Prevent Crime and Terrorism Act of 2019 This bill prohibits the President from removing various items from the U.S. Munitions List, which lists weapons and related equipment that are subject to export controls. Items that the President may not remove from the list include combat shotguns, silencers, flame throwers, electric armor, and various types of ammunition and weapons components.

Creating Accountability Measures Protecting University Students Historically Abused, Threatened, and Exposed to Crimes Act or the CAMPUS HATE Crimes Act This bill establishes measures to hold institutions of higher education accountable for hate crimes that occur on their campuses, including by conditioning the receipt of certain federal funding on an institution's implementation of a program to prevent and respond to such crimes. The Department of Education may award grants to support such programs.

Hate Crimes Commission Act of 2019 This bill establishes the United States Commission on Hate Crimes. The commission must investigate and report on the following: * whether hate crimes have increased; * factors that contributed to an increase in hate crimes, if one is determined to exist; * policies or actions by law enforcement agencies to reduce the commission of hate crimes; and * the impact of underreporting on hate crimes statistics and prevention.

Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act of 2019 This bill makes trafficking in firearms a stand-alone criminal offense. A person who commits or conspires to commit a gun trafficking offense is subject to criminal penalties—a prison term of up to 20 years (or up to 25 years, if the person also acted as an organizer), a fine, or both.

Hate Crime Victim Assistance Act of 2019 This bill establishes new grant programs to support state and local efforts to combat hate crimes and assist hate crime victims. Specifically, the Department of Justice (DOJ) must award grants for the following: (1) hate crime information and assistance websites and hate crime hotlines; and (2) education and training programs to solve and prevent hate crimes. Additionally, DOJ must establish, in the Office of Victims of Crime, a grant program to support programs and activities for victims of hate crimes.

This resolution impeaches President Donald John Trump for high crimes and misdemeanors. The resolution sets forth an article of impeachment stating that President Trump prevented, obstructed, and impeded the administration of justice during a federal investigation.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

Expanding Research on Mass Violence Prevention Act This bill directs the Centers for Disease Control and Prevention to engage in specified research and activities to improve surveillance, risk assessment, and prevention strategies related to mass violence.

Gun Violence Prevention Act of 2019 This bill adds two new categories of individuals who are prohibited from receiving or possessing a firearm or ammunition. Specifically, these new categories are (1) individuals who are subject to a temporary court order that requires the removal of their firearms, and (2) individuals who were convicted of a misdemeanor crime of violence within the past five years. In addition, the bill modifies certain statutory references, such as by replacingadjudicated a mental defectivewithadjudicated as ineligible due to disqualifying mental status.
