Hate Crime Victim Assistance Act of 2019 This bill establishes new grant programs to support state and local efforts to combat hate crimes and assist hate crime victims. Specifically, the Department of Justice (DOJ) must award grants for the following: (1) hate crime information and assistance websites and hate crime hotlines; and (2) education and training programs to solve and prevent hate crimes. Additionally, DOJ must establish, in the Office of Victims of Crime, a grant program to support programs and activities for victims of hate crimes.

Courtney Wild Crime Victims' Rights Reform Act of 2019 This bill expands the rights of crime victims, including by allowing victims to make motions to annul or rescind prosecutorial agreements, providing for attorneys' fees for victims who prevail against the United States in enforcement actions, and permitting victims to bring civil actions to enforce restitution orders. It also requires the Department of Justice to take specified actions to ensure the rights of victims.

Fairness for Crime Victims Act of 2020 This bill establishes budget points of order in the House of Representatives and the Senate against considering provisions in appropriations legislation that contain changes in mandatory programs (CHIMPs) that would cause the amount available for obligation during the fiscal year from the Crime Victims Fund to be less than the annual average for the three previous fiscal years. A CHIMP is a provision that (1) would have been estimated as affecting direct spending or receipts if the provision were included in legislation other than an appropriations bill; and (2) results in a net decrease in budget authority in the current year or the budget year, but does not result in a net decrease in outlays over the period of the total of the current year, the budget year, and all fiscal years covered under the most recently adopted budget resolution.

Securing Urgent Resources Vital to Indian Victim Empowerment Act or the SURVIVE Act This bill requires the Department of Justice's Office for Victims of Crime to make grants to Native American tribes for programs and services for crime victims, such as domestic violence shelters, rape crisis centers, child abuse programs, child advocacy centers, elder abuse programs, medical care, legal services, relocation, and transitional housing. In addition, the bill makes 5% of the Crime Victims Fund available for these grants.

Help Obtaining Presumption of Exoneration for Victims of Human Trafficking Act or the HOPE for Victims of Human Trafficking Act This bill establishes a rebuttable presumption that certain offenses were induced by coercion if the defendant establishes that he or she was a victim of human trafficking at the time of the offense.

This resolution recognizes the victims of communist regimes and requests that the President issue a yearly proclamation declaring the National Day for the Victims of Communism.
