Florida Federal Judicial Relief Act This bill creates 10 additional district court judgeships in Florida—6 in the Middle District, 1 in the Northern District, and 3 in the Southern District. Additionally, the bill converts one temporary district court judgeship to a permanent judgeship in the Southern District of Florida.

Florida Coastal Protection Act This bill prohibits the Bureau of Ocean Energy Management from offering any tract for oil and gas leasing or preleasing in the following areas: * the Eastern Gulf of Mexico Planning Area that is within 125 miles of the coastline of Florida, * the South Atlantic Planning Area that is south of 30 degrees 43 minutes North Latitude, or * the Straits of Florida Planning Area.

Bolstering Economies, Anglers, Coastal Habitats, Ecosystems and Security in Florida Act or the BEACHES in Florida Act This bill prohibits oil and gas exploration and leasing on the Outer Continental Shelf off the coast of Florida. Specifically, the bill establishes a moratorium through June 30, 2029, on oil and gas exploration and leasing in the (1) Straits of Florida Planning Area, and (2) South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida. The bill also extends to June 30, 2029, the moratorium on oil and gas exploration and leasing in certain areas of the Gulf of Mexico off the coast of Florida.

Florida Shores Protection and Fairness Act This bill expands the Gulf of Mexico outer Continental Shelf revenue sharing program to include Florida.(Currently, only Alabama, Louisiana, Mississippi, and Texas are included in the program that shares the revenues from oil and gas leasing on the Gulf of Mexico outer Continental Shelf.) Additionally, the bill extends to June 30, 2027, the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico. 

Prioritizing Revised Operations To Eliminate Cyanobacteria Toxins in Florida Act or the PROTECT Florida Act This bill modifies requirements regarding water infrastructure projects in central and southern Florida. Specifically, the Army Corps of Engineers must include in such projects specified public health considerations, including those related to cyanobacteria and other toxins. The bill also prohibits the use of restoration funds for deep well injection (a liquid-waste disposal technology). In addition, the Army Corps of Engineers must (1) develop a master operational manual to ensure system management that protects public health and Everglades restoration; and (2) with the National Academies of Sciences, study the legacy of pollution and nutrient loading, as well as the impacts of soil amendments.

South Florida Clean Coastal Waters Act of 2019 This bill addresses harmful algal blooms and hypoxia in the South Florida ecosystem. An algal bloom is a rapid growth of algae that may create toxic or hypoxic (severely low-oxygen) conditions that are harmful to humans, animals, aquatic ecosystems, and the economy. The Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia must assess potential approaches to reduce harmful algal blooms and hypoxia in the ecosystem. The task force must also submit a plan, based on the assessment, for reducing, mitigating, and controlling harmful algal blooms and hypoxia in the region.

Protecting and Securing Florida's Coastline Act of 2019 (Sec. 2)This bill permanently extends the moratorium on oil and gas leasing, preleasing, and related activities in certain areas of the Gulf of Mexico near the coast of Florida. (Sec. 4)The Department of the Interior must collect non-refundable fees from the operators of facilities subject to inspection under this bill, including inspection fees for offshore energy facilities and oil drilling rigs. All fees collected must be deposited into the Ocean Energy Safety Fund. (Sec. 6)Interior must contract with the National Academies of Sciences, Engineering, and Medicine to complete the study on the Bureau of Safety and Environmental Enforcement Offshore Oil and Gas Operations Inspection Program.

The resolution recognizes designating Hemming Park as part of the National Park Service's African American Civil Rights Network shall mark the day of the Ax Handle Saturday attack as a reminder of what happened and honor those who stood up for justice.
