This bill requires the Department of Defense to report to Congress on the vulnerabilities to sea level rise of (1) the Naval Support Facility Diego Garcia, and (2) the Ronald Reagan Ballistic Missile Defense Test Site (in the Marshall Islands). The report shall include identification of alternative locations for the continuance of the installations' operations.

This bill requires that specified amounts be set aside from funds appropriated to carry out the Paycheck Protection Program, established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019), and it establishes requirements for processing program loan applications. The bill requires that $1 billion of program funds not otherwise obligated or expended be set aside for loan guarantees made by minority depository institutions and community development financial institutions. Further, for any future appropriations to carry out the program, the bill revises the amounts that the Small Business Administration (SBA) must set aside to provide for the cost of guaranteed paycheck protection loans made by certain lenders. The SBA and the Department of the Treasury must, no less than twice weekly, provide separate eight-hour periods during which they shall process (1) loan applications compiled by lenders with consolidated assets of less than $1 million, and (2) loan applications for less than $200,000 from a recipient that has 20 or fewer employees. The SBA and Treasury must report on funds made available to lenders and community development financial institutions to carry out the Paycheck Protection Program and the total consolidated assets of each lender. For future appropriations to carry out the program, the SBA and Treasury must report (1) daily on the amount of funds not yet obligated or expended, and (2) weekly on the amount of funds made available to lenders and community development financial institutions and the total consolidated assets of each lender.

Protecting Employees Tips Act This bill prohibits an employer from keeping any portion of the tips paid to its employees to cover credit or debit card transaction fees charged by a card issuer.

PCAOB Whistleblower Protection Act of 2019 This bill establishes a whistleblower protection program at the Public Company Accounting Oversight Board (PCAOB). Specifically, individuals reporting information to the PCAOB regarding securities law violations relating to audits (1) are protected from retaliation by an employer, and (2) could be eligible for a monetary reward. The reward program applies to individuals who voluntarily report original information that results in the PCAOB imposing civil penalties exceeding $250,000.

Worksite Reporting Act This bill directs the Department of Labor to revise regulations governing the recording and reporting of occupational injuries and illnesses. Specifically, the bill requires site-controlling employers to keep a site log for all recordable injuries and illnesses occurring among all employees on the particular site, irrespective of whether such employees are employed directly by the site-controlling employer or are employed by contractors, temporary help, or employee leasing services.

This concurrent resolution directs the Clerk of the House of Representatives to make technical corrections in the enrollment of H.R. 2423 (the Women's Suffrage Centennial Commemorative Coin Act).

This bill requires the Minority Business Development Agency to award a grant to fully implement the Initiative to Build Growth Equity Funds for Minority Businesses, which provides equity capital to invest in minority- and women-owned businesses. Interest earned on grant funds deposited into an interest-bearing account may be obligated and expended to carry out the grant's purposes. The Government Accountability Office shall carry out a biennial audit of the initiative and issue a report to Congress and the Minority Business Development Agency.

Managed Stablecoins are Securities Act of 2019 This bill establishes managed stablecoins—a type of digital currency the value of which is linked to another asset or group of assets—as a type of security for regulatory purposes.
