GAO Audit Mandates Revision Act This bill eliminates several Government Accountability Office audits, including audits of the Troubled Asset Relief Program, the Consumer Financial Protection Bureau, the Federal Housing Finance Agency, and those related to inflation adjustments of civil penalties.

GAO Database Modernization Act This bill requires federal agencies to report to the Government Accountability Office certain information about agency rules that are made ineffective due to an agency action or other reason.

Reducing High Risk to Veterans and Veterans Services Act This bill requires the Department of Veterans Affairs (VA) to submit a report outlining the actions taken and plan to address the areas of concern identified in the 2019 High-Risk List of the Government Accountability Office (GAO) regarding acquisition management, risk management, and health care improvement. The VA must also report annually on the implementation of priority recommendations of the GAO that pertain to the VA.

This bill directs the Government Accountability Office to evaluate the social, economic, and historic contributions that Minor League Baseball has made to American life and culture.

Public Health Emergency Response and Accountability Act This bill modifies funding mechanisms for the Public Health Emergency Fund and requires the Department of Health and Human Services (HHS) and the Government Accountability Office (GAO) to report specified information to Congress related to public health emergencies that are infectious disease outbreaks, bioterrorist attacks, or disasters. Specifically, HHS must, upon determination of a public health emergency, convene a group of federal officials to prepare monthly reports concerning such matters as funding, collaboration, and best practices. The GAO must (1) report on, among other topics, the capacity of the public health system to respond effectively to infectious disease outbreaks and how funds for public health emergencies have been expended within the last two years; and (2) issue a post-emergency report on response efforts by government entities.

Flood Insurance Integrity Act of 2019 This bill directs the Government Accountability Office (GAO) to review every four years the rate tables established by the Federal Emergency Management Agency (FEMA) for implementing the National Flood Insurance Program (NFIP). The GAO must determine whether (1) the chargeable premium rates for flood insurance coverage are actuarially sound, based on standard actuarial practices used in the private sector; and (2) such chargeable premium rates are sufficient to ensure the long-term financial sustainability of NFIP. The bill also directs the GAO to review annually the process for establishing and updating flood insurance rate maps and determine the degree of accuracy of the mapping process.

This bill requires the Government Accountability Office (GAO) to report on diagnostic tests to diagnose COVID-19 (i.e., coronavirus disease 2019) or detect the virus that causes the disease. Specifically, the report must describe the response of, among others, laboratories, diagnostic test manufacturers, and government entities with respect to the development, regulatory evaluation, and deployment of diagnostic tests. The GAO must also assess standards, guidance, clinical processes, and intergovernmental coordination related to COVID-19 testing.

Determining Election Blunders And Correcting Logical Errors Act This bill directs the Government Accountability Office (GAO) to report on the 2020 Iowa caucuses. The GAO must study topics including cyber vulnerabilities in election technology.

Security for the Administration of Federal Election from Terrorists Intervention Act of 2019 or the SAFETI Act This bill requires the Department of Homeland Security (DHS) to submit to the Government Accountability Office (GAO) and Congress a report on actions taken by DHS relating to terrorist threats to the integrity of the 2016 federal elections. The GAO shall conduct an assessment of the effectiveness of such actions and include recommendations for improvements.

White House Security Clearance Accountability Act This bill requires the revocation or denial of security clearance for certain individuals and requires a report related to these individuals. Specifically, the bill revokes the security clearance of an individual who is in a position in the Executive Office of the President and (1) who is under investigation by a federal law enforcement agency for aiding a foreign government, or (2) who knowingly fails to disclose any relationship or contact with a foreign national on their security clearance form. It also prohibits the issuance or renewal of security clearance under these circumstances. Additionally, the Government Accountability Office must submit a report to Congress on any instance since January 20, 2017, in which an individual who is in a position in the Executive Office of the President was granted a security clearance against the recommendation of the White House Security Office, the Federal Bureau of Investigation, or any other federal agency.

Pharmacy Benefit Manager Accountability Study Act of 2019 This bill requires the Government Accountability Office to report on the role of pharmacy benefit managers in the pharmaceutical supply chain and recommend legislative actions to lower the cost of prescription drugs.

Stopping Trafficking, Illicit Flows, Laundering, and Exploitation Act of 2020 or the STIFLE Act of 2020 This bill requires the Government Accountability Office (GAO) to study the illicit trafficking of people, money, and goods by transnational criminal organizations, terrorists, and others. The GAO must report on various topics related to illicit trafficking, including major trafficking routes and common methods of laundering proceeds. It must also provide recommendations for legislative or regulatory changes to combat trafficking or the laundering of proceeds from trafficking.

VA Suicide Prevention Services Accountability Act This bill requires the Government Accountability Office (GAO) to conduct a management review and submit reports on mental health and suicide prevention efforts carried out by the Department of Veterans Affairs (VA). Specifically, the bill requires the GAO to conduct a management review of the mental health and suicide prevention services provided by the VA. The bill also requires the GAO to report on the VA's efforts to (1) manage veterans at high risk for suicide, (2) integrate mental health care into VA primary care clinics, and (3) integrate community-based mental health care (care provided by a non-VA provider but paid for by the VA) into the Veterans Health Administration.

Chinese Research Funds Accounting Act This bill directs the Government Accountability Office (GAO) to conduct a study on federal funding made available to entities located in China or majority owned or controlled by the Chinese Communist Party for research in the five years prior to enactment of this bill. Not later than 120 days after the enactment of this bill, the GAO shall brief Congress on the data that is available with respect to federal funding made available to such entities for research.

Duplication Scoring Act of 2019 This bill requires the Government Accountability Office to analyze legislation reported by a congressional committee in order to prevent duplication of and overlap with existing federal programs, offices, and initiatives.

American Red Cross Transparency Act of 2019 This bill authorizes the Government Accountability Office (GAO) to review (1) the internal governance of the American National Red Cross (the corporation), and (2) any program or activity carried out by the corporation that is connected to national preparedness. The bill grants the GAO (1) access to, and the right to examine and copy, all records of the corporation that the GAO determines are relevant to such review; and (2) access to, and the right to interview, any employee, volunteer, agent, or member of the board of governors of the corporation whom the GAO believes has knowledge relevant to such review. The GAO may issue a subpoena and bring a civil action in U.S. District Court for the District of Columbia to enforce such access.
