The partnership must be established under the Health Care Fraud and Abuse Control Program, which is administered by the Department of Health and Human Services (HHS) and the Department of Justice (DOJ). Among other requirements, the partnership must (1) promote data sharing between partners, (2) analyze data to identify fraudulent practices, (3) refer potential criminal cases to law enforcement, and (4) conduct education and outreach. Currently, HHS and DOJ administer the Healthcare Fraud Prevention Partnership. The purpose of the partnership is to address health care fraud through voluntary data sharing between public and private sectors; the partnership was created in 2012 through agency action. The bill transfers all functions, personnel, assets, liabilities, and administrative actions of this partnership to the partnership established under the bill.Combating Trafficking of Cuban Doctors Act of 2020

(That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) Specifically, the Department of Health and Human Services (HHS) must require companies to prioritize the fulfillment of federal contracts or orders necessary for pandemic preparedness and response upon finding that (1) a material is essential to the public health, and (2) public health needs cannot be met through normal distribution channels. HHS must also establish, within the Office of the Assistant Secretary for Preparedness and Response, an office responsible for Defense Production Act of 1950 activities. Other changes include (1) eliminating a requirement to transfer any balance in excess of $750 million from the Defense Production Act Fund to the General Fund of the Department of the Treasury, and (2) enabling personnel to rotate between the Office of the Deputy Assistant Secretary of Defense for Industrial Policy and specified components of HHS. With respect to reporting, the Defense Production Act Committee must report general information concerning the use of Defense Production Act of 1950 authorities, and the Office of the Inspector General for the Department of Agriculture must report on the use of such authorities specifically with respect to the operations of meat processing facilities, during the COVID-19 emergency.Strengthening the National Disaster Medical System Act of 2019

The President must establish a Global Health Security Strategy for advancing U.S. global health security and diplomacy objectives. To promote such strategy, the bill establishes the role of Coordinator of U.S. Government Activities to Advance Global Health Security and Diplomacy overseas, who shall coordinate, manage, and oversee U.S. diplomatic efforts and foreign assistance resources. In responding to an international infectious disease outbreak, the Department of State and the U.S. Agency for International Development shall lead diplomatic, coordination, and response efforts. Further, specified foreign assistance funds may be used for the cost to detail or employ certain individuals to carry out programs in response to global health emergencies and natural or man-made disasters. The United States may participate in the Coalition for Epidemic Preparedness Innovations, which is a global partnership focused on developing vaccines to stop future epidemics. The State Department must seek to establish a Trust Fund for Global Health Security within the World Bank. The fund shall enable developing countries to strengthen and sustain health systems and supply chains with the resources, capacity, and personnel necessary to prevent, detect, mitigate, and respond to infectious disease threats before they become pandemics. The Government Accountability Office must report on the effectiveness of the programs, projects, and activities supported by the fund and assess the merits of continued U.S. participation in the fund.
