Community Mapping Act The bill requires the Federal Emergency Management Agency (FEMA) to establish standards for the development of alternative flood insurance rate maps by local and state governments. FEMA must consider recommendations made by the Technical Mapping Advisory Council when establishing these standards. FEMA must approve the use of these alternative maps under the National Flood Insurance Program.

Fair And Inclusive Redistricting Map Act or the FAIR Map Act This bill directs the Department of Justice to enter into an agreement with the National Academies under which it shall conduct a study to (1) develop guidelines, best practices, and examples to aid states in drawing congressional district maps; and (2) define metrics related to factors such as maintaining geographic contiguity and compactness, respecting communities of interest, and maintaining partisan fairness.

Mapping Accuracy Promotes Services Act or the MAPS Act This bill makes it unlawful to willfully, knowingly, or recklessly submit inaccurate broadband coverage information or data (mapping data) to the Federal Communications Commission.

Scientific Flood Mapping Act This bill provides for the transfer of functions, responsibilities, and user fees related to the preparation of flood maps from the Federal Emergency Management Agency (FEMA) to the U.S. Geological Survey.

National Geologic Mapping Act Reauthorization Act This bill reauthorizes the National Geologic Mapping Act of 1992 through FY2023 and provides for the Associate Director for Core Science Systems to replace the Associate Director for Geology as the chairperson of the geologic mapping advisory committee.

Sinkhole Mapping Act of 2019 This bill directs the United States Geological Survey (USGS) to establish a program to * study the short-term and long-term mechanisms that cause sinkholes, including extreme storm events, prolonged droughts causing shifts in water management practices, aquifer depletion, and other major changes in water use; and * develop maps depicting the zones that are at greater risk of forming sinkholes. The USGS must establish a public website that displays such maps and other relevant information critical for use by community planners and emergency managers.

Broadband Mapping After Public Scrutiny Act of 2019 or the Broadband MAPS Act of 2019 This bill requires the Federal Communications Commission to establish a challenge process for collecting and using broadband coverage data submitted by private and governmental entities to verify coverage data reported by broadband service providers.

Data Mapping to Save Moms' Lives Act This bill directs the Federal Communications Commission (FCC) to include data on certain maternal health outcomes in its broadband health mapping tool (an online platform that allows users to visualize, overlay, and analyze broadband and health data at national, state, and county levels). The FCC must consult with the Centers for Disease Control and Prevention to determine which maternal health outcomes should be incorporated.

Flood Mapping Modernization and Homeowner Empowerment Pilot Program Act of 2019 This bill directs the Federal Emergency Management Agency (FEMA) to carry out a pilot program to make grants to local governments to (1) enhance the production of maps relating to urban flooding and associated property damage; and (2) increase the availability of such maps to homeowners, businesses, and localities to enable them to minimize urban flooding risk. The grants may only be made to local governments in urbanized areas with populations greater than 50,000 or to stormwater management authorities in those localities.

The grants may only be made to local governments in urbanized areas with populations greater than 50,000 or to stormwater management authorities in those localities. FEMA shall give priority to grant applicants in areas that (1) are highly vulnerable to a sea level rise, (2) include a military installation or other national security facility, or (3) have a population highly vulnerable to urban flooding and have an uneven capacity for flood mitigation and response efforts due to socioeconomic factors.

Improving Broadband Mapping Act of 2019 This bill requires the Federal Communications Commission to establish a process that uses broadband coverage data reported by consumers and government entities to verify coverage data reported by wireless carriers. In addition, the FCC must consider (1) including a mechanism to incorporate such data; and (2) implementing other measures, such as an evidence-based challenge process, to verify reported coverage data.

Community Broadband Mapping Act This bill authorizes the Rural Utilities Service, an agency of the Department of Agriculture, to make grants to government or telecommunications entities that serve a rural area (with less than 25,000 population) to foster data collection about where broadband infrastructure is located and which homes have non-satellite broadband service.

African American Burial Grounds Study ActThis bill directs the National Park Service (NPS) to conduct a study of ways to identify, interpret, preserve, and record unmarked, previously abandoned, underserved, or other burial grounds relating to the historic African American experience. In conducting the study, the NPS shall consider * ways to engage with descendant, local, and other communities historically associated with identified burial grounds by geography, genealogy, or culture; * appropriate processes to identify locations of unmarked and unrecorded African American burial grounds with appropriate consideration for the privacy and safety of the burial grounds; * alternatives for providing in a public database the locations of, and information on, recorded and unrecorded African American burial grounds; * alternatives for commemorating and interpreting African American burial grounds; and * best practices for preserving burial ground landscapes and caring for artifacts.
