the development of artificial intelligence standards, including an assessment of the ways in which an artificial intelligence standards strategy will improve the national security; and * the feasibility and current status of assigning members of the Armed Forces on active duty to the Joint Artificial Intelligence Center of DOD.

Transforming Hiring in Rural Industries and Vital Economies Act of 2020 This bill establishes the White House Rural Council within the Executive Office of the President to make recommendations and coordinate the efforts of the executive branch regarding economic development in rural areas.

NIST Creation of Composite Standards Act This bill requires the National Institute of Standards and Technology (NIST) to implement the recommendations in the December 2017 report titled "Road Mapping Workshop Report on Overcoming Barriers to Adoption of Composites in Sustainable Infrastructure" to help facilitate the adoption of composite technology in infrastructure. In implementing such recommendations, NIST shall * establish a design data clearinghouse to identify, gather, validate, and disseminate existing design criteria, tools, guidelines, and standards; and * develop methods and resources which are required for testing an evaluation of safe and appropriate uses of composite materials for infrastructure.

Industrial Mineral Parity Act of 2019 This bill allows industrial mineral remining operations to obtain modified permits under the National Pollutant Discharge Elimination System to discharge certain pollutants into waters of the United States if pollution treatment requirements are met. The termindustrial mineralsmeans limestone, clay, sand, gravel, diatomite, kaolin, bentonite, silica, barite, gypsum, or talc. Currently, modified permits are limited to discharges from coal remining operations.

This resolution expresses the sense of the House of Representatives that the U.S. Postal Service should restore mail delivery service standards to those of July 1, 2012.

This resolution expresses the sense of the House of Representatives that the National Peanut Festival held in Dothan, Alabama, is of remarkable importance to the state of Alabama and the peanut industry.

Travel and Tourism for All Act This bill requires the National Council on Disability, with respect to the travel, tourism, and hospitality industries, to conduct a review and report on the progress of the implementation of standards related to accessibility of public accommodations and commercial facilities for persons with a disability.

This resolution recognizes (1) the American Peanut Shellers Association for a century of effective leadership in the peanut industry, and (2) the beneficial work of the peanut industry in the United States and the state of Georgia.
