Specifically, the Coast Guard must * keep channels and harbors in the Great Lakes open to navigation not less than 90% of the hours that commercial vessels and ferries attempt to transit ice-covered waterways; * in a year in which the Great Lakes are not open to navigation because of ice of a thickness that occurs on average only once every 10 years, keep channels and harbors open to navigation at least 70% of the hours that commercial vessels and ferries attempt to transit ice-covered waterways; and * coordinate Great Lakes icebreaking operations with operators of commercial vessels. The Coast Guard must prioritize icebreaking in the United States waters of the Great Lakes over icebreaking in Canadian waters of the Great Lakes.

The bill prohibits the Coast Guard from breaking ice in Canadian harbors or bays unless it meets these performance standards during such activity. Such prohibition may be waived on a case-by-case basis upon approval by the Department of Homeland Security and notification to Congress.

    Great Lakes Agricultural Stewardship Act This bill requires the Department of Agriculture (USDA) to establish a Great Lakes basin initiative for agricultural nonpoint source pollution prevention. (Nonpoint source pollution comes from diffuse sources and is caused by precipitation moving over or through the ground and carrying pollution.) In implementing the initiative, USDA must * provide grants to Great Lakes states (Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, or Wisconsin) for education and outreach, technical assistance, and voluntary verification programs regarding nonpoint source pollution from agricultural activities; * establish a funding priority within the Great Lakes basin for payments to producers that participate in the initiative to achieve verification through a state verification program; and * use existing data where it is available. In carrying out the initiative, states may collaborate with entities that have agricultural or environmental expertise, including academic or nonprofit organizations.
