California Clean Coast Act of 2019 This bill prohibits oil and gas exploration and leasing in areas of the outer Continental Shelf located off the coast of California.

California Desert Protection and Recreation Act of 2019 This bill provides for conservation, additional recreational opportunities, and renewable energy development in the California Desert Conservation Area. Specifically, the bill, among other things * establishes or designates wilderness areas, a special management area, off-highway vehicle recreation areas, and a national scenic area; * releases specified wilderness study areas; * adjusts national park and preserve boundaries; and * specifies land withdrawals, transfers, and conveyances. Specified federal land shall be taken into trust for the Lone Pine Paiute-Shoshone Tribe. Lands and interests in land, including improvements, outside the boundary of Joshua Tree National Park in California may be acquired for the purpose of operating a visitor center. The bill makes amendments to the California Desert Protection Act of 1994 regarding the California State School lands and designates specified segments of rivers and creeks as components of the National Wild and Scenic Rivers System.

California New River Restoration Act of 2019 This bill requires the Environmental Protection Agency (EPA) to establish a California New River restoration program for the New River. The river starts in Mexicali, Mexico, flows north into the United States through Calexico, passes through the Imperial Valley, and drains into the Salton Sea. In carrying out the program, the EPA must (1) implement projects, plans, and initiatives for the New River supported by the California-Mexico Border Relations Council; and (2) provide grants and technical assistance for coordinating restoration and protection activities.

California Central Coast Conservation Act This bill prohibits the Bureau of Land Management from administering an oil and gas leasing and development program on the Central Coast of California (e.g., Fresno, Monterey, and San Benito Counties) until it completes and publishes a supplemental environmental impact statement assessing the environmental effects of such leasing and development, including the effects on air quality, seismicity, and greenhouse gas emissions. The Environmental Protection Agency must review and publish comments regarding the environmental impact statement, including (1) identification of any significant environmental impacts of oil and gas leasing and development on the Central Coast of California that should be avoided to adequately protect the region's natural resources, or (2) a determination that such statement does not contain sufficient information to assess the impacts.

This bill directs the Department of Veterans Affairs (VA) and the city of Vallejo, California, to enter into an agreement to transfer Mare Island Naval Cemetery in Vallejo, California, to the VA to be maintained as a national shrine.

Northwest California Wilderness, Recreation, and Working Forests Act This bill sets forth provisions concerning the restoration, economic development, and conservation of, and recreational access to, certain public lands in Northern California. The bill establishes * the South Fork Trinity-Mad River Restoration Area, * the Northwest California Public Lands Remediation Partnership, * the Trinity Lake and Del Norte County visitor centers, * the Horse Mountain Special Management Area, * the Elk Camp Ridge National Recreation Trail, and * the Sanhedrin Conservation Management Area. The bill designates * specified federal lands as components of the National Wilderness Preservation System, * the North Fork Wilderness as the North Fork Eel River Wilderness, * specified federal lands as potential wilderness areas, and * specified segments of certain rivers and creeks and of a specified river estuary as components of the National Wild and Scenic Rivers System. Also, the bill * authorizes the use of certain forest residues for research and development of biobased products that result in net carbon sequestration; * authorizes initiatives to restore degraded redwood forest ecosystems in the Redwood National Forest and state parks; * requires studies concerning certain visitor accommodations and recreational trails in the Six Rivers, Shasta-Trinity, and Mendocino National Forests, as applicable; * authorizes partnerships for trail and campground maintenance, public education, visitor contacts, and visitor center staffing on federal lands in Mendocino, Humboldt, Trinity, and Del Norte Counties; and * adjusts the boundaries of the Elkhorn Ridge Wilderness.

This bill requires the portion of the property known as the Veterans' Administration Center Reservation in Los Angeles California, which was conveyed by the General Services Administration (GSA) to the State of California for a proposed National Guard Armory, to be used for purposes of meeting the needs of the homeless. The bill directs the state to submit an application to the GSA for the use of such property to meet the needs of  the homeless. The GSA and the Department of Health and Human Services must jointly determine whether the use of the property described in the application is a use for meeting the needs of the homeless. If it is determined that the proposed use of the property is for meeting the needs of the homeless, the GSA must modify the deed of conveyance for such property to authorize its use for homeless needs.

California's Land Preservation and Protection Act This bill delays hydraulic fracturing of oil or gas resources on certain federal lands in California. On December 12, 2019, the Bureau of Land Management (BLM) published a record of decision for the Final Supplemental Environmental Impact Statement (EIS) for the BLM Bakersfield Field Office. This bill nullifies the EIS until the BLM completes and circulates for public comment a new EIS. The new EIS must consider the environmental effects of all oil or gas development in the planning area. After the new EIS is published, the Environmental Protection Agency (EPA) must review and publish comments regarding the EIS. If the EPA identifies significant environmental impacts or determines that there is insufficient information to assess the environmental impacts of all oil or gas development in the planning area, then the BLM must consult with the EPA before proceeding with federal oil or gas leasing in the planning area.
