Prioritizing Clean Energy and Climate Cooperation with India Act of 2020 This bill establishes the U.S.-India Clean Energy and Power Transmission Partnership, which shall serve as the primary forum and funding mechanism for U.S.-India cooperation on clean energy and energy transmission technology matters. The U.S. Agency for International Development and the Department of State shall report to Congress a comprehensive multiyear strategy for implementing the partnership. The bill requires programs to promote U.S.-India partnerships in (1) research and innovation for clean energy technologies and expanded power transmission and distribution, (2) initiatives for promoting clean energy technology financing in India, (3) initiatives for providing technical assistance for grid improvement and energy efficiency in India, and (4) initiatives to develop new renewable energy generation capacity in India. The U.S. government shall also work cooperatively with India's government on integrating scientifically supported climate change risk reduction and building resilience capacities in India. The President shall report to Congress on the scope and nature of U.S. participation in Mission Innovation, an India-led global initiative to increase the pace of clean energy innovation.

Federal Energy and Water Management Performance Act of 2019 This bill revises federal energy and water performance requirements for federal buildings and directs the Department of Energy to establish a Federal Energy Management Program.

Energy Diplomacy Act of 2019 This bill authorizes the Department of State to establish an Assistant Secretary of State for Energy Resources position. The bill also directs the State Department to ensure there are sufficient personnel dedicated to handling energy-related issues, such as (1) formulating policies to advance U.S. energy security interests, (2) providing analysis of the national security implications of global energy and environmental developments, and (3) coordinating energy-related activities with other federal agencies. The Coordinator for International Energy Affairs position in the State Department shall be eliminated.

Renewable Energy Certainty Act This bill authorizes federal agencies to enter into contracts for the acquisition of energy generated from renewable energy sources or from cogeneration facilities for a period of up to 30 years. The Federal Energy Management Program shall publish a standardized energy purchase agreement that agencies may use for such an acquisition.

Federal Energy and Water Management Performance Act of 2020 This bill revises federal energy and water performance requirements for federal buildings and directs the Department of Energy to implement a Federal Energy Management Program.

Securing Energy Critical Elements and American Jobs Act of 2019 This bill directs the Department of Energy (DOE) to implement a program to assure the long-term, secure, and sustainable supply of energy critical elements to satisfy the national security, economic well-being, and industrial production needs of the United States. Specifically, the bill * promotes collaboration in the program to include opportunities for students and staff at institutions of higher education and international collaboration; * requires DOE to develop and update a plan every two years for how it intends to carry out the program; and * creates a Critical Materials Information Center to collect, catalogue, disseminate, and archive information that is generated by research and development activities under the program.

Financing Our Energy Future Act This bill amends the Internal Revenue Code, with respect to the tax treatment of publicly traded partnerships as corporations, to expand the definition of "qualifying income" for such partnerships (known as master limited partnerships) to include income and gains from renewable and alternative energy generation projects (in addition to fossil fuel-based energy generation projects) and related infrastructure for transportation or storage, including energy derived from thermal resources, waste, renewable fuels and chemicals, energy efficient buildings, gasification, and carbon capture in secure geological storage.

Wind Energy Research and Development Act of 2019 This bill requires the Department of Energy to establish a grant program to research, develop, evaluate, and commercialize wind energy technologies and systems.

Promoting American Energy Jobs Act of 2019 This bill requires the Department of Energy to establish an Energy Jobs Council to (1) conduct a survey of employers in the energy, energy efficiency, and motor vehicle sectors of the U.S. economy; (2) preform an analysis of the employment figures and demographics in those sectors; and (3) publish a U.S. Energy and Employment Report that is based on the survey and analysis.

Tribal Energy Reauthorization Act This bill reauthorizes through FY2031 certain energy grant programs and otherwise revises the activities of the Office of Indian Energy Policy and Programs within the Department of Energy. Specifically, the office must * consider the fiscal ability of an Indian tribe, intertribal organization, or tribal energy development organization to meet cost-sharing requirements for energy projects; * give priority to partnering with state and local organizations when providing technical assistance to tribes; * designate a liaison to ensure that tribes are aware of federal grants and funding opportunities; and * develop an energy strategy for tribes in the Arctic to address climate change. The bill also authorizes the office to provide grants for providing or expanding electricity to the homes of members of tribes that are acquired, constructed, or improved with federal funds. Currently, such grants may only be used to provide electricity on Indian land.

Energy Savings Through Public-Private Partnerships Act of 2019 This bill revises requirements for energy savings performance contracts and utility energy service contracts in federal facilities. These contracts allow federal agencies to work with private contractors on energy efficiency upgrades to federal facilities, unless the facilities are dams, reservoirs, or hydropower facilities owned or operated by federal agencies.

Eastern Mediterranean Security and Energy Partnership Act of 2019 This bill authorizes the Department of State to enter into cooperative agreements to enhance cooperation on energy matters between the United States and Israel, Greece, and Cyprus. The Department of Energy may establish a joint U.S.-Eastern Mediterranean Energy Center in the United States to further dialogue and academic cooperation in energy innovation technology, water science, and technology transfer. An existing ban on transferring defense articles and services on the U.S. Munitions List to Cyprus is modified to allow for such transfers if Cyprus is the end user of the articles or services. Specifically, the State Department shall not deny exports, reexports or transfers of defense articles and services to or from Cyprus if the request is made by or on behalf of Cyprus and if Cyprus is the end user of such articles or services. No funds may be obligated or expended to facilitate the transfer of an F-35 aircraft (or to provide any related items or data) to Turkey unless the President certifies to Congress that Turkey does not plan to accept delivery of the S-400 air defense system from Russia. The State Department shall report on (1) a strategy for enhancing security and energy cooperation with Eastern Mediterranean countries, (2) malign Russian influence in the region, and (3) violations of Cyprus's exclusive economic zone and Greece's airspace.

Alaska Remote Generator Reliability and Protection Act This bill directs the Environmental Protection Agency (EPA) to revise certain regulations regarding particulate matter emissions standards for nonemergency stationary diesel engines in remote areas of Alaska. The EPA must report on methods for assisting remote areas of Alaska in meeting specified energy needs.

The EPA must report on methods for assisting remote areas of Alaska in meeting specified energy needs.

Energy Savings and Industrial Competitiveness Actof 2019 This bill revises a variety of programs to encourage energy efficiency in buildings, industry, and the federal government, including by encouraging * energy efficiency in residential, commercial, federal, or school buildings; * energy-efficient technologies and processes for industrial applications; * sustainable manufacturing; * energy-efficient electric motors or transformers; or * federal use of energy-efficient and energy-saving information technologies.

Among other things, the bill * requires retail electricity suppliers to sell a certain quantity of clean electric energy; * establishes a federal clean energy credit trading program; * subjects retail electricity suppliers to civil penalties for noncompliance with requirements; * establishes a state energy efficiency, clean energy deployment, and electric bill reduction program; * requires the Department of Energy (DOE) to facilitate coordination between the federal clean energy program and state clean and renewable energy programs; * requires the National Academy of Sciences to periodically evaluate all aspects of the federal clean energy standard; and * directs DOE to establish a program for the research, development, demonstration, and deployment of clean energy technologies and portfolios.

Clean Energy Grid Act of 2019 This bill directs the Department of Energy (DOE) to address the integration of clean distributed energy into electric grids. Clean distributed energy means energy (e.g., solar and wind energy) that is generated on or near customer sites and interconnected with the electric grid. Specifically, DOE must * study the status of integration of clean distributed energy into electric grids, * identify issues requiring additional research or regulatory development, * make grants for research proposals that address technical barriers identified in the study, * establish and distribute to states best practices to encourage the integration of clean distributed energy into the grid, and * convene a working group of stakeholders to address regulatory barriers to deployment of intelligent grid integration of clean distributed energy technologies. DOE may make grants to implement integration demonstration projects.

Protecting Europe's Energy Security Clarification Act of 2020 This bill expands existing sanctions on foreign individuals and entities that engage in certain activities relating to the construction of the Nord Stream 2 and TurkStream energy pipelines. Current law generally imposes visa- and property-blocking sanctions on foreign individuals and entities that knowingly took actions such as selling or leasing vessels that engaged in pipe laying related to the pipelines. Under this bill, the President shall also impose sanctions on foreign individuals and entities that engage in other specified activities, such as (1) providing underwriting services or insurance for such vessels, (2) installing welding equipment for such vessels, or (3) providing testing or inspection services for the Nord Stream 2 pipeline.
