    Postal Service Financial Improvement Act of 2019 This bill directs the Department of the Treasury to invest part of the Postal Service Retiree Health Benefits Fund in market-based index funds and establishes a Postal Service Retiree Health Benefits Fund Investment Committee to advise Treasury on investments made from the fund. Specifically, Treasury shall (1) invest a specified percentage of the fund, using one or more qualified professional asset managers, in index funds modeled after those established for Thrift Savings Fund investments; and (2) ensure that the investment replicates the performance of the longest-term target date asset allocation investment fund established by the Federal Retirement Thrift Investment Board. Thespecified percentageto be invested is defined as 25% of the currently available portions of the fund as are not immediately required for payments from the fund, except that the committee may specify a higher percentage, not to exceed 30%, not earlier than five years after this bill's enactment and as appropriate thereafter. Treasury shall annually engage an independent qualified public accountant to audit the financial statements of such investments and shall submit an annual management report that includes * statements of financial position, operations, and cash flows; * a statement on internal accounting and administrative control systems; * the report resulting from the audit; and * any other comments and information necessary to inform Congress about the operations and financial condition of the investments.

The House authorizes the Committee on the Judiciary to conduct proceedings relating to the impeachment inquiry. The committee shall report to the House such resolutions, articles of impeachment, or other recommendations as it deems proper.

Among other things, the bill covers contracts, unit inspection, remedying substandard conditions, handling housing-related injuries, and prohibiting improper financial interests by public officials. Specifically, DOD must establish requirements for entering into and renewing contracts with private landlords and must make the financial details of such agreements public. DOD must employ certified independent housing inspectors to ensure that private military housing units are safe, clean, and adequate, and that they meet federal, state, and local laws and standards of habitability. DOD must allow state and local housing inspectors to conduct no-notice inspections, including on military installations. DOD must require each landlord to provide access to the landlord's maintenance work order system. Service members may file a claim with DOD to withhold the basic allowance for housing if a landlord has not met maintenance guidelines or the unit is uninhabitable according to state and local law. Military treatment facilities must screen service members and family members for medical conditions resulting from unsafe private housing, and landlords must pay medical bills associated with housing-related injuries. The Department of Veterans Affairs must provide similar care for veterans and their families. The bill prohibits members of defense-related congressional committees and certain military officers and high-level DOD employees from having a financial interest in private military housing. Violations are subject to civil penalties.

    Financial Services Innovation Act of 2019 This bill addresses the regulation of financial products and services. Specifically, the bill allows persons intending to offer a financial innovation to petition specified financial regulatory agencies regarding existing areas of regulation. A petitioner may request a modification or waiver of an agency regulation. The bill sets forth requirements regarding the petition process, a safe harbor for petitioners from enforcement, and enforceable compliance agreements. Agencies must biannually publish a list of financial regulatory areas the agency would consider modifying or waiving through the petition process. The bill also establishes Financial Services Innovation Offices at these agencies to assist petitioners. These offices must also generally support the development of financial innovations and coordinate with other offices to share data.

    Housing Financial Literacy Act of 2019 This bill modifies the discount given by the Federal Housing Administration (FHA) on single-family mortgage-insurance premium payments for first-time homebuyers who complete a financial-management counseling program. Under current law, the maximum premium amount for such homebuyers is 2.75% of the original insured principal obligation of the mortgage (compared to 3% for other homebuyers). The bill instead requires that the premium amount for such homebuyers be 25 basis points (0.25% of the original insured principal obligation of mortgage) lower than the amount otherwise established by the FHA. The bill also specifies that first-time homebuyers must complete the financial-management counseling program prior to applying for a mortgage or entering into a sales agreement.
