Neighborhood Homes Investment Act This bill establishes a new business-related tax credit to finance home building and rehabilitation in neighborhoods that meet certain eligibility criteria relating to poverty rates, income, and home values. The credit is limited to 35% of the lesser of the qualified development cost (i.e., the cost of construction, substantial rehabilitation, demolition, and environmental remediation of residential properties) or 80% of the national median sale price for new homes. The credit applies to single family homes containing four or fewer residential units, condominiums, or houses or apartments owned by cooperative housing corporations.

This resolution commends the cooperative business model for its contributions to global economies, expresses support for cooperatives, and declares that the House of Representatives will seek to protect and foster cooperatives.

This resolution expresses the sense of the House of Representatives that (1) the production of oil and natural gas is critical to the continued prosperity of the U.S economy, its national security, and its people; (2) the federal government and public leaders should promote policies that encourage greater energy production and independence; and (3) addressing energy needs requires cooperation instead of coercion.

Manufactured Housing Community Sustainability Act of 2019 This bill amends the Internal Revenue Code to allow a business-related tax credit equal to 75% of the gain from the sale or exchange of real property to a qualified manufactured home community cooperative or corporation if  (1) the property is acquired for use as a manufactured home community, (2) the seller (or any related person) owned the property for the entire two-year period before the sale or exchange, and (3) the property is transferred subject to a binding covenant that the property will be used as a manufactured home community for at least 50 years or the maximum permissible term under state laws that restrict such covenants to a lesser term.. A "qualified manufactured home community cooperative or corporation" is a cooperative or a nonprofit corporation established pursuant to the laws of the state in which the property is located. The bill specifies membership and governance requirements for the communities owned by the cooperative or nonprofit corporation. The bill also imposes a tax on buyers who violate the covenant to use the property for manufactured housing.

U.S.-Israel Cooperation Expansion Act This bill states that it is U.S. policy to support bilateral training between U.S. and Israeli law enforcement for sharing best practices related to anti-terrorism, community policing, and managing mass casualties.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

This resolution reaffirms the importance of the U.S.-Japan and U.S.-South Korea alliances in promoting peace, stability, and security in the Indo-Pacific region, and reaffirms the U.S. commitment to defend both Japan and South Korea. It also states the importance of deepening diplomatic and security cooperation between the three countries.

Rare Earth Cooperative 21st Century Manufacturing Act or theRE-Coop 21st Century Manufacturing Act This bill addresses the advancement of domestic refining of rare earth elements and the safe storage of thorium. The Department of Commerce must establish a privately funded, operated, and managed Thorium-Bearing Rare Earth Refinery Cooperative tasked with the creation of a fully integrated domestic rare earth value chain to serve U.S. national security needs and the critical advanced manufacturing industries. The Department of Energy must coordinate with other agencies to procure the issuance of a federal charter for the Thorium Storage, Energy, and Industrial Products Corporation which shall assume liability for and ownership of all thorium and mineralogically actinides and decay products contained within the rare earth element ores utilized by the cooperative.

International Regulatory Cooperation Improvement Act This bill allows the Commodity Futures Trading Commission to incur expenses for incidentals such as meals and transportation when hosting certain foreign officials. The bill also allows the commission to receive assistance such as personnel and support services from other departments and agencies within the federal government and from certain foreign authorities.

United States-Jordan Defense Cooperation Extension Act This bill extends through 2022 arrangements that allow certain defense articles to be transferred to Jordan on an expedited basis. The bill also directs the President to submit a report to Congress assessing the costs and benefits of establishing a fund to support private investment in Jordan.

This resolution reaffirms the longstanding alliance between the United States and Europe and recognizes the need for these entities to cooperatively combat anti-Semitism. The resolution encourages European governments and organizations to employ all necessary measures to address anti-Semitism.

United States-Jordan Defense Cooperation Extension Act This bill extends through 2024 arrangements that allow certain defense articles to be transferred to Jordan on an expedited basis. The bill also directs the U.S. International Development Finance Corporation to issue a call for proposals pursuing investment funds with a focus on Jordan.  

Cooperative Management of Mineral Rights Act of 2019 This bill repeals the requirement for the Forest Service to issue regulations regarding the development of oil and gas deposits on certain lands within the Allegheny National Forest in Pennsylvania.

Prioritizing Clean Energy and Climate Cooperation with India Act of 2020 This bill establishes the U.S.-India Clean Energy and Power Transmission Partnership, which shall serve as the primary forum and funding mechanism for U.S.-India cooperation on clean energy and energy transmission technology matters. The U.S. Agency for International Development and the Department of State shall report to Congress a comprehensive multiyear strategy for implementing the partnership. The bill requires programs to promote U.S.-India partnerships in (1) research and innovation for clean energy technologies and expanded power transmission and distribution, (2) initiatives for promoting clean energy technology financing in India, (3) initiatives for providing technical assistance for grid improvement and energy efficiency in India, and (4) initiatives to develop new renewable energy generation capacity in India. The U.S. government shall also work cooperatively with India's government on integrating scientifically supported climate change risk reduction and building resilience capacities in India. The President shall report to Congress on the scope and nature of U.S. participation in Mission Innovation, an India-led global initiative to increase the pace of clean energy innovation.

Indo-Pacific Cooperation Act of 2019 This bill states that it is U.S. policy to (1) expand alliances and partnerships in the Indo-Pacific region and Europe to develop a unified approach to addressing the diplomatic, economic, and military challenges posed by China; and (2) promote democracy and human rights in partnership with like-minded countries.

United States-Israel International Development Cooperation Act of 2019 This bill authorizes projects among the United States, Israel, and developing countries to support local solutions to sustainability challenges relating to water resources, agriculture, and energy storage. The U.S. Agency for International Development may enter into a memorandum of understanding with Israel to work together toward common goals in areas such as energy, agriculture, democracy, human rights, economic growth, and education.
