The Department of Commerce shall provide grants to qualifying nongovernmental, nonprofit, faith-based, or charitable organizations to carry out in these areas programs that help individuals acquire or improve skills. For qualifying projects in Baltimore, Maryland, Commerce may also provide grants to the city or to the state.

    Social Enterprise Ecosystem and Economic Development Commission Act of 2019 or the SEEED Commission Act of 2019 This bill establishes the Commission on the Advancement of Social Enterprise to examine and make recommendations on ways the federal government can support and utilize social enterprises (i.e., businesses created to further a social purpose in a financially sustainable way). The commission must (1) establish criteria for identifying social enterprises for purposes of federal programs, and (2) identify opportunities for the federal government to engage social enterprises in creating jobs and strengthening local economies. The areas studied and potential recommendations offered shall include, among other things * the role of social enterprises in addressing economic, social, and environmental policy challenges across all levels of government; * corporate legal structures that foster or impede the development of social enterprises; * how to reform federal securities laws to encourage impact investing; and * barriers to social enterprise growth. The commission shall (1) report to the President and Congress within one year after it establishes criteria by which to identify social enterprise, and (2) terminate 90 days after it submits its report.

The bill requires the Department of Health and Human Services (HHS) to use Native American labor and purchase Native American industry products, unless Interior or HHS determines it would be impracticable and unreasonable to do so. Among other requirements, HHS and Interior must conduct outreach to Indian industrial entities in the implementation of enterprise development. Additionally, the bill authorizes the Administration for Native Americans (ANA) to provide financial assistance to Native American community development financial institutions. ANA must give priority for financial assistance to applicants whose programs seek to develop (1) tribal codes and court systems relating to economic development, (2) tribal business structures, (3) community development financial institutions, or (4) tribal master plans for community and economic development and infrastructure.

    Pershing County Economic Development and Conservation Act This bill directs the Department of the Interior to conduct sales or exchanges of eligible lands in Pershing County, Nevada, identified as the "Checkerboard Lands Resolution Area." Interior and the county shall jointly select which parcels of eligible land to offer for sale or acre-for-acre exchange. For purposes of acre-for-acre exchanges, Interior shall identify management priority areas within the Checkerboard Lands Resolution Area, including those considered to be: * greater sage-grouse habitat; * part of an identified wildlife corridor or designated critical habitat; * of value for outdoor recreation or public access for hunting, fishing, and other recreational purposes; * of significant cultural, historic, ecological, or scenic value; or * of value for improving federal land management. The bill prescribes requirements for the disposition of proceeds from the sale of lands. Interior shall convey to the county, without consideration, Unionville Cemetery. The bill designates specified federal land in Nevada as components of the National Wilderness Preservation System and releases specified wilderness study areas from further review for designation as wilderness.

    Douglas County Economic Development and Conservation Act This bill provides for the conveyance, sale, or management of specified federal lands in Nevada. The bill conveys 67 acres of Forest Service land in the Lake Tahoe area for the conservation of wildlife or natural resources or for a public park. The Department of Agriculture (USDA) shall implement a cooperative management agreement for the Tahoe Rim Trail North Parcel to (1) improve the quality of recreational access for such land, and (2) conserve the land's natural resource values. The Forest Service and the Department of the Interior shall convey 7,777 acres of specified federal land to Douglas County, Nevada, for flood control or any other public purpose. The Forest Service and Interior shall select jointly with the county federal land to be sold to qualified bidders or for the county to obtain for public purposes. USDA shall convey 1,084 acres of specified federal land to the county for recreation and any other public purpose. U.S. interest in 2,669 acres of certain federal land shall be held in trust for the Washoe Tribe of Nevada and California. The bill designates 12,392 acres of Bureau of Land Management land as a component of the National Wilderness Preservation System to be known as the Burbank Canyons Wilderness. USDA may transfer to Nevada or the county certain Forest Service land or interest in such land that is unsuitable for Forest Service administration or is necessary for a public purpose. The recipient of the land must protect its environmental quality and use the land for recreation or other public purposes.
