Preserving Readership and Information of Newspapers for Tomorrow Act or the PRINT Act This bill includes the cost of print production of local print media as an allowable use for funds disbursed to certain newspaper publishers under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019).

Digital Citizenship and Media Literacy Act This bill directs the Department of Education to award grants to state and local educational agencies to promote media literacy and digital citizenship. Media literacyincludes the ability to access relevant information, analyze media content, evaluate the accuracy of information, and make educated decisions about products and services, education, health, and wellness based on information obtained from media and digital sources. Digital citizenshipincludes the ability to safely, responsibly, and ethically use communication technologies and to participate in the political, economic, social, and cultural aspects of life related to technology and the digital world. A state educational agency must use grant funds to carry out one or more specified activities, specifically (1) creating and supporting a media literacy advisory council, (2) assisting local educational agencies in the development of instruction in media literacy, (3) assisting local agencies in developing means of evaluating student learning in media literacy, and (4) assisting local agencies in developing or providing professional development for teachers that relates to media literacy.

Advancing 3D Printing Act This bill requires the Consumer Product Safety Commission to study and report on the commercial impact of three-dimensional printing. Such study must involve, among other things (1) listing industry sectors that develop and use three-dimensional printing and public-private partnerships focused on promoting the adoption and use of such technology, (2) establishing a list of federal agencies asserting jurisdiction over such industry sectors and entities, and (3) assessing risks and trends in the marketplace and supply chain of three-dimensional printing.

The bill definesdigital citizenshipas, among other things, the ability to safely, responsibly, and ethically use communication technologies and to participate in the political, economic, social, and cultural aspects of life related to technology and the digital world. ED must establish a Federal Advisory Council to assist in evaluating and awarding grants and developing and making available to states and local educational agencies evidence-based model curricula and standards for media literacy education. The Government Accountability Office shall report to Congress on media literacy and digital citizenship competencies in schools, and related issues.

Social Media Accountability and Account Verification Act This bill requires a social media company to remove a deceptive or fraudulent account or profile from its platform and to verify the creator of an account that is alleged to be deceptive or fraudulent. Specifically, a social media company must establish a means whereby a user may request the investigation and removal of a deceptive account or profile. The social media company must expeditiously remove or disable access to a deceptive account or profile and any materials or messages published therefrom. Further, a social media company must notify a user who submits such a request of any reasons underlying a determination that an account or profile is not deceptive, and it must take escalating actions against an individual who makes false or bad faith requests for the investigation and removal of an account or profile.

Social Media Use in Clearance Investigations Act of 2019 This bill directs the Office of Management and Budget to report on the examination of social media activity during security clearance investigations.

This resolution expresses the sense that federal, state, and local governments should make all possible efforts to ensure the continuation of robust local digital and print news and that Congress should support these efforts.

This resolution supports the designation of a National Day of 3D Printing. The resolution also recognizes the economic impact of 3D printing and its positive implications for the U.S. advanced manufacturing sector. Finally, the resolution encourages the promotion and celebration of 3D printing technology.

Electronic Books Opening Opportunity for Knowledge Act of 2019 or the E-BOOK Act of 2019 This bill authorizes the Department of Education to award grants to up to 10 institutions of higher education for pilot programs that reduce the cost of attendance for undergraduate students by expanding student access to digital course materials. A preference is given to applications that demonstrate a commitment to serving disadvantaged students. Grant recipients must make digital course materials available to undergraduate students in at least two different academic departments.

3D Printed Gun Safety Act of 2019 This bill makes it unlawful to intentionally publish digital instructions for programming a three-dimensional printer to make a firearm.

This bill requires a federal executive agency to expend 50% of funds obligated by such agency for the advertising and underwriting activities of local media for the period beginning on the enactment of this bill, and ending on December 31, 2020. It also requires such agencies to expend 25% of such funds for the period beginning on or after January 1, 2021. At least 45% of agency advertising and underwriting activities funding must be expended equally between newspapers, television stations, and radio stations that are local media. The bill (1) expands the payroll protection program to newspaper, radio, and Internet publishing businesses with not more than 500 employees; (2) allows a payroll tax credit for 30% of first-year newsroom wages paid by a local media company; and (3) treats the publication (including electronic publication) of written news articles by an independent or community-based publication as a tax-exempt purpose. The bill expresses the sense of Congress that the Corporation for Public Broadcasting must provide programming to preschool, elementary, and secondary school children that promotes digital literacy during the period that such children cannot attend school due to the COVID-19 (i.e., coronavirus disease 2019) pandemic.

This resolution condemns violence committed against people of the United States exercising their right to free speech and peaceful assembly, including journalists, and reaffirms the Senate's commitment to freedom of the press and peaceful assembly as pillars of democracy. The resolution calls on local, state, and federal authorities to take steps to ensure that members of the media are able to safely perform their duties without interference, censorship, threats of violence, or physical harm and to explicitly exempt the news media from any curfew regulations. The resolution calls on authorities and officials to (1) identify and thoroughly investigate instances in which government officials or members of police forces have restricted media access to the demonstrations or where violence was perpetrated against members of the media, and (2) ensure that such perpetrators are appropriately disciplined and charged.

Measuring the Economics Driving Investments and Access for Diversity Act of 2020 or the MEDIA Diversity Act of 2020 This bill requires the Federal Communications Commission to consider market entry barriers for socially disadvantaged individuals in its biennial communications marketplace report.
