Passport Assistance for Disadvantaged Students Act of 2019 This bill requires the Department of Education to establish a pilot program to award grants to institutions of higher education for the purpose of providing certain students with U.S. passports. Specifically, such grants must (1) reimburse Pell Grant recipients enrolled in study abroad programs for the cost of obtaining passports, or (2) directly pay the cost of passports for such students.

Disadvantaged Community Drinking Water Assistance Act This bill requires the Department of the Interior to establish a Disadvantaged Community Drinking Water Assistance Program. Under the program, Interior must provide grants to assist communities that have experienced a significant decline in quantity or quality of drinking water in obtaining or maintaining adequate quantities of water that meet drinking water quality standards. Specifically, grants must be provided to communities that are unable to meet primary drinking water quality standards or to communities with water supplies that have been lost or severely diminished due to drought conditions, groundwater overdraft conditions, or climate change conditions. Grants must benefit communities with a median household income below a certain threshold located in a city, town, or special district with a population of no more than 60,000 residents.

This bill revises Federal Aviation Administration (FAA) program requirements to address small businesses that are controlled and owned by socially and economically disadvantaged individuals, including those owned by veterans. Among other things, the bill * directs the Department of Transportation to develop a training program for FAA employees who provide guidance and training to entities that certify a small business as a small business concern owned and controlled by socially and economically disadvantaged individuals; * revises application requirements for certain airports to impose passenger facility charges, including by requiring such airports to include a detailed description of good faith efforts to contract with disadvantaged businesses; and * requires certain airports to report annually on the number of new disadvantaged businesses that were awarded a contract or concession during the previous fiscal year.

This resolution recognizes that climate change most severely impacts vulnerable and disadvantaged communities and urges the U.S. government to work with its global partners to pursue policies that prioritize climate adaptation among vulnerable and disadvantaged communities.

Minority Business Development Act of 2019 This bill permanently authorizes the Minority Business Development Administration to assist socially and economically disadvantaged business concerns. Specifically, the bill redesignates the Minority Business Development Agency as the Minority Business Development Administration (MBDA). The MBDA shall (1) assist disadvantaged business concerns entering domestic and foreign markets by providing education and training, management and technological assistance, a skilled labor pool, and financial and marketing services; and (2) encourage such businesses to establish joint ventures and projects among themselves or in cooperation with public or private sector organizations. In addition, the Securities and Exchange Commission must consult and cooperate with the MBDA to promote access by disadvantaged businesses to securities markets.

YouthBuild International Act This bill authorizes the President to establish a program to provide certain assistance to developing countries. The purposes of such program include (1) providing disadvantaged youth with opportunities to receive the education and training necessary to achieve economic self-sufficiency; and (2) expanding the supply of permanent affordable housing for homeless individuals and low-income families and improving the quality of community, nonprofit, and public facilities.

Electronic Books Opening Opportunity for Knowledge Act of 2019 or the E-BOOK Act of 2019 This bill authorizes the Department of Education to award grants to up to 10 institutions of higher education for pilot programs that reduce the cost of attendance for undergraduate students by expanding student access to digital course materials. A preference is given to applications that demonstrate a commitment to serving disadvantaged students. Grant recipients must make digital course materials available to undergraduate students in at least two different academic departments.

Ending Common Core and Expanding School Choice Act This bill  modifies requirements related to federal education funding for disadvantaged children. Specifically, the bill  (1) eliminates the standards, assessments, and academic accountability requirements for state and local educational agencies that receive federal funds for the education of disadvantaged children, (2) requires such funds to be allocated based on the number of children residing in each state who are living in poverty, and (3) allows educational agencies to distribute per-pupil amounts from such funds to parents for qualified elementary and secondary education expenses. The bill prohibits federal officers or employees from mandating academic standards, assessments, curricula, or accountability systems.

Veterans Enhancing Transportation Act This bill revises reporting requirements for state governments with respect to the disadvantaged business enterprise program of the Department of Transportation. Each state government may report information concerning small businesses that are owned and controlled by veterans who are not socially and economically disadvantaged individuals.

Department of Homeland Security Intelligence and Cybersecurity Diversity Fellowship Program Act This bill requires the Department of Homeland Security (DHS) to carry out an intelligence and cybersecurity diversity fellowship program. Through this program, eligible socially disadvantaged individuals may participate in a paid internship related to intelligence or cybersecurity, receive tuition assistance, and, upon graduation from an institution of higher education and completion of the program, receive an offer of employment for an intelligence or cybersecurity position at DHS.

Expanding Broadcast Ownership Opportunities Act of 2019 This bill requires the Federal Communications Commission (FCC) to increase diversity of ownership in the broadcasting industry. Specifically, the bill allows companies engaged in the qualifying sale of a broadcast station to receive favorable tax treatment by electing nonrecognition of the gain or loss resulting from the sale. To qualify for this treatment, the sale must result in or preserve ownership of a broadcast station by socially disadvantaged individuals. The bill also requires the FCC to foster investment in broadcast stations owned by socially disadvantaged individuals.

Contaminant and Lead Electronic Accounting and Reporting Requirements (CLEARR) for Drinking Water Act of 2019 This bill generally revises provisions related to drinking water quality standards. Specifically, the bill * provides for additional inspections of a public water system after certain standards violations; * requires notification to the Centers for Disease Control and Prevention and local health agencies of serious standards violations; * reauthorizes through FY2024 a grant program to assist the public water systems of disadvantaged and underserved communities to comply with drinking water requirements; and * allows for grants to community organizations that provide education to minority, tribal, and low-income communities regarding drinking water contaminants.

Hispanic Educational Resources and Empowerment Act of 2019 This bill directs the Department of Education to (1) award grants to Hispanic-serving institutions of higher education (IHEs) to improve and expand innovative collaboration agreements between local educational agencies and IHEs to better serve Hispanic students, (2) provide technical assistance to such IHEs, and (3) contract with a third party to conduct an independent evaluation of grant activities. Such grants must be used for specific activities, such as providing academic support to prepare students for postsecondary education and addressing nonacademic needs of students that are barriers to college enrollment.

Incubator Network and Startup Success Act This bill requires the Department of Commerce to establish an incubator network and startup success program to award grants to networks of organizations that provide resources and services to accelerate the growth and success of startups. The bill places certain requirements on grant applicants to certify that their resources and services benefit entrepreneurs who are socially or economically disadvantaged individuals, women, veterans, or disabled individuals.
