Nuclear Energy Research and Development Act This bill expands programs at the Department of Energy for nuclear energy research, development, demonstration, and commercialization.

Wind Energy Research and Development Act of 2019 This bill requires the Department of Energy to establish a grant program to research, develop, evaluate, and commercialize wind energy technologies and systems.

Solar Energy Research and Development Act of 2019 This bill requires the Department of Energy to establish a grant program to research, develop, evaluate, and commercialize solar energy technologies and systems.

Solar Energy Research and Development Act of 2019 This bill requires the Department of Energy to carry out a program to award grants or enter into contracts and cooperative agreements to research, develop, and evaluate solar energy technologies and systems. The program replaces several existing programs concerning solar research and development.

Marine Energy Research and Development Act of 2019 This bill directs the Water Power Technologies Office of the Department of Energy to carry out a program to accelerate the introduction of marine energy production into the United States energy supply while fostering accelerated research, development, demonstration, and commercial application of technology, including programs to to identify and study critical short- and long-term needs to create a sustainable marine energy supply chain based in the United States.

Marine Energy Research and Development Act of 2019 This bill directs the Water Power Technologies Office of the Department of Energy (DOE) to carry out a program to accelerate the introduction of marine energy production into the United States energy supply while fostering accelerated research, development, demonstration, and commercial application of technology, including programs to to identify and study critical short- and long-term needs to create a sustainable marine energy supply chain based in the United States. DOE must award grants to institutions of higher education for (1) the continuation and expansion of research, development, and testing activities at National Marine Energy Centers established as of January 1, 2019; and (2) the establishment of new centers. DOE must also conduct a study to examine opportunities for research and development in advanced marine energy technologies to (1) support the maritime transportation sector to enhance job creation, economic development, and competitiveness; (2) support associated maritime energy infrastructure; and (3) enable scientific missions at sea and in extreme environments, including the Arctic.

Wind Energy Research and Development Act of 2019 This bill requires the Department of Energy to * carry out a competitive grant program to research, develop, and evaluate wind energy technologies and systems; * conduct a wind energy technology validation and market transformation program; * reduce regulatory and market barriers to the widespread adoption of wind power, including grid transmission and integration challenges; and * support the development of wildlife impact mitigation technologies to reduce the potential impacts of wind energy facilities on wildlife.

Energy and Water Research Integration Act of 2019 This bill requires the Department of Energy (DOE) to integrate water considerations into its energy research, development, and demonstration programs and projects. Specifically, the DOE must develop and implement a strategic plan that advances energy and energy efficiency technologies and practices to * minimize freshwater withdrawal and consumption, seismic impacts, and deleterious impacts on water bodies, groundwater, and waterways; * increase water use efficiency; and * utilize nontraditional water sources. Further, the strategic plan must (1) consider the effects climate variability may have on water supplies and quality for energy generation and fuel production, and (2) improve the understanding of the energy required to provide reliable water supplies as well as the water required to provide reliable energy supplies. The plan must be updated every five years. In addition, DOE must establish an Energy-Water Committee to promote and enable improved energy and water resource data collection, reporting, and technological innovation.

Fossil Energy Research and Development Act of 2019 This bill expands Department of Energy (DOE) research, development, and demonstration programs for fossil energy. Among other things, the bill authorizes DOE programs regarding * carbon capture technologies for power plants, including technologies for coal and natural gas; * carbon storage, including to develop and maintain mapping tools and resources that assess the capacity of geologic storage formations in the United States; * carbon utilization, including to assess and monitor potential changes in life cycle carbon dioxide and other greenhouse gas emissions; * advanced energy systems to reduce emissions from and improve the efficiency of fossil fuel power generation; * developing and assessing methods to separate and recover rare earth elements from coal and byproduct streams; * identifying the environmental, health, and safety impacts of methane hydrate development; * carbon dioxide removal from the atmosphere; * methane leak detection and mitigation; and * identifying and evaluating novel uses for light hydrocarbons produced during oil and shale gas production.

Water Power Research and Development Act This bill directs the Department of Energy (DOE) to carry out programs of research, development, demonstration, and commercial application for water power technologies, hydropower, and marine energy technologies. Additionally, DOE must award grants to institutions of higher education for the continuation and expansion of research and development at the National Marine Energy Centers and the establishments of new centers.

Advanced Geothermal Research and Development Act of 2019 This bill revises provisions related to hydrothermal and geothermal research and development programs at the Department of Energy, including for geothermal heat pumps and the direct use of geothermal energy.

Grid Modernization Research and Development Act of 2020 This bill expands research programs at the Department of Energy (DOE) related to the electric grid and hybrid energy systems, including by directing DOE to award competitive grants for certain entities to conduct research and development to improve the resilience and reliability of the electric grid.

Grid Security Research and Development Act This bill requires the Department of Energy (DOE) to develop a program to protect the electric grid and energy systems from cyber and physical attacks by by increasing cyber and physical security capabilities of the energy sector and accelerating the development of relevant technologies and tools. As part of the program, DOE must award research, development, and demonstration grants, including to (1) identify cybersecurity risks to information systems within, and impacting, the electricity sector, energy systems, and energy infrastructure; and (2) develop technologies that improve the physical security of information systems. Additionally, DOE must * establish a research, development, and demonstration competitive grant program to enhance resilience and strengthen emergency response and management pertaining to the energy sector; * provide technical assistance to certain entities for the commercial application of technologies to improve the resilience of the electric grid and commercial application of technologies; * collaborate with other federal agencies, state agencies, and the private sector to develop guidance for research and demonstration activities to improve cybersecurity capabilities of the energy sector; * work with stakeholders to identify information, research, staff training, and analytical tools needed to evaluate cybersecurity issues and challenges in the energy sector; * support the development of a cybersecurity workforce that includes collaboration between relevant federal agencies, institutions of higher education, and other entities best suited to provide national leadership on cybersecurity-related issues; * develop a coordinated interagency strategic plan to advance cybersecurity capabilities in the energy sector; and * implement a research and development program of technologies and tools to help ensure the resilience and security of critical integrated grid infrastructures.

Nuclear Energy for the Future Act This bill addresses advanced nuclear energy research and development at the Department of Energy (DOE). DOE must * carry out a program to conduct research relating to the development of advanced nuclear energy technologies that may offer improved safety, functionality, and affordability; * make available nuclear energy research infrastructure to industry partners in order to achieve faster and cost-effective development of advanced nuclear energy technologies toward commercial readiness; * select industry partners for awards on a competitive merit-reviewed basis; * construct a versatile reactor-based fast neutron source which shall operate as a national user facility; and * ensure the coordination of, and avoid unnecessary duplication of, the activities of its high-performance computation collaborative research program to develop new reactor technologies with other research entities of DOE, including the National Laboratories.

Clean Energy Grid Act of 2019 This bill directs the Department of Energy (DOE) to address the integration of clean distributed energy into electric grids. Clean distributed energy means energy (e.g., solar and wind energy) that is generated on or near customer sites and interconnected with the electric grid. Specifically, DOE must * study the status of integration of clean distributed energy into electric grids, * identify issues requiring additional research or regulatory development, * make grants for research proposals that address technical barriers identified in the study, * establish and distribute to states best practices to encourage the integration of clean distributed energy into the grid, and * convene a working group of stakeholders to address regulatory barriers to deployment of intelligent grid integration of clean distributed energy technologies. DOE may make grants to implement integration demonstration projects.

Energy Innovation Corps This bill requires the Department of Energy (DOE) to carry out the Energy Innovation Corps Program. Under the program, DOE must help participants of the program develop skills and accelerate the commercial application of clean energy technologies and other technologies related to DOE's mission. Employees at DOE's national laboratories as well as researchers, students, and clean energy entrepreneurs may participate in the program.

United States-Israel Directed Energy Cooperation Act This bill authorizes the Department of Defense (DOD), upon request from Israel and with the concurrence of the Department of State, to jointly carry out research and testing of directed energy capabilities with Israel. (Directed energy systems are capable of converting chemical or electrical energy into radiated energy and focusing it on a target.) DOD may provide maintenance and sustainment support for such activities if Israel matches U.S. funds provided for such support or otherwise provides an amount that meets Israel's best efforts. The bill imposes various reporting requirements related to such joint research.

Nuclear Energy Renewal Act of 2019 This bill directs the Department of Energy (DOE) to conduct research relating to the development of innovative nuclear reactor technologies that may offer improved safety, functionality, and affordability by enhancing existing nuclear technologies. Specifically, the bill * expands the light water reactor sustainability program, which is focused on improving the economics, reliability, and safety of nuclear plants in order to maximize long-term operations; * directs DOE to work in coordination with the Nuclear Regulatory Commission to develop certification and licensing criteria for advanced nuclear facilities; and * establishes specified programs of nuclear energy research, demonstration, and development.

Regional Clean Energy Innovation Act This bill requires the Department of Energy to establish an Office of Advanced Clean Energy Technologies to manage a network of Regional Energy Innovation and Development Institutes (REIDIs) that accelerate clean energy innovation in the post-research stage. The termREIDIsmeans partnerships between governments, academic institutions, businesses, DOE national laboratories, and other clean energy entities that advance the development of early-stage innovations and support after proof concept to help clean energy innovations reach viability for commercial demonstration and deployment.

Advanced Nuclear Energy Technologies Act This bill directs the Department of Energy (DOE) to advance the research and development of domestic advanced, affordable, and clean nuclear energy. Specifically, DOE must (1) complete at least two advanced nuclear reactor demonstration projects by December 31, 2025, and (2) demonstrate at least two and not more than four additional operational advanced reactor designs by December 31, 2035. DOE must establish goals for research relating to advanced nuclear reactors, including by coordinating with members of private industry to advance the demonstration of various designs of advanced nuclear reactors. DOE must also develop and update biennially a 10-year strategic plan for its Office of Nuclear Energy.

United States-United Kingdom Directed Energy Cooperation Act This bill authorizes the Department of Defense (DOD), upon request from the United Kingdom (UK) and with the concurrence of the Department of State, to jointly carry out research and testing of directed energy capabilities with the UK. Among other things, the bill directs the Department of Energy (DOE)to (1)establish a long-term nuclear power purchase agreement pilot program; (2)advance the research and development of domestic advanced, affordable, and clean nuclear energy; (3)develop a 10-year strategic plan for its Office of Nuclear Energy; (4)provide for a versatile, reactor-based fast neutron source; (5)establish a program to make available high-assay, low-enriched uranium for use in commercial or noncommercial advanced nuclear reactors; and (6)provide competitive grants to develop the capability to transport high-assay, low enriched uranium. DOE, the National Nuclear Security Administration, and the Nuclear Regulatory Commission must jointly establish a University Nuclear Leadership Program to provide financial assistance for scholarships, fellowships, and research and development projects at institutions of higher education.

Department of Energy Veterans' Health Initiative Act This bill directs the Department of Energy (DOE) to establish a research program in artificial intelligence and high-performance computing that is focused on the development of tools to (1) solve big data challenges associated with veterans' health care, and (2) support the Department of Veterans Affairs in identifying potential health risks and challenges. DOE may carry out research and development activities to develop tools to apply to big data that enable federal agencies, institutions of higher education, nonprofit research organizations, and industry to better leverage the capabilities of DOE to solve complex, big data challenges.
