Gambling Addiction Prevention Act This bill directs the Department of Defense (DOD) to implement policies and programs on prevention, education, and treatment of gambling disorder. It requires integration of gambling disorder into existing mental health and substance use disorder programs. If DOD provides gambling activities at a morale, welfare, and recreation facility, it must (1) provide educational materials and a list of resources to assist service members in identifying the risks of gambling and seeking help, and (2) implement measures that encourage behavior consistent with measures used by commercial and tribal gaming regulators. Funding of measures under this bill shall come from gambling activity proceeds generated at DOD morale, welfare, and recreation facilities.

Prevention of Deceptive or Child-Targeted Advertising in Violation of the Unlawful Internet Gambling Enforcement Act This bill requires the Department of the Treasury to submit a report to Congress regarding current internet gambling operations, including those that appear to target children, and their compliance with specified internet gambling laws. Additionally, the Federal Trade Commission must submit a report to Congress regarding deceptive advertising related to unlawful internet gambling.

This bill expands eligibility for the Paycheck Protection Program, through which the Small Business Administration may temporarily guarantee certain loans to small businesses during the COVID-19 (i.e., coronavirus disease 2019) pandemic, to include (1) financial businesses primarily engaged in the business of lending, and (2) legal gambling businesses.

Student Athlete Level Playing Field Act This bill generally prohibits an institution of higher education or a covered athletic organization (e.g., an athletic association, a conference, or an organization with authority over intercollegiate athletics) from restricting the ability of a student athlete to enter into an endorsement or agency contract, with exceptions. It also provides for enforcement by the Federal Trade Commission, preempts state laws relating to endorsement or agency contracts, and establishes the Covered Athletic Organization Commission.
