    Social Enterprise Ecosystem and Economic Development Commission Act of 2019 or the SEEED Commission Act of 2019 This bill establishes the Commission on the Advancement of Social Enterprise to examine and make recommendations on ways the federal government can support and utilize social enterprises (i.e., businesses created to further a social purpose in a financially sustainable way). The commission must (1) establish criteria for identifying social enterprises for purposes of federal programs, and (2) identify opportunities for the federal government to engage social enterprises in creating jobs and strengthening local economies. The areas studied and potential recommendations offered shall include, among other things * the role of social enterprises in addressing economic, social, and environmental policy challenges across all levels of government; * corporate legal structures that foster or impede the development of social enterprises; * how to reform federal securities laws to encourage impact investing; and * barriers to social enterprise growth. The commission shall (1) report to the President and Congress within one year after it establishes criteria by which to identify social enterprise, and (2) terminate 90 days after it submits its report.

    Health Enterprise Zones Act of 2020 This bill provides for the designation of Health Enterprise Zones in certain geographic areas with documented and measurable health disparities. This designation, which expires 10 fiscal years after the bill's enactment, confers eligibility for certain grants, student loan repayment programs, and tax credits for those working to reduce health disparities and improve health outcomes in these zones. Specifically, community-based nonprofits or local government agencies, in coalition with health care providers, social service organizations, and others, may apply to the Department of Health and Human Services (HHS) for the designation. The application must include a plan to reduce health disparities and achieve other outcomes. In implementing the program, HHS must consult with, among others, the Department of Housing and Urban Development. When approving applications, HHS shall consider factors including geographic diversity and the commitment of supporting funds from the private sector. HHS (1) may award grants to organizations or agencies that applied for the designation to support activities aligned with their plans, and (2) must carry out a student loan repayment program for health care providers who agree to provide services in a Health Enterprise Zone. In addition, the bill establishes tax credits for employers that hire, and individuals who work as, Health Enterprise Zone workers.

The Office of Government Ethics must publish such tax returns after making redactions to prevent identity theft or physical danger. In addition, the bill requires senior government officials to make certain disclosures with respect to (1) any foreign business relationship, and (2) any ownership interest of at least 10% of the outstanding shares in a private enterprise or corporation or any intellectual property protected or enforced by a foreign country. Further, the bill establishes penalties for any political appointee who solicits or receives a payment from a foreign-owned business, organization affiliated with a foreign-owned business or foreign government, or a foreign national.

The bill also provides for collaboration with foreign, as well as domestic, governmental agencies or entities, or corporations or associations. The bill expands DHS responsibilities through grants and cooperative agreements, including provision of assistance and education related to cyber threat indicators, defensive measures and cybersecurity technologies, cybersecurity risks, incidents, analysis, and warnings. The bill requires the National Cybersecurity and Communications Integration Center to coordinate with entities such as the Multi-State Information Sharing and Analysis Center to (1) conduct exercises, (2) provide operational and technical cybersecurity training, and (3) promote cybersecurity education and awareness. DHS may establish an initiative to enhance efforts to deploy technical or analytic capabilities or services that utilize classified cyber threat indicators or intelligence to detect or prevent malicious network traffic on unclassified non-federal information systems.

The bill authorizes an agency to utilize federal employees to provide goods or services previously provided by a private sector entity upon completion of a public-private competitive sourcing analysis and after determining that provision by federal employees provides the best value. The OMB must carry out a study to evaluate the activities carried out in each agency.
