COVID-19 Correctional Facility Emergency Response Act of 2020 This bill establishes a new grant program to help states and local governments prevent, detect, and stop the spread of COVID-19 (i.e., coronavirus disease 2019) in correctional facilities. Specifically, the Department of Justice (DOJ) must award grants to states and local governments that release certain persons—persons who do not pose a serious risk or who meet certain criteria based on age or health—from correctional facilities. Additionally, DOJ must award grants to states and local governments that adopt cite-and-release procedures for suspects who do not pose a public safety risk.

Pausing All New Detention and Ending Movement of Inmates for Coronavirus Act of 2020 or the PANDEMIC Act of 2020 This bill limits the transfer of prisoners between facilities during the public health emergency declared on January 31, 2020, relating to COVID-19 (i.e., coronavirus disease 2019). The Bureau of Prisons may take actions as necessary to expand capacity in any correctional facility.

Protecting Critical Infrastructure Act This bill imposes an enhanced general penalty on any person who is sentenced to imprisonment for violating certain communications laws and who willfully or maliciously destroys any communications facility during and in relation to such violation.

Private Prison Information Act of 2019 This bill specifies that a record related to a non-federal prison, correctional, or detention facility must be considered a federal agency record for purposes of the Freedom of Information Act (FOIA). A non-federal prison, correctional, or detention facility must disclose information under FOIA unless the information is exempt from disclosure or the disclosure is prohibited by law. The term "non-federal prison, correctional, or detention facility" means (1) a private prison, correctional, or detention facility; or (2) a state or local prison, jail, or other correctional or detention facility.
