Championing American Business Through Diplomacy Act of 2019 This bill establishes within the Department of State an Assistant Secretary of State for Economic and Business Matters, and establishes that a principal duty of a diplomatic mission to a foreign country is the promotion of U.S. economic and commercial interests in that country. The Assistant Secretary shall be responsible for matters relating to international economics and business matters in foreign policy. The State Department shall train various Foreign Service officers, as part of their standard training, on matters including economic and commercial diplomacy, with a particular focus on market access, commercial advocacy, and increasing awareness of U.S. government assistance available to businesses. The President shall initiate negotiations with countries to establish international standards for government-supported infrastructure investment overseas. The negotiations shall cover issues including the sovereignty of countries receiving investment, anti-corruption, and environmental standards. The bill calls for various reports to Congress, including a State Department report about each mission's activities to promote U.S. economic and business interests, and a State Department and Department of Commerce report on commercial relations with foreign countries, including information on each country or region's political environment and investment climate.

Public Diplomacy Modernization Act of 2019 This bill directs the Department of State to appoint a Director of Research and Evaluation in the State Department's Office of Policy, Planning, and Resources for Public Diplomacy and Public Affairs. The director's responsibilities shall include (1) overseeing research to improve State Department public diplomacy strategy and tactics, and (2) developing guidance and training for public diplomacy officers on interpreting and implementing public diplomacy-related research. The bill permanently reauthorizes the U.S. Advisory Commission on Public Diplomacy and directs the commission to establish the Subcommittee for Research and Evaluation. The subcommittee shall provide advice regarding audience research, digital analytics, and impact evaluation for State Department activities. The bill directs the State Department's Under Secretary for Public Diplomacy to consolidate various executive support functions for all the bureaus reporting to the under secretary. The under secretary shall also identify opportunities to improve operations efficiency and to maximize the shared use of resources. The State Department shall adopt certain guidelines related to collecting and utilizing information in the event of a closure or consolidation of a public diplomacy facility.

City and State Diplomacy Act This bill establishes within the Department of State the Office of Subnational Diplomacy, which shall supervise federal support for engagement by state and municipal governments with foreign governments. The head of the office shall be the Ambassador-at-Large for Subnational Diplomacy, who shall be appointed by the President with the advice and consent of the Senate.

American Students Abroad Act This bill directs the Department of State to periodically share with the Centers for Disease Control and Prevention (CDC) U.S. embassy and consulate reports relating to a death of a U.S. citizen aboard. The Department of Health and Human Services shall expand CDC programs and activities related to the surveillance of deaths of U.S. citizens abroad.

Commission on Americans Living Abroad Act of 2019 This bill establishes the Commission on Americans Living Abroad, which must report on how federal laws and policies affect U.S. citizens living abroad, including civilians and members of the Armed Forces. Each federal agency affected by a recommendation in the report shall submit a response to the President, Congress, and the commission.

This resolution recognizes the roles that development and diplomacy play in advancing the national security objectives of the United States and expresses support for a substantial U.S. international affairs budget.

Supporting Technical Experts in Managing Diplomacy Act or the STEM Diplomacy Act This bill authorizes the Department of State to waive occupational requirements related to a civilian foreign affairs position if the individual to be hired possesses significant scientific, technological, engineering, or mathematical expertise that is integral to the position.

Overseas Americans Financial Access Act This bill amends the Internal Revenue Code, with respect to reporting requirements that apply to foreign financial institutions and individuals with foreign financial assets, to create exceptions for the foreign accounts of certain U.S. residents or citizens living abroad.

Cyber Diplomacy Act of 2019 This bill establishes the Office of International Cyberspace Policy within the Department of State. The Office's duties include advising the State Department on cyberspace issues. It shall also shall lead diplomatic efforts on issues relating to international cybersecurity, Internet access and freedom, and international cyber threats. The Office shall implement U.S. policy to work internationally to promote an open, interoperable, and secure Internet governed by a multi-stakeholder model. The bill also directs the President to devise a strategy related to U.S. engagement with foreign governments on international norms with respect to responsible state behavior in cyberspace.

Global Health Security and Diplomacy Act of 2020 This bill establishes measures to detect, deter, and contain infectious disease outbreaks overseas before they become global pandemics. The President must establish a Global Health Security Strategy for advancing U.S. global health security and diplomacy objectives. To promote such strategy, the bill establishes the role of Coordinator of U.S. Government Activities to Advance Global Health Security and Diplomacy overseas, who shall coordinate, manage, and oversee U.S. diplomatic efforts and foreign assistance resources. In responding to an international infectious disease outbreak, the Department of State and the U.S. Agency for International Development shall lead diplomatic, coordination, and response efforts. Further, specified foreign assistance funds may be used for the cost to detail or employ certain individuals to carry out programs in response to global health emergencies and natural or man-made disasters. The United States may participate in the Coalition for Epidemic Preparedness Innovations, which is a global partnership focused on developing vaccines to stop future epidemics. The State Department must seek to establish a Trust Fund for Global Health Security within the World Bank. The fund shall enable developing countries to strengthen and sustain health systems and supply chains with the resources, capacity, and personnel necessary to prevent, detect, mitigate, and respond to infectious disease threats before they become pandemics. The Government Accountability Office must report on the effectiveness of the programs, projects, and activities supported by the fund and assess the merits of continued U.S. participation in the fund.

United States Information Abroad for Strategic Competition Act or the USIA for Strategic Competition Act This bill establishes measures to advance U.S. messaging and interests globally, including by requiring the Department of State to reconstitute for five years the Active Measures Working Group to create an information statecraft strategy for the U.S. government. The purpose of the strategy shall be to reduce the ability of the Communist Party of China (CCP) to influence global discourse, and such strategy shall include an identification of (1) specific CCP narratives that contribute to its ability to influence global discourse, (2) counter-narratives that are most effective and most likely to reduce the ability of the CCP to influence global discourse, and (3) specific quantitative objectives for advancing such counter-narratives. The State Department must also conduct regular research and evaluation of its public diplomacy programs and activities and ensure that such research and evaluation support strategic planning and resource allocation across all diplomacy bureaus and offices of the State Department. Further, the bill makes permanent the U.S. Advisory Commission on Public Diplomacy, revises the rating criteria used by the commission when evaluating certain public diplomacy and international broadcasting activities, and requires the commission to establish a Subcommittee on Research and Evaluation.

Represent America Abroad Act of 2020 This bill requires the Department of State to establish the Represent America Mid-Career Foreign Service Entry Program to increase diversity in the Foreign Service by recruiting mid-career professionals who are from minority groups. As part of the program, the State Department shall (1) establish and publish eligibility criteria for participation; (2) carry out recruitment efforts to attract highly qualified, mid-career professionals from minority groups; and (3) include appropriate mentorship and other career development opportunities for program participants. The State Department must submit an annual report on the status of the program.

This bill modifies U.S. policy and establishes requirements with respect to knowledge diplomacy (i.e., the role of international science and technology agreements in foreign relations). Specifically, the bill declares it to be U.S. policy that federally supported international science and technology agreements should serve U.S. national security and economic interests. Further, it requires the Department of State to (1) identify vulnerabilities in international cooperation that may place federally funded research at risk, (2) strengthen the security and integrity of U.S. scientific and research collaborations with foreign partners, and (3) encourage the international scientific community to adopt and adhere to U.S. scientific values. The bill also requires the White House Office of Science and Technology Policy to submit a biennial report on compliance with U.S. policy across such science and technology agreements.

This bill requires the Department of State to develop a strategy titled theDepartment of State Strategy for Countering White Identity Terrorism Globally,and it establishes related reporting requirements. Such strategy shall include (1) an assessment of the global threat from white identity terrorism abroad, (2) detailed plans for using public diplomacy to degrade and delegitimize white identity terrorist ideologues and ideology globally, and (3) an outline of how the State Department plans to use designation as a Specially Designated Global Terrorist or foreign terrorist organization to support the strategy. Annual country reports on terrorism must include all credible information about white identity terrorism, and the President must determine whether the foreign persons, organizations, and networks identified in such reports satisfy the criteria to be designated as (1) foreign terrorist organizations, or (2) Specially Designated Global Terrorists. The State Department must also contract with a federally funded research and development center to facilitate a study that provides for a comprehensive social network analysis of the global white identity terrorism movement.

Strengthening Traditional American Diplomacy Act or the STAND Act This bill requires that 70% of chief-of-mission appointments and assignments in the Foreign Service shall be of career members of the Foreign Service or the Department of State civil service. The President may waive this requirement on a case-by-case basis by certifying to Congress that a reduction of this percentage is vital to U.S. national security interests.

Global Press Freedom Act This bill establishes the Office of Press Freedom to advance the protection and well-being of members of the press abroad and to engage with foreign governments and global press freedom organizations concerning freedom of the press and of expression. The Government Accountability Office must assess and report on effects and changes resulting from certain requirements related to press freedom.

Such strategy shall include (1) an assessment of the global threat from white identity terrorism abroad, (2) detailed plans for using public diplomacy to degrade and delegitimize white identity terrorist ideologues and ideology globally, and (3) an outline of how the State Department plans to use designation as a Specially Designated Global Terrorist or foreign terrorist organization to support the strategy. The State Department must also contract with a federally funded research and development center to facilitate a study that provides for a comprehensive social network analysis of the global white identity terrorism movement.

This resolution affirms that Americans have the right to participate in boycotts in pursuit of civil and human rights at home and abroad, as protected by the First Amendment to the Constitution.

This resolution designates May 1, 2020, as United States Foreign Service Day and honors the men and women who serve in the Foreign Service.
