Haiti Development, Accountability, and Institutional Transparency Initiative Act This bill directs the Department of State to undertake specific initiatives to prioritize and assess (1) the protection and preservation of human rights in Haiti, (2) the promotion of press and assembly freedoms and the protection of journalists in Haiti, (3) efforts to combat corruption in Haiti, and (4) a strategy of post-disaster recovery and development efforts in Haiti.

This bill designates Haiti as a temporary protected status (TPS) country from this bill's enactment date to at least 18 months after the conclusion of two lawsuits challenging the President's decision to terminate Haiti's TPS designation. (Nationals of a TPS-designated country shall have work authorization and may not be removed from the United States while the designation is in effect.)

This bill directs the Department of Homeland Security to designate Haiti for temporary protected status (TPS) for 18 months beginning July 22, 2019. This resolution condemns the violence that took place in the Senate of Haiti on September 11, 2019, expresses support for the Haitian people and their constitution, and reaffirms the U.S.-Haiti partnership.

This resolution condemns any disparagement or attack on Supreme Court nominee Judge Amy Coney Barrett based on her religious faith or her adoption of two children from Haiti and expresses support for the Senate's advice and consent process.

Haitian Educational Empowerment Act of 2019 This bill directs the Department of State to establish a scholarship program for eligible Haitian students who were enrolled as full-time or part-time students in a Haitian or U.S. university or institution of higher education and whose studies were interrupted as a result of the January 12, 2010, earthquake or the October 4, 2016, Hurricane Matthew. A Haitian student who receives such a scholarship shall return to Haiti for at least two years upon completion of an undergraduate or graduate degree. The State Department may make grants to institutions of higher education that have enrolled a significant number of Haitian students who were enrolled in a Haitian university at the time of such earthquake or hurricane. Such grants shall be used to provide social and educational support services.
