Defense Small Business Advancement Act of 2019 This bill permanently reauthorizes the Department of Defense (DOD) Mentor-Protege Program, designed to help major defense contractors facilitate the participation of disadvantaged small business concerns as subcontractors and suppliers. The DOD Office of Small Business Programs shall establish performance goals and conduct periodic reviews of approved agreements between mentors and proteges.

Access Business Credit Act of 2019or the ABC Act of 2019 This bill modifies the requirements for calculating taxable income to exclude from the gross income of certain banks interest received on small business loans of up to $5 million. The bill applies to loans that are (1) secured by land situated in the United States that is used or held by the small business in connection with the active conduct of a farming business, or (2) incurred in the ordinary course of the trade or business of the small business. To be eligible for the exclusion, the bank must have less than $50 billion in assets at the closing of the preceding taxable year.

This resolution provides amounts for the expenses of the House Committee on Small Business for the 116th Congress.

DHS Acquisition Review Board Act of 2019 This bill requires the Department of Homeland Security (DHS) to establish an Acquisition Review Board to (1) strengthen accountability and uniformity within the DHS acquisition review process, (2) review major acquisition programs (programs estimated to require a total expenditure of at least $300 million over their life cycle cost), and (3) review the use of best practices.

This resolution authorizes expenditures by the Committee on Small Business and Entrepreneurship for the 116th Congress.

Defending Against Rosatom Exports Act This bill extends limits on the importation of Russian low-enriched uranium, a fuel for nuclear reactors, and contains other related provisions. (These limits stem from a 1992 agreement with Russia to end a Department of Commerce antidumping investigation into Russian uranium imports.) The bill extends these limits, which are currently set to expire in 2020, to 2035. The bill also specifies the maximum amounts of qualifying uranium that may be imported each year for 2021-2035. Currently, qualifying uranium imported for use in the initial core of a new reactor or for the Department of Energy inventory does not count against these limits. The bill eliminates these two exceptions but maintains an exception for uranium imported for reprocessing and reexportation. No more than 25% of qualifying uranium may be imported each year under a contract other than a contract exclusively for separative work units. (A separative work unit is the standard unit of measurement for effort expended to enrich uranium.)

DHS Acquisition Documentation Integrity Act of 2019 This bill establishes additional requirements for Department of Homeland Security (DHS) acquisitions that are estimated to require total expenditures of at least $300 million. These requirements include * meeting certain criteria for acquisition documentation, such as validated operational requirements; * preparing cost estimates and schedules in a manner consistent with best practices identified by the Government Accountability Office; and * an annual comprehensive report on the status of DHS acquisitions.

Back on Your Feet Act of 2020 This bill (1) extends pandemic unemployment programs established by the Coronavirus Aid, Relief, and Economic Security Act or the CARES Act, (2) provides one-time payments to individuals who are no longer eligible for pandemic unemployment compensation because they have commenced employment, and (3) provides grants for the administration of state unemployment programs to states that implement certain employment-related policies. The bill also requires states to submit weekly reports to the Department of Labor on the status of backlogs in such states of the processing of unemployment claims.

Specifically, the SBA must establish a website that provides a marketplace for facilitating agreements under which small businesses may cooperatively purchase cybersecurity products and services. Such website shall be free to use for small businesses and cybersecurity vendors. The SBA must also take steps to educate small businesses about the types of cybersecurity products and services that are specific to each industry sector and provide outreach to encourage use of the cooperative marketplace. The Government Accountability Office must study and report on potential improvements to existing federal initiatives that train small businesses on how to avoid cybersecurity threats.

Global Small Business Network Act This bill authorizes the Department of State to establish a Global Small Business Network grant program to facilitate exports by U.S. small businesses. Specifically, the State Department may award grants to institutions of higher education and nonprofits with experience in operating or working with U.S. small business development centers to (1) assist national and local governments of foreign countries with creating small business development centers, and (2) promote commerce between small businesses in the United States and the foreign economies participating in the program.

DHS Illicit Cross-Border Tunnel Defense Act This bill directs U.S. Customs and Border Protection (CBP) to annually report to Congress on its operations to identify and remediate illicit cross-border tunnels. CBP shall also develop and report to Congress a strategic plan to improve such operations.

Small Business Innovation Research and Small Business Technology Transfer Improvements Act of 2019 This bill modifies the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs administered by the Small Business Administration (SBA). Specifically, the bill * requires the Department of Defense to report on the goals and incentives used to increase awards of SBIR and STTR contracts; * prioritizes innovation in manufacturing and cybersecurity; * directs federal agencies to issue Phase III awards to technology developers without requiring further competition; * requires agencies' senior procurement executives to coordinate with SBIR and STTR program officers to assist small businesses; * requires the SBA to conduct outreach efforts at minority institutions and Hispanic-serving institutions; * makes permanent (as the Civilian Agency Commercialization Readiness Program) the pilot program that a covered agency may establish for awarding SBIR and STTR Phase II and III funds for technology development and progression toward commercialization; * requires all agencies participating in the SBIR program to establish a Commercialization Assistance Pilot Program to make SBIR Phase II awards to commercialize a project undertaken by a small business with SBIR Phase I awards; * authorizes specified agencies to use a percentage of STTR funds for a Proof of Concept Partnership pilot program to accelerate the creation of small businesses and the commercialization of research innovations; and * authorizes all agencies participating in the SBIR program, during FY2020-FY2024, to provide a SBIR Phase II award for a project to a small business concern without regard to whether such concern was provided a Phase I award for such project.

Federal Law Enforcement Training Research and Reporting Act of 2020 This bill requires the Director of the Federal Law Enforcement Training Centers, in coordination with the Under Secretary for Science and Technology of the Department of Homeland Security (DHS), to conduct research and development of a technology to enhance participation rates in training offered to state, local, and tribal communities, with particular attention to rural or remote communities, to enhance domestic preparedness for and collective response to terrorism and other homeland security threats. The Under Secretary for Management shall report to Congress on the accreditation status for each basic training program within DHS. If a basic training program loses accreditation, the relevant component shall notify the Under Secretary within 30 days after such loss.

First Responder Access to Mobile Exchanges Act or the FRAME Act This bill requires the Department of Defense to allow an emergency response provider (e.g., law enforcement or emergency medical personnel) to use a mobile commissary or exchange store deployed to an area covered by a declaration of a major disaster or emergency.

U.S. Customs and Border Protection Rural and Remote Hiring and Retention Strategy Act of 2019 This bill requires the Chief Human Capital Officer of the Department of Homeland Security and the U.S. Customs and Border Protection (CBP) to issue a strategy and implementation plan to improve the hiring and retention of individuals by the CBP in rural or remote areas.

Encouraging Small Business Innovation Act This bill expands and otherwise revises certain requirements for Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs. Specifically, it includes small business investment companies (SBICs) in such programs. SBICs are included as a type of investor whose investment must be considered for various purposes under the programs. The bill requires the Small Business Administration (SBA), when calculating the outstanding leverage of an SBIC, to exclude investments made in SBIR and STTR participants. Under current law, SBICs are subject to a limit on their outstanding leverage. Finally, the bill (1) encourages participation in the SBA mentor-protege program by past small business SBIR and STTR program participants and (2) sets forth provisions to increase participation of states to which a low level of SBIR awards have historically been awarded.

COVID-19 Recovery Grants for Small Businesses Act This bill requires the Small Business Administration to provide economic injury grants to certain small businesses, private nonprofit organizations, and small agricultural cooperatives that have suffered a substantial economic injury as a result of COVID-19 (i.e., coronavirus disease 2019).

Unlocking Opportunities for Small Businesses Act of 2019 This bill requires the past performance of a small business concern to be taken into account in certain situations. Specifically, when a small business previously participated in a joint venture, an agency's contracting officer must consider the past performance of the joint venture when evaluating the small business's offer for a prime contract. In addition, a small business that performed as a first-tier subcontractor for an agency contract may request that the prime contractor submit to a contracting agency a record of past performance, and the agency's contracting officer must consider such record when evaluating an offer by the small business for a prime contract.

SCORE for Small Business Act of 2019 This bill reauthorizes through FY2022 the Service Corps of Retired Executives (SCORE) program, outlines the duties of the SCORE Association, and requires the Small Business Administration (SBA) to cooperate with the association to carry out the program. Specifically, the bill requires the association to manage nationwide chapters of the program to enable volunteers participating in the program to provide personal, cost-free business expertise and facilitate education workshops to small businesses. The association must also offer online counseling through web-based platforms to small businesses. In consultation with the association, the SBA must ensure that the program (1) recruits diverse volunteers for each chapter of the program, and (2) provides services to rural and underserved communities.
