Protect European Energy Security Act This bill requires the submission of certain reports to Congress related to Russia's construction of two natural gas pipelines, the Nord Stream 2 and Turk Stream. The Department of State shall report on (1) its efforts to promote energy security in Ukraine and the European Union and decrease their dependence on Russian energy sources, (2) its diplomatic efforts to oppose the pipelines, and (3) an estimate of European demand for natural gas from 2019 through 2023. The Office of the Director of National Intelligence shall report on the impact of the Nord Stream 2 pipeline on (1) U.S. interests and security objectives; (2) European energy security and defense posture; (3) Russian influence in Europe; and (4) Ukraine, including the impact of reductions in transit fees due to the pipeline.

The Department of State shall report on (1) its efforts to promote energy security in Ukraine and the European Union and decrease their dependence on Russian energy sources, (2) its diplomatic efforts to oppose the pipelines, and (3) an estimate of European demand for natural gas from 2019 through 2023. The Department of the Treasury shall report on each entity involved in the construction of the pipelines. The Office of the Director of National Intelligence shall report on the impact of the Nord Stream 2 pipeline on (1) U.S. interests and security objectives; (2) European energy security and defense posture; (3) Russian influence in Europe; and (4) Ukraine, including the impact of reductions in transit fees due to the pipeline.

This resolution expresses support for the use of certain technologies in detecting child sexual abuse material and exploitation online. The resolution also urges the European Parliament to pass an interim regulation to allow electronic service providers to continue to use technologies to detect child sexual exploitation.

This resolution encourages the recognition of the collective history and achievements of people of African descent and reaffirms the importance of their equal participation in all aspects of political, economic, social, and cultural life. The resolution recognizes that many black Europeans have experienced injustices in the public and private sector and welcomes European efforts to promote racial equality and combat discrimination. The resolution urges the Department of State and the U.S. Agency for International Development to support efforts to promote equality.

Transatlantic Legislators' Dialogue Enhancement Act This bill establishes a delegation of up to 24 Members of Congress to periodically meet with European Parliament representatives to discuss issues of interest to the United States and the European Union. 

European Energy Security and Diversification Act of 2019 This bill directs the Department of State to prioritize assistance to develop energy infrastructure in Europe, in particular for projects involving the European Commission and governments in the region. Assistance shall include political, technical, and diplomatic support. Projects eligible for such assistance include infrastructure for natural gas, electricity transmission, and renewable energy. The State Department shall give preference to projects that (1) improve the capacity to transfer gas and electricity within and between European countries, (2) have been identified by the European Commission as integral for regional energy security, (3) are expected to enhance energy market integration, (4) can attract other sources of funding, and (5) can potentially use U.S. goods and services. The bill reauthorizes through FY2021 the Countering Russian Influence Fund and establishes that U.S. agencies may use the fund to provide assistance under the bill. The President shall report to Congress annually about U.S. assistance provided under the bill.

European Energy Security and Diversification Act of 2019 This bill directs the Department of State to prioritize assistance to develop energy infrastructure in Europe and Eurasia, in particular for projects involving the European Commission and countries in the region. Assistance shall include political and diplomatic support and funding assistance. Projects eligible for such assistance include projects that improve electricity transmission infrastructure, energy efficiency, or power generation. The State Department shall give preference to projects that (1) link the energy systems of regional countries, (2) have been identified by the European Commission as integral for regional energy security, (3) are expected to enhance energy market integration and transparency, (4) can attract other sources of funding, and (5) can potentially use U.S. goods and services. The President shall report to Congress annually about U.S. assistance provided under this bill.

This resolution calls on Turkey to eliminate all forms of discrimination and uphold international standards for human rights. The resolution also urges Turkey to (1) meet certain criteria prior to its accession into the European Union, and (2) recognize the Ecumenical Patriarchate of the Eastern Orthodox Church.

Strengthening Support of NATO Through Dual Use Infrastructure Act This bill directs the Department of Defense and Department of State to report to Congress on the value of North Atlantic Treaty Organization (NATO) member-state investments in dual-use infrastructure projects. Dual-use infrastructure projects are those identified by the European Union as upgrades to the Trans-European Transport Network that also improve military mobility.

This resolution (1) expresses support for the democratically elected governments of Ukraine, Georgia, and Moldova and their integration into the European Union; (2) calls on Russia to cease its malicious activities against Ukraine, Georgia, and Moldova; and (3) encourages increased cooperation between these countries and the United States to counter Russian hostility in the region.

This bill provides for the liquidation or reliquidation of certain entries of products of European Union countries exported to the United States on or before October 9, 2019, and entered, or withdrawn from warehouse for consumption, during the 120-day period beginning on October 18, 2019.

This resolution condemns Russia's attempts to harmfully influence domestic politics and stimulate unrest in the United States and allied countries. The resolution calls on the United States, as well as the European Union, to continue sanctions against Yevgeniy Prigozhin and his affiliated entities.(Prigozhin is a Russian businessman accused of interference in the 2016 U.S. presidential election and the 2018 U.S. midterm elections).

This resolution expresses the House of Representatives' opposition to a hard border between Northern Ireland and the Republic of Ireland, which could result from the withdrawal of the United Kingdom (UK) from the European Union (EU). (Northern Ireland is part of the UK, and the Republic of Ireland is an EU member state. There is currently an open border between them.)

Eastern European Security Act This bill authorizes the President to make direct loans to countries that joined the North Atlantic Treaty Organization (NATO) after March 1, 1999, for the purchase of U.S. defense articles. The President may (1) make such loans with lower interest rates than required by statute, and (2) charge fees associated with such loans. Before making such a loan, the Department of State shall certify to Congress that the receiving country is (1) making demonstrable progress toward meeting its NATO defense-spending obligations, and (2) respecting the country's constitution and upholding democratic values.
