Engineering Biology Research and Development Act of 2019 This bill directs * the Office of Science and Technology Policy (OSTP) to implement a National Engineering Biology Research and Development Initiative; * the OSTP to designate an interagency committee to coordinate the initiative; * the President to establish an Initiative Coordination Office; * the OSTP to designate or establish an advisory committee on engineering biology research and development; * the National Science Foundation (NSF) to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to conduct a review and make recommendations with respect to the ethical, legal, environmental, and other appropriate societal issues related to engineering biology research and development; and * the NSF and certain other federal agencies, including the National Aeronautics and Space Administration (NASA), to carry out specified research activities as part of the initiative.

Cell-Cultured Meat and Poultry Regulation Act of 2019 This bill requires the Department of Agriculture (USDA) and the Food and Drug Administration (FDA) to enter into a binding formal agreement regarding the authority of each agency to oversee cell-cultured meat and poultry. The agreement must require the FDA to (1) oversee cell collection, cell banks, and cell growth and differentiation; and (2) transition oversight authority of food products at the beginning of the cell harvest stage to USDA. After the transition, USDA must oversee the processing, preparation, packaging, and labeling of the food products.

This resolution recognizes the challenges in addressing health outcomes among people with sickle cell trait and sickle cell disease. (Sickle cell disease refers to blood disorders resulting from abnormal red blood cells.) The resolution also (1) encourages the medical community to make individuals aware of their sickle cell trait status, (2) urges the Department of Health and Human Services to develop a public awareness campaign regarding the importance of individuals knowing their sickle-cell trait status and to expand access for screening and counseling, and (3) commits to ensuring equitable access to new treatments and supporting research on sickle cell trait and sickle cell disease.

Stem Cell Therapeutic and Research Reauthorization Act of 2019 This bill modifies and reauthorizes through FY2024 the C.W. Bill Young Cell Transplantation Program, which provides support to patients who need a potentially life-saving bone marrow transplant or umbilical cord blood transplant. It also reauthorizes through FY2024 the Stem Cell Therapeutic and Research Act of 2005, which provides for the collection and maintenance of new units of high-quality cord blood. The bill requires the Advisory Council on Blood Stem Cell Transplantation to convene at least twice per calendar year.

This bill permanently extends the tax credit for new qualified fuel cell motor vehicles. (Under current law, the tax credit expired at the end of 2017.)

Protection of Women and Girls in Sports Act of 2020 This bill makes it a violation of federal law for a recipient of federal funds who operates, sponsors, or facilitates athletic programs or activities to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls. The bill specifies that sex shall be recognized based solely on a person's reproductive biology and genetics at birth.

Food Safety Modernization for Innovative Technologies Act This bill provides statutory authority for joint agency jurisdiction over food intended for humans that is produced using animal cell culture technology. The Food and Drug Administration (FDA) shall oversee tissue collection, cell lines, and cell banks. The FDA shall regulate food derived from cell lines of animals other than livestock or poultry, and the Department of Agriculture shall regulate food derived from cell lines of livestock and poultry.

Bill Young Cell Transplantation Program, which provides support to patients who need a potentially life-saving bone marrow transplant or umbilical cord blood transplant. It also requires research and other activities related to stem cell therapies. Specifically, the Department of Health and Human Services must conduct a periodic review of the science of using adult stem cells and birthing tissues in therapeutic treatments, and the National Institutes of Health must continue efforts to further the field of regenerative medicine using adult stem cells. In addition, the Government Accountability Office must examine various issues related to the national blood stem cell workforce.

However, such techniques must not involve (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this bill. The NIH must also report on peer-reviewed stem cell research proposals that were not funded.
