    Global Health Act This bill establishes various bodies and positions related to U.S. global health activities. The President shall establish the U.S. Global Health Commission, which shall (1) develop and periodically report to Congress a Unified Global Health Strategy; (2) recommend improvements to ensure that U.S. global health efforts have the greatest possible impact; (3) advise various bodies, including the National Security Council, on global health issues; and (4) facilitate cooperation from nongovernmental entities, including in academia and the private sector. The President shall establish the Interagency Global Health Committee to implement the Unified Global Health Strategy. The committee's duties shall include developing a five-year plan for implementing the strategy and coordinating U.S. government global health assistance efforts. The bill establishes the U.S. Global Health Attache Program, to be managed by the Department of Health and Human Services. Each attache shall (1) serve as senior health advisor to the U.S. mission in the country or region where the attache is posted, (2) oversee and coordinate the U.S. health development plan for that country or region, and (3) represent the U.S. government in health matters.

    Helping Expand and Launch Transitional Health for Women Veterans Act or the HEALTH Act This bill updates programs and provisions related to the health of women veterans. (Sec. 2) Specifically, the bill requires the Department of Veterans Affairs (VA) to continue through at least FY2020 and report on the Women's Health Transition Training pilot program. Among other elements, the report should include the number of female participants by military department, the number of courses held under the program, and the locations where the courses were held. (Sec. 3) The VA is authorized to furnish transportation in connection with the receipt of covered health care services for a newborn child of a woman veteran (and the child's parents). The bill expands covered health care services to include services furnished at health care facilities other than the facility where the child was delivered. Under the bill, the VA may furnish more than seven days of health care services and transportation to such services if a child is in need of additional care. Expenses incurred for transportation furnished in order for a newborn child of a veteran to receive health care services between May 5, 2010, and the enactment of this bill may be waived or reimbursed to the veteran by the VA.

Additionally, the bill provides authority for HHS to deploy the Strategic National Stockpile in consultation with the Department of Homeland Security (DHS), rather than as required by DHS.

    Health Standards To Advance Transparency, Integrity, Science, Technology Infrastructure, and Confidential Statistics Act of 2020 or the Health STATISTICS Act of 2020 This bill directs various departments and agencies to undertake activities concerning the collection, reporting, and use of public health data. Specifically, the Centers for Disease Control and Prevention (CDC) must take certain actions, including establishing a working group, to develop uniform standards for reporting public health data. Furthermore, the CDC must, in consultation with the National Institutes of Health, establish specific standards within 30 days for reporting COVID-19 (i.e., coronavirus disease 2019) data, and the Department of Health and Human Services (HHS) must disseminate this data subject to privacy and other requirements. HHS may also award grants to entities that report public health data to support the adoption of uniform standards. In addition, the Office of Management and Budget must issue directives concerning federal health data collection that address, for example, the use of determinants of health data and access to data for evidence-building initiatives. The bill also directs the National Center for Health Statistics to expand an existing program that links different federal datasets to facilitate statistical public health research, including to address social determinants of health. The program must assess the availability of datasets, use existing authorities to link these datasets, and support linkage to a specified database of death record information. Additionally, the CDC shall support research entities and public health departments to increase capacity for statistical public health research.

    Creating Opportunities Now for Necessary and Effective Care Technologies for Health Act of 2019 or the CONNECT for Health Act of 2019 This bill expands coverage of telehealth services under Medicare. Among other things, the bill * allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as geographic restrictions, for services provided in high-need health professional shortage areas; * excludes mental health and emergency medical services, as well as services provided at rural health clinics, federally qualified health centers, and Indian Health Service facilities, from such geographic restrictions; and * allows the CMS to generally waive coverage restrictions during national emergencies. Additionally, the Medicare Payment Advisory Commission must report on information relating to the access of Medicare beneficiaries to telehealth services at home. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.
