Chesapeake Bay Oyster Research Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to provide grants to certain entities, including the academic community and seafood industry, to conduct research on the conservation, restoration, or management of oysters in the Chesapeake Bay. Grant awards may not exceed 85% of the research project's total cost unless NOAA waives such requirement.

America's Conservation Enhancement Act This bill reauthorizes or establishes several programs or Acts that conserve or manage wildlife, including by reauthorizing through FY2025 the Fish and Wildlife Coordination Act, the North American Wetlands Conservation Act, the National Fish and Wildlife Foundation Establishment Act, the Chesapeake Bay Program, the Chesapeake Bay Initiative Act of 1998, and the Chesapeake Watershed Investments for Landscape Defense grant program.

This bill directs the National Oceanic and Atmospheric Administration (NOAA) to provide grants to certain entities, including the academic community and seafood industry, to conduct research on the conservation, restoration, or management of oysters in estuarine ecosystems. Grant awards may not exceed 85% of the research project's total cost unless NOAA waives such requirement. Additionally, NOAA must ensure that grant funding is apportioned according to the historic baseline (i.e., the estimated population of oysters in an estuary in 1850) oyster population of each estuary of the United States.

This bill designates the Oyster Bay National Wildlife Refuge near Oyster Bay, New York, as the "Congressman Lester Wolff National Wildlife Refuge."

San Francisco Bay Restoration Act This bill provides support for the protection and restoration of the San Francisco Bay estuary and the recovery of certain species in the estuary. Specifically, it establishes a San Francisco Bay Program Office in the Environmental Protection Agency. The program must annually compile a list of funding priorities for projects or studies that advance the goals and objectives of the comprehensive conservation and management plan approved under the National Estuary Program for the San Francisco Bay estuary. The list must include projects or studies for (1) water quality improvement; (2) wetland, riverine, and estuary restoration and protection; (3) nearshore and endangered species recovery; and (4) adaptation to climate change. The program must review such plan at least once every five years and revise the plan as appropriate. The program may provide funding through grants or other means for studies or projects on the priority list.
